Following the Spanish publication of the book How Forests Think. Toward an Anthropology Beyond the Human, Eduardo Kohn (Associate Professor of Anthropology at McGill University in Montreal, Canada, and Affiliated Researcher at FLACSO in Ecuador) reflects on the origins and the trajectory of his research in the Ecuadorian Amazon. The conversation dwells on questions of theory and method, on key concepts of this influential work (such as absence, hierarchy, and "emergence"), and, finally, on the new paths that have appeared since the initial publication of this book in 2013. Community Health Workers In Central-Southern Amazonia: An Ethnographic Account Of The Munduruku People Of Kwatá Laranjal Indigenous Land, Daniel Scopel, Raquel Dias-Scopel, Esther Jean Langdon

This article analyzes the role of Munduruku indigenous community health workers (CHW) with the expansion of biomedical services as part of state presence and territorial control in Brazil. Centuries of interethnic contacts among the Munduruku have resulted in a plurality of health practices. Since 1999, Primary services have increased significantly, when the Indigenous Health System (SASI) was created. CHWs were incorporated as part of the health teams serving the indigenous lands. Munduruku CHWs have not only assumed an important role in the delivery of biomedical services, but also are key in the articulation between different traditions of care. Although there …

Este artículo revisa la coyuntura del primer año de la pandemia del COVID-19 a la luz de las normas sociales y la prosocialidad. Para esto, nos acercamos sintéticamente a la metodología de bola de nieve para analizar una serie de experiencias e intervenciones de entidades públicas y privadas que alentaban comportamientos prosociales para evitar contagios masivos en la población en 2020, en el momento más inicial de la pandemia. Los resultados de estos estudios se presentan como recomendaciones para los tomadores de decisión y otros interesados en aplicar herramientas similares para crisis de salud pública. El presente trabajo analiza la gestión del deporte como alternativa de prevención para el reclutamiento forzado de menores en el Área Metropolitana del Valle de Aburrá (Medellín, Colombia) y su reinvención en el contexto del Covid-19. Sin embargo, pese a que es una problemática que afecta a los 10 municipios que la integran, se evidencia falta de coordinación y articulación de la política deportiva a nivel metropolitano para su intervención desde lo intermunicipal. El artículo revisa las respuestas iniciales de los gobiernos de Guatemala, El Salvador, Costa Rica y Panamá ante la pandemia del Covid-19. A partir de una revisión de documentos oficiales, se identifican y comparan las características de las respuestas que estos gobiernos ejecutan durante el primer semestre del 2020. Se concluye que, si bien los gobiernos desarrollan principalmente medidas de bioseguridad, hay diferencias importantes en las estrategias adoptadas por estos, posiblemente motivadas por las características sociales, política y económicas imperantes en dichos países. El propósito del estudio de caso es analizar la respuesta del gobierno de la ciudad de México a la crisis derivada de la COVID-19 y, en particular, la forma en que ha afectado la protección social de la infancia durante los primeros meses de la pandemia. Se analiza diseño institucional normativo de la protección social a la infancia en México, y particularmente en la Ciudad de México, así como las actividades del gobierno de la ciudad de México para disminuir el impacto de la crisis en la infancia. En la actualidad, más del 40% de las personas en situación de pobreza en la Argentina son niños/as y adolescentes. En 2009, se creó la Asignación Universal por Hijo para Protección Social (AUH) para hacer frente a esta problemática al equiparar los derechos de los hijos/as de los trabajadores/as formales con los de los informales y desempleados. Esta investigación reconoce las debilidades del análisis de los regímenes de bienestar apoyado en las taxonomías nacionales y se propone una “variación a lo local”, argumentando los beneficios que se tienen al delimitar los territorios nacionales por sus diferencias regionales y sus distintas necesidades locales. El artículo muestra el proceso de evolución de tres modelos referenciales de política social y de régimen de bienestar en los albores del siglo XXI en Colombia. Se acude al método de análisis cognitivo en políticas públicas, como estrategia para la construcción de datos, evidencias y argumentos que permiten describir e interpretar los diversos enfoques y tipos de política social implementados en contextos territoriales caracterizados por un aumento de relaciones de exclusión y desigualdad. Un Enfoque Comparado Sobre Los Regímenes De Bienestar Para El Estudio De Las Políticas Sociales Globales, Geof Wood, Ian Gough
Gobernar: The Journal of Latin American Public Policy and Governance
Beginning from the framework of welfare state regimes in rich capitalist countries, this article radically redefines it and applies the new model to regions and countries which experience problematic states as well as imperfect markets. A broader, comparative typology of regimes (welfare state, informal security, insecurity) is proposed, which captures the essential relationships between social and cultural conditions, institutional performance, welfare outcomes, and path dependence. Using this model, different regions of the world (East Asia, South Asia, Latin America, and sub-Saharan Africa) are compared. ‘Con Los Brazos Abiertos’: Venezuelan Migration And The Humanitarian State Under Ecuador's Moreno Administration, Madeline Cook

