Reflecting on the controversy surrounding the Palestinian bid for statehood, Richard Falk neatly subverts the opening words of the UN Charter, “we the people,” as having always surrendered to “we the governments,” and, in the modern era of American empire, “we the hegemon.”

This may well be true. Previous studies on the usage of the terms terror, terrorist, and terrorism have taken a Western perspective on how these terms should be defined and then deployed, but the viewpoint of the “terrorist” (in this case jihadis) has yet to be examined. This study analyzes how jihadis understand these terms and critically assesses their interpretation based on classical Islamic doctrine. The basis and “proof” for jihadis’ legitimization of using terror is based upon the Qur’anic verse 8:60, but when taken into context and traditional understanding, jihadis miss the mark. A possible accession of European Union (hereinafter: EU/the Union) to the European Convention on Human Rights (ECHR/the Convention) has been discussed in legal society for more than thirty years. The topic had widely opened after the 1979 Commission Memorandum where the major pros and cons were underlined and practical problems were addressed. This discussion led to an official request to the European Court of Justice (ECJ/the Court) in relation to the legality of such accession; the outcome was included in opinion 2/94 that found such accession incompatible with the European Community (EC/the Community) Treaty.

During the 1990s tax havens and offshore financial centres (OFCs) were subject to a string of initiatives designed to raise their tax and regulatory regimes to accepted international standards. Many commentators forecast that this would lead to the demise of OFCs, a worry for the many small states whose economic well being depended heavily on the provision of offshore financial services. Despite this regulatory onslaught many small state OFCs have prospered in the new millennium. This paper evaluates the historical dynamics that have shaped the development of fiscal federalism in Nigeria and Canada over the years. It contends that certain contradictions have inhibited the efficient and equitable allocation of tax powers and expenditure responsibilities in Nigeria. These include Nigeria's defective federal structure, military rule, Presidential federalism, politicized sharing principles, and the parochial political culture. In the short term, the United States negatively impacted the relationships among the Sunnis, Shiites, and Kurds. The United States’ lack of communication and credibility led to this negative impact. Six variables: the United States’ lack of knowledge about Iraq, the preexisting anti-western political culture, removal of local elites and army, inadequate media outreach, impact on reactionary violence, and the inability to fulfill all their promises to the Iraqi population expanded problems in credibility and communication. In the early Cold War arena, international pressure on the United States to live according to its ideological rhetoric enabled the Truman Administration to set a precedent for federal engagement in domestic civil rights reform. As the United States led the march to institutionalise human rights as the standard of moral legitimacy in the global arena, the country’s grisly record of racial oppression and violence invited foreign and domestic criticism alike. Research by Dyer and Chu (2000) suggests that trust in exchange varies significantly across borders and influences the level of trust in cross-border exchange dyads. However, while a good start, research has yet to develop the concept that not only can the countries of origin of the partners to the exchange influence the nature and outcomes of dyadic trust, but also the country where the exchange dyad is located. Furthermore, such home and host country differences may interact with dyad-level differences in trust creation capabilities and influence trust violation and repair. We develop a framework and propositions along these lines.

Spring-migration ecology of staging Northern Pintails, Anas acuta, was investigated in south-central Nebraska, USA. Habitat associations, local movements, settling patterns, arrival dates, residency times and survival were estimated from 71 radiomarked pintails during spring 2001, 2003 and 2004, and diet determined from 130 females collected during spring 1998 and 1999. Seventy-two percent of pintail diurnal locations were in palustrine wetlands, 7% in riverine wetlands, 3% in lacustrine wetlands, 6% in municipal sewage lagoons and irrigation reuse pits and 10.5% in croplands. Emergent wetlands with hemi-marsh conditions were used diurnally more often than wetlands with either open or closed vegetation …

By comparing the post-conflict reconstruction patterns of Cyprus and Sri Lanka, it is possible to evaluate what was or was not effective in the Cyprus case and how these lessons may be applied to Sri Lanka. Considering the underlying similarities of the two islands’ respective conflicts, the focus determining the best course of action for Sri Lanka, so that it does not face the same stalemate situation as Cyprus. The recommended policy contrasts with the consociationalist models proposed for Cyprus, and is instead based on the unique Basque model of autonomy.

This thesis explores West African Muslims in New York as a case study of the immigrant experience in America through discussion of the main theories of assimilation and modes of incorporation into American society. As foreign-born, black Muslims, the Murids of Senegal rely on cohesive social networks to protect themselves from discrimination.
