Critical and strategic minerals have become increasingly important in U.S. government civilian and military policymaking in recent years. This is demonstrated by the heavy use of such minerals in many critical civilian and military infrastructures. This work will discuss how this subject has been addressed in laws, presidential documents, and works by government agencies along with congressional oversight committees and support agencies. It will stress how the United States is heavily dependent on strategic minerals from adversarial foreign countries such as China and will examine U.S. efforts to increase its ability to produce such materials in the United States by …

This article examines Southeast Asian Americans (SEAA) academics in the U.S. academy, relating their complex positionalities within higher education to their communities and societies. While many educational studies have been done on SEAA students, almost none focus on professional scholars and college faculty. Combining cultural-structural critique with close analysis of public writings and personal interviews, the article finds that that SEAA are ignored, and/or tokenized in the Ivory Tower due to structural as well as epistemological issues. As the United States northern neighbor, Canada serves as a NATO ally and a strategic partner with Washington through the North American Aerospace Defense Command (NORAD). Canadian forces have fought honorably and bravely in concert with American forces in many wars. Canada's government, however, has been less consistent in promoting a credible vision of Canadian national security policy and geopolitical interests in its defense white papers. “Cultivating Leaders of Indiana” was developed to establish connections between the Purdue student body and the Frankfort, Indiana, community. By engaging high school students in workshops that focused on local, national, and global identities, the goal of the project was to encourage students to appreciate their individuality and to motivate them to translate their skills into a global perspective. Moreover, workshops centering on themes such as culture, citizenship, media, and education were designed to empower project participants to embrace their sense of social value and responsibility, not only in their immediate communities, but also globally.

Through the example of Bagyi Aung Soe, Myanmar’s leader of modern art in the twentieth century, this essay examines the potential of Śāntiniketan’s pentatonic pedagogical program embodying Rabindranath Tagore’s universalist and humanist vision of an autonomous modernity in revitalizing the prevailing unilateral and nation-centric narrative of modern Southeast Asian art. It brings into focus the program’s keystones on the modern, art and the artist, which have been pivotal in discoursing on the Burmese alumnus of the ashram-turned-university, and explores how the same might be applicable to fellow artists in Myanmar and the region.

In her article "Anthropological Inquiry and the Limits of Dialogue" Kathleen Gallagher analyzes the epistemological and ethical implications created by representations of Self and portrayals of Other in two apparently different ethnographic texts, R.F. Fortune's Sorcerers of Dobu and Kevin Dwyer's Moroccan Dialogues. Specific attention is paid to the authors' portrayal of themselves and the observed and the ramifications of such portrayals in the construction of anthropological knowledge. Dwyer's work was a reaction to what he perceived as anthropology's traditional muting of other voices, an alternative to such denigration being the incorporation of dialogue into one's methodology. Reconstruction and development in poor, fragile countries present a double challenge: tackling the issues of poverty and underdevelopment as well as the constraints posed by instability, poor governance, and weak capacity. This context generates a range of problems that include: insecurity, insufficient planning, inadequate implementation capacity, poor financial management, misprocurement, corruption, a volatile fiscal environment, ineffective donor coordination, and negative environmental and social impacts. Re-visioning Terrorism

Previous studies on the usage of the terms terror, terrorist, and terrorism have taken a Western perspective on how these terms should be defined and then deployed, but the viewpoint of the “terrorist” (in this case jihadis) has yet to be examined. This study analyzes how jihadis understand these terms and critically assesses their interpretation based on classical Islamic doctrine. The basis and “proof” for jihadis’ legitimization of using terror is based upon the Qur’anic verse 8:60, but when taken into context and traditional understanding, jihadis miss the mark.
