Argentina’s new non-binary ID cards (DNI in Spanish) were highly celebrated when they were announced in July 2021 via a presidential decree. Government agencies had until November 18th to update systems and databases to include the new gender marker “X.” But that didn’t happen, so those with the non-binary DNI are unable to access essential services. The Argentine government cited the national 2012 Gender Identity Law, which guarantees a DNI that fully reflects a citizen’s gender identity, as the basis for the measure. However, for many in the trans*, non-binary and gender non-conforming community, the decree was unnecessary to enforce …

Between 2001 and 2018, more than 5.5 million Mexican migrants were removed from the United States or returned to Mexico with their families as immigration enforcement escalated. Learning how this transition affected the access to health and education services of their children –also referred to as “the invisibles”– is a policy-relevant topic for both the United States and Mexico. Using representative data on 7.6 million Mexican and U.S.-born children from the 2015 Mexican Intercensal Survey, we provide evidence on the education and health care access gaps between these two groups and on the factors potentially responsible for the barriers encountered …

Can Cities Be Feminist? A Cross-National Analysis Of Factors Affecting Local Female Representation In Latin America, Katie Davis

Women are underrepresented in mayor’s offices and on city councils across Latin America. In this paper, I examine gender-based differences in individual opinions toward running for office in Argentina and Uruguay, as well as conduct a twenty-six country analysis on factors related to female representation in municipal government. Based on these analyses, I make three main conclusions about female local representation in Latin America. The first conclusion is that women in Latin America are significantly less likely to want to run or feel qualified to run for office. La participación en actividades de voluntariado es un vehículo de participación en la comunidad de forma que enriquece al conjunto de la sociedad y a las personas que lo realizan. Los datos de las Encuestas de Valores Mundiales (WVS, 2010-2014) evidencian que en Latinoamérica el porcentaje de voluntarios varía de forma relevante de unos países a otros, tal que en Colombia el 65% realizan actividades de voluntariado, frente al 23% de Ecuador. Mientras que el voluntariado ha sido ampliamente estudiado en países anglosajones y europeos, apenas hay estudios para Latinoamérica. Managing non-profit organizations (NPOs) in developing countries constitutes a challenge due to the intrinsic hardship of their missions, and the pressure of balancing their stakeholder’s interests and needs. Beyond the explicit challenges NPOs face (e.g., attracting volunteers, retaining employees, accounting to donors), we tackle the implicit obligations and returns that volunteers, employees, and donors hold towards an NPO. By introducing the concept of Stakeholder Psychological Contracts (SPC) and its three currencies (relational, transactional and ideological), we identify how each creates value for these stakeholders in a different way, using data from 409 respondents, representing 7 Bolivian NPOs. The pandemic is already forcing many individuals, businesses, and governments to rethink much of what they do and how they do it. As such, it presents an opportunity for public administrators to reimagine the criteria they use when designing and implementing programs and policies, and to more actively engage in prevention of identity-based violence. In this contribution, we suggest a new analytical lens to guide public administrators’ decision making, one informed by the theory and practice of mass atrocity prevention. Originally written for a conference on meat attended by farmers, anthropologists, people involved in cultural affairs, and other members of the public, and seeking to avoid emphasis on cultural difference, this paper explores common ground between Euro-American and Amerindian ambivalence about meat consumption. Meat-eating raises two shared concerns: an intuitive recognition of the resemblances between humans and animals and an uncomfortable awareness that human life often depends on the death and destruction of other living beings. This paper principally addresses the "problem" of anthropological thinking, that is, on how and why it remains with us and not with the peoples who do not subscribe to our contested regimes of truth. Based on the analysis of Evangelical Biblical translations, as well as on the school writing of Wari' (Southwestern Amazonia) students, produced in indigenous secondary school classrooms and at the intercultural university, this article aims to show how, in both church and school, a nature separate from humans is invented with which they should relate in a utilitarian and also contemplative way. Simultaneously nature’s opposite is invented–a culture that excludes animals and subjects them.

In this comment on Stephen Hugh-Jones’s "Thinking Through Tubes" Françoise Barbira Freedman offers a feminist meditation on the semiotics of androgyny in Northwest Amazonian shamanism, ritual life and mythology. By focusing on processes of detotalization and retotalization that move beings from an androgynous state to a single-sex identity and back again, Barbira Freedman reveals a dynamic "one sex, two genders model of androgyny" that could not be further from a concept of androgyny as blurred gender. In 2014, the Xinane people of Brazilian Amazonia made international news after two videos showing scenes of their “first contact” were uploaded to the internet. This paper explores the ways in which different audiences reacted to news about this “first contact.” Local Peruvian and Brazilian settlers, the international public, and the Mastanawa, a people culturally proximate to the Xinane, had different readings of this event and expressed opposing views concerning what actions should have been taken following the events depicted in the videos. Inspired by Stephen Hugh-Jones’s suggestion of a fit between Tukanoan writing genres and their sociocultural systems, in this article we explore Shuar autobiographical writings in light of Chicham (Jivaroan) individualism. By exploring first-person—nonpatrimonial—texts that have received much less attention in the regional literature, the article contributes to theorizing a different way of transmitting tradition:one focused on individual praxis rather than on collective patrimony. Through the analysis of three autobiographical texts, we show how their authors appropriate writing to construct singularity, or distinct “paths of individuation”: the personal story of resistance of a school teacher, the exemplary life course of a …
