This thesis analyzes the 1994 U.S. decision to grant Sinn Féin leader Gerry Adams a visa and what it reveals about American counterterrorism policy in the immediate post–Cold War period. Long suspected of senior involvement in the Provisional Irish Republican Army during the Troubles (1968–1998), Adams had previously been denied entry under terrorism-related immigration provisions. His case became a flashpoint inside the U.S. government: officials debated whether diplomatic opportunity, domestic political incentives, and momentum toward peace in Northern Ireland warranted a departure from the prior “no concessions” posture toward IRA-linked figures. This purpose of this project is to examine how the labels used to describe the Irish Republican Army and Chechen insurgency changed after certain acts of violence. This paper begins by describing the history of imperial subjugation of Ireland and Chechnya, as well as examining the similarities between the actions and motivations of the IRA and Chechen insurgency. Then, to study the change in language to describe these groups, two searches were conducted into the New York Times and International Newsstream databases. It begins by exploring the foundation of each organization and its respective goals, organization and tactics. In 2002, US Navy Seals found a list of pathogens in an Afghanistan cave that Al Qaeda had planned to use in a series of biological attacks. Unique about the discovery was that the pathogens were not limited to human ones. Six pathogens targeted livestock and four targeted crops. Despite this discovery, limited attention has been given to the possibility of a state-sponsored terrorist attack utilizing biological agents against the US population, food source, or water supply. This thesis investigates how and why U.S. policies and agencies are ill-equipped to respond to narco-terrorism and offers some policy recommendations for remedying that. Narco-terrorism is the merging of terrorism and drug trafficking. This study identifies a causal model for suicidal terrorism consisting of three primary blocks of factors. First, terrorist organizations must desire to expel a social entity from a geographic area and typically operate with a perception of religious asymmetry. Second, members of terrorist organizations must undergo active exposure to specific socialization practices that directly glorify martyrdom and render suicidal behavior socially acceptable within the context of their community.
