Attacks on education have long been a feature of conflict, yet their strategic use by state and non-state actors remains underexamined. Despite global concern and growing documentation efforts by the international community, the motivations and patterns behind school attacks are not well studied. This project investigates the strategic use of such violence by Bosnian, Serbian, and Croatian state and non-state armed actors during the Bosnian War (1992-1995) and challenges the assumption that attacks on schools are simply collateral damage. The Three Seas Initiative (TSI) is a relatively new political and economic platform aimed at enhancing connectivity and infrastructure development in Central and Eastern Europe (CEE). This initiative seeks to address the region’s historical underdevelopment and lack of north-south connectivity. This paper examines the role of the TSI in the context of a changing geopolitical landscape, where Russia and China are increasingly seeking to exert influence. The central research question is: Does the TSI represent a fundamental shift in the CEE region, and how can it foster interdependence while mitigating the risk of conflict? The shifting global geopolitics have led to a new security dilemma in Europe, especially in trans–Atlantic relations. NATO as the vanguard of the trans–Atlantic defense pact is faced with transitional conditions of non-conventional threats that return to conventional threats. OBJECTIVES: The aim of this paper is to analyse Baltic security developments from U.S. government and military resources, scholarly journal articles, and multinational public policy research institute assessments. METHODS: The aim is to analyse the content and rhetoric within these resources to learn how those producing these materials view Baltic security developments and their viewpoints on how the U.S. and its allies should respond to these developments focusing on increasing Russian regional assertiveness. Provides detailed historical overview and contemporary analysis on why the Baltics and Ukraine are historical and remain contemporary geopolitical hotspots. Provides analysis of cultural economic, environmental, and security factors influencing long-standing contentiousness over these regions. Places emphasis on how Russian behavior and policies influence this contentiousness. Montenegro’s 2017 accession to NATO signaled an increased geopolitical interest in the Balkan region. Since then, governments and news sites have discussed the question of what is next for NATO in the Balkans. Similarly, a number of high-level US officials have recently travelled to the region in order to promote Western integration and NATO membership. Their discourses to encourage NATO expansion problematically coincide with discourses that “other” the region through pejorative representations. Estonia’s integration policy vis-à-vis its Russian-speaking residents was developed and reformed several times since the dissolution of the Soviet Union in 1991. While comparative data from the international community certainly indicates that Estonia has progressed in the realm of social, political and societal integration, the ‘success’ for each individual policy is now increasingly measured—and contested— within broader considerations of geopolitical security and minority rights. The Arctic is currently the setting for a high stakes power play between the liberal, Western order and a revisionist Russian state, that desperately seeks great power, claiming nearly half the Arctic in a ploy for energy, power, and ultimately prestige. In recent years geography has jumbled previously staid geopolitical dynamics with substantial implications on sea trade, energy, and security.