In its 2008 Constitution, Ecuador enshrined radically inclusive principles of universal citizenship and legal protections for migrants, written in a moment of historic Ecuadorian emigration. Yet in the wake of the Venezuelan migrant crisis and President Lenin Moreno’s shift towards austerity, how has his administration (2017-2021) responded to the Venezuelan migration in policy and in political discourse? Through an analysis of legal documents including ministerial agreements, legislation, executive decrees, and the VERHU visa, this paper outlines a pattern of legal restrictions levied on Venezuelan migrants. Medellín and the Aburrá Valley are internationally recognized for their capacity to design bold projects regarding transportation and sustainability. However, the city's mobility dynamics show a different reality: the number of vehicles has grown steadily over the last 20 years. The metropolitan inhabitants spend 44% more time mobilizing in the city than 12 years ago and air quality has become the main challenge on the city's environmental agenda. This article explores the possibilities of network management to increase the capacity of business foundations to exert influence on the process of agenda-setting in public policies. This case illustrates how three foundations (Éxito Foundation, Alpina Foundation and ALAS Foundation) helped to coordinate one hundred civil society organizations to influence the Colombian National Development Plan (2018-2022). The case shows that business foundations can play an important role in setting the policy agenda by working as articulators of multiple fragmented actors of civil society. La Lucha Por El Liderazgo Adecuado En Las Organizaciones De Los Movimientos Sociales: Reflexión Colectiva Y Reglas Como Base Para La Autonomía, Ruth Simsa, Marion Totter
Gobernar: The Journal of Latin American Public Policy and Governance
This article analyzes how leadership is practiced in social movement organizations (OMS). Drawing on Critical Leadership Studies, and based on qualitative empirical research conducted in the organizations of the Spanish 15M protest movement, we analyze leadership perceptions, tensions and practices in dealing with these challenges. Our findings indicate that leadership practices in the investigated OMSs are autonomous, reflective and rule-based. Emphasizing collective reflection and rules highlights two aspects of leadership in OMSs that have been largely ignored in the discourses. Nevertheless, they turn out to be important means to address the challenges of autonomous leadership.

In the year 2008, the University of Ibagué launched several initiatives to articulate higher education with local development. The Programa Paz y Región (Peace and Region Program) is one of those initiatives and it is the focus of this article, whose purpose is to analyse this program in the light of two related concepts: university extension programmes and social responsibility (SR). Our analysis is based on a managerial perspective and our hypothesis is that “Paz y Región” responds to regional development in Tolima, Colombia, from a co-constructed perspective of extension programmes.

Competencia Espacial Y Calidad Personal De Los Candidatos. Elecciones Presidenciales Entre 2006 Y 2018 En México, Luis Eduardo León, Julen Berasaluce

This research project presents a spatial competition model for Mexican presidential elections based on the effective number of parties and weighted and scalar polarization indices. The model makes it possible to construct a classification of candidates influences based on personality as an remainder unexplained by spatial ideological competition. In addition to classifying the candidates in the last three presidential elections by their personal influence, the authors offer predictions for future balloting based on change in ideological distribution. Suppositions of symmetrical ideological votes and a single dimension were used to build the model.
