Since its independence in 1975 the Union of Comoros has seen a great deal of political upheaval as a part of its decolonization process. This study examines the period between 1975 and 2001 with special emphasis on the 1997 Secession Crisis and the methods by which that crisis was resolved. The literature review is composed of predominantly native Comorian authors, supplemented by several French authors and information from international organizations. The events and literature are also examined through the lenses of the psychoanalytical group identity theory of Vamik Volkan and the Conflict Transformation work of Johan Galtung. Black women wearing fabulous braids are a striking feature of the Afro-diasporic cultural landscape. However, the braiders and salon owners who enable this aesthetic engineering are seldom acknowledged. This dissertation investigates the experience and role of Caribbean and West and Central African women in the hair braiding industry, a rapidly growing business in the U.S. I address the complexity of these women’s multiple social roles and the multiple consciousness (King, 1988) associated with their demographic characteristics (color, ethnicity, gender, nationality, and immigrant status). The commonalities between the braiders and their mostly African American customers contrast vividly with their perception of …

The international community has agreed upon another set of goals for the next 15 years. On the table are no less than 169 objectives and 17 Sustainable Development Goals (SDGs). The new aspirations are summarized and the merits and demerits of further elaboration and measurement including country-specific deadlines and targets are discussed. The hefty budget to achieve all 17 goals is estimated at more than $4 trillion US a year. Why The U.S. Government Failed To Anticipate The Rwandan Genocide Of 1994: Lessons For Early Warning And Prevention, Matthew Levinger

Genocide Studies and Prevention: An International Journal

During the months leading up to the Rwandan genocide of 1994, cognitive biases obstructed the capacity of U.S. government analysts and policymakers to anticipate mass violence against the country’s Tutsi minority. Drawing on recently declassified U.S. government documents and on interviews with key current and former officials, this essay shows that most U.S. government reporting on Rwanda before April 1994 utilized a faulty cognitive frame that failed to differentiate between threats of civil war and genocide. Because U.S. officials framed the crisis in Rwanda as a potential civil war, they underestimated the virulence of the threat to Tutsi civilians and …

The Utility Of Darkness: Figments Of A State Called The Democratic Republic Of The Congo, Aimee M. Mackie

Since the Heart of Darkness brought the cruelty of King Leopold’s rule of the Congo to the world’s attention, it has been viewed internationally as the locus ofinhumanity. My thesis examines how this perception has excused the role of neocolonial actors in furthering destabilization. After independence, the United States and Belgium, with the assistance of Mobutu Sese-Seko, exploited the nominally sovereign Congo. The weakening of the Congolese state has continued in recent years through a lack of accountability for international interventions brought about by bureaucratic secrecy, popular ignorance, and human rights rhetoric.

Post-independence South Sudan faces numerous development obstacles and many consider oil to be a redeeming factor for the new state. This paper discusses the resource curse related to the country’s oil industry and how with proper management, the oil can largely benefit the new state. It explores Norway’s history of oil development and examines ways in which Norway can assist South Sudan in managing their oil, making it the most effective for the people. Key elements of the assistance are the implementation of the Comprehensive Peace Agreement, technical support focusing on increased oil recovery, and building stronger state capacity. But …
