This thesis discusses the role of pariah states vis-a-vis the nonproliferation regime. Specifically, the foreign policy of the Islamic Republic of Iran (IRI) is analyzed to determine, first, whether Iran is a pariah, second, the potential threat the IRI poses to the Persian Gulf region and third, the possible international responses that may be undertaken to address Iranian pariahtude in the nuclear field. Through the course of this thesis regimes are defined as a set of implicit and explicit rules, principles, norms, and decision-making procedures around which actor's expectations converge and which govern relations among states. Social policy may be broadly identified as a category of policies explicitly and specifically designed to deal with the manifold problems of poverty, inequality, and inequity. How a state "deals" with these issues has relied on the perception of social policy as primarily a function of economic variables. An alternative view, however, has seen social policy as primarily a function of ideological variables. Prepared in February 1993 on Civil-Military Operations during Operation Desert Shield/Storm 1991. This work documents the services of a unit of public officials, who I call 'public administrators in green.' These men and women, having entered on active duty with the U.S. Army, made a significant contribution to restoration of government services in Kuwait following the cessation of hostilities. Their work was recognized in December 2016 by the Reserve Forces Policy Board, which presented the Distinctive Service Award for 'exceptional, meritorious and distinctive service ...during the liberation and restoration of the government of Kuwait.'

This thesis investigates the impact of Khomeiniism on the Shi'ites of Iraq. Specifically it seeks to determine whether the rise of Khomeiniism in Iran inspired Iraq's Shi'ite majority to rise against the Ba'athist leaders of Iraq with the object of establishing an Islamic Republic. The paper focuses on the political activities of the Iraqi Shi'ites from Ayatollah Khomeini's rise to power in Iran in February 1979 to the beginning of hostilities between Iraq and Iran in September 1980.
