A Spoonful Of Sugar: Privatization And Popular Support For Reform In The Czech Republic, John S. Earle, Scott G. Gehlbach

Upjohn Institute Working Papers

We analyze the role of privatization in creating a constituency for economic reform, markets, and democratic institutions, focusing on the Czech Republic. Drawing on a 1996 survey, we examine the 1459 respondents' opinions on reforms, economic policies and systems, the legitimacy of transition, and democratic values. Using ordered probit estimation, we find that receiving property through restitution is strongly associated with support for reform and markets. Concerning voucher privatization, we find positive effects for participants retaining shares, but little impact of participation alone. Our simulations suggest that policy designs have substantial consequences for citizens' support of reforms, markets, and democracy.

Drawing on the literatures on democratization, security studies, and small states this dissertation explores the relationship of small states' domestic and international institutionalization and their security. Small states have limited power not only to affect their environment but also to guarantee national security. Small states, it is hypothesized, enhance their security through the consolidation of domestic institutions and the accumulation of capacities provided by their participation in capacity-reach international institutions.

The dissertation tests the hypothesis by applying the comparative method to the post-communist states of Bulgaria, the Czech Republic, and Lithuania. The three case studies analyze the effects of domestic …

In this paper, I will summarize several reports about achievements by United Nations organizations and the Kosovo Force [hereafter KFOR] in the Balkans during 2001. My summary will also include, from the same period, other reports about areas of concern in which these organizations have shown scant interest, despite pleas from leaders and representatives of the peoples in the region. The latter resulted in an unusual letter from the head of the Keston Institute in which he reflected on some of the failures, a letter from which I will present extended portions. Privatization Methods And Productivity Effects In Romanian Industrial Enterprises, John S. Earle, Álmos Telegdy

Comprehensive panel data on privatization transactions and labor productivity in Romanian industrial corporations are used to describe the post-privatization ownership structure, and to estimate the effect of Romania's diverse privatization policies on firm performance. The econometric results show consistently positive, highly significant effects of private ownership on labor productivity growth, the point estimates implying an increased 1.0 to 1.7 percentage growth for a 10 percent rise in private shareholding. The strongest estimated impacts are associated with sales to outside blockholders; insider transfers and mass privatization are estimated to have significantly smaller—although still positive—effects on firm performance.

This article examines the sociological and historical context of an important legal case which took place in 1997 in Moscow and involved so called "sects and cults" operating in Russia. The case was a libel action brought against Alexander Dvorkin, a functionary of the Moscow Patriarchy of the Russian Orthodox Church, who had published some extremely damning material about a number of newer and smaller faiths in Russia. The plaintiff was the Committee for Protection of Human Rights, headed by noted Soviet dissident, Father Gleb Yakunin. Post-communist transformations have been approached and interpreted differently by different academic disciplines and their respective subdisciplines. This paper provides a critical review of traditional and alternative views of changes in Central and Eastern Europe since the collapse of state socialism. In particular, it focuses on neo-liberal and neoclassical economic interpretations and neo-marxist state to private capitalism thesis as examples of traditional interpretations of post-communist transformations. Alternative views critically reviewed in this paper are based on evolutionary and institutional economics, the analysis of networks of economic embeddedness, the Marxist analysis of production processes, and regulation theory. The main goal of this study was to develop a theory of missionary outreach to unchurched Czech people which is biblically informed and culturally relevant. The theoretical proposal for a plausible model of churching in the Czech Republic builds on basic theological, philosophical, and conceptual assumptions (chapter 2), a societal analysis of the problem of Czech churching (chapter 3), and a review of the issues relating to the situation of existing churches and religious movements.

have come to the Slavic Research Center of the Hokkaido University to study the profound changes that have been taking place in the automotive industry of Central and Eastern Europe (CEE) since 1990. My work is based on several field research visits to the Czech Republic that included in depth interviews conducted with key informants (plant managers, trade union leaders and ministry officials) in car factories, car component plants and governmental institutions.
