What Makes Small Firms Grow? Finance, Human Capital, Technical Assistance, And The Business Environment In Romania, J. David Brown, John S. Earle, Dana Lup
Upjohn Institute Working Papers
Although the development of a new private sector is generally considered crucial to economic transition, there has been relatively little empirical research on the determinants of startup firm growth. This paper uses panel data techniques to analyze a survey of 297 new small enterprises in Romania containing detailed information from the startup date through 2001. We find strong evidence that access to external credit increases the growth of both employment and sales. Taxes appear to constrain growth. The data suggest that entrepreneurial skills have little independent effect on growth, once demand conditions are taken into account. The evidence for the …

Institutional Change And Persistence: The Evolution Of Poland's Electoral System, 1989-2001, Kenneth Benoit, Jacqueline Hayden

Electoral systems are uniquely distributive political institutions that shape political outcomes, yet are themselves endogenously shaped outcomes of political choices. In Poland, party system development has involved not only parties adapting to electoral institutions in each election, but also parties modifying these institutions prior to every election. We model electoral system change as driven by partisan self-interest in maximizing seat share and test it in five episodes of electoral system change in Poland from 1989 to 2001, comparing parties’ support for electoral law alternatives to their expectations of seat shares from those alternatives. Ownership Concentration And Corporate Performance On The Budapest Stock Exchange: Do Too Many Cooks Spoil The Goulash?, John S. Earle, Csaba Kucsera, Álmos Telegdy

We examine the impact of ownership concentration on firm performance using panel data for firms listed on the Budapest Stock Exchange, where ownership tends to be highly concentrated and frequently involves multiple blocks. Fixed-effects estimates imply that the size of the largest block increases profitability and efficiency strongly and monotonically, but the effects of total blockholdings are much smaller and statistically insignificant. Controlling for the size of the largest block, point estimates of the marginal effects of additional blocks are negative. The results suggest that the marginal costs of concentration may outweigh the benefits when the increased concentration involves "too …

After the collapse of the Soviet Union, the United States came to Eastern Europe spreading the gospel of democracy and the American Rule of Law. In addition to encouraging Western ideology, the United States was there to forge new economic relationships and, following the terrorist attacks of September 11, 2001, to accelerate the creation of military alliances through membership in the North Atlantic Treaty Organization (NATO) and the newly-formed "coalition of the willing." Romania and Bulgaria, among other former Soviet satellites, welcomed the invitation. Romania and Bulgaria are small countries which share similar economic pressures as they attempt to emerge …

From Principle To Practice: Constitutional Principles And The Transformation Of Party Finance In Germany And Italy, Riccardo Pelizzo

The paper investigates the development of party finance and party finance legislation in Germany and Italy. The main claim of the paper is that the differences between German and Italian party finance reflect differences in the party finance legislation enacted in the two countries, which, in their turn, are a result of how the German and the Italian constitutional principles were translated into practice.

Estonian is one such understudied language, but Estonia is of no smaller importance to Eastern Europe than any other country. To understand the whole, all the parts must be considered. Therefore, scholars without a command of Estonian by necessity must turn to work published in other languages, most commonly English. The development of Bulgaria and Ukraine can be traced to the middle ages. During this time period the migrant groups of Bulgars and Varangians settled into those regions and began to create homogenous states that still stand to this day.
