Temporary contract migrants as a class fall between systems of responsibility: home country, host country, and international community. The systems are separately inadequate and basically uncoordinated, leaving migrants in a precarious situation. The situation of temporary contract migrants is even more precarious as they cross international borders without a path to citizenship or full enfranchisement in the political, economic, and social life of the host country. Where citizenship and residence/employment are divided between multiple countries, the corresponding human rights obligations are similarly divided. This division results in migrant rights falling between different state-based systems of responsibility. Human rights can be …

This report was commissioned by the UK-South-East Asia Knowledge Partnership, an alliance between the British Council and the Foreign and Commonwealth Office to analyse and present the research performance of five South-East Asia countries: Indonesia, Malaysia, Philippines, Thailand, and Vietnam. The bibliometric study undertaken by Elsevier Analytical Services examined each country’s research performance, identifying its strengths, its most prolific or impactful institutions, and its collaborators between 2009 and 2013. The five countries selected have the most prolific scholarly output in the region and are partner countries for the UK’s Newton Fund, excluding Singapore due to its superior research performance.

Failure Of Development Under Neoliberalism: Involution Of Migrant Towns In Thailand, Sustarum Thammaboosadee

This articles demonstrate the unevenness of socioeconomic development under neoliberalism by utilizing the term "neoliberal involution." After Thailand shifted from import-substitution to export-orientation in the 1980s, industries need to achieve competitive low cost of production. In the decades since, an influx of migrant laborers has fulfilled this condition. Research in three different Thai provinces shows that migrant communities are subject to a process dubbed "neoliberal involution." First, migrant laborers are forced to accept high economic risks because of the low political power to negotiate in the labor market. They have recently received international attention within the United Nations General Assembly and the United Nations Security Council. Substantial commentary has been written about the historical context of the Malay-Muslim minority in the deep south of Thailand. Much of the recent scholarship on the Malay-Muslim minority of Thailand has focused on the ongoing ethnic insurgency in southern Thailand, the region’s troubled history of annexation, and its relevance to Thailand’s political landscape. However, there is little empirical research on the Malay-Muslim population itself, although it is assumed that expressions of their religious identity are a fundamental aspect of collective identity formation. The Philippines and Vietnam valued their maritime connections with great powers during the Cold War and have continued to do so after if ended. In the bipolar context of the Cold War, both Manila and Hanoi eventually permitted Washington and Moscow to station naval forces on their coasts. As tension between Washington and Moscow diminished significantly in the early 1990s, maritime security interests of the Philippines and Vietnam changed. The withdrawal of US and Russian naval forces from the South China Sea left China without rivals. Beijing then emerged as an un-checked naval power in the South China Sea. US-China …

At 8:15 am on August 6^th, 1945, the world and the way in which we fight wars changed forever. Immediately following the drop of the Little Boy atomic bomb, the city of Hiroshima was decimated, leaving the surviving citizens to deal with poverty, starvation, loss of loved ones, and utter destruction of their lives. After the bombing, survivors were left with burns, radiation poisoning, and physical scars. Unknown to the survivors of the atomic bombings, or Hibakusha, were the ensuing psychological and emotional damages. In 2014, we know more about traumatic experiences than in 1945. Studies from …

South Korea has experienced a sharp demographic transition from a high birthrate of 4.5 children per woman in the 1970s to a low birthrate of around 1.19 in 2013. A low birthrate can lead to big problems for South Korean society.

In response to such a low birthrate, the South Korean government introduced policies to increase the birthrate, such as providing subsidies for daycare costs and the supply of daycare facilities. The South Korean government has spent heavily on these programs. However, the birthrate stays very low. Also, other social and economic factors could affect the birthrate.

Adherence to and observance of international law in Singapore foreign policy is well-known. Affirmation of the demands of international law has been a key feature of various foreign policy statements. This is unsurprising. Small states, in particular, benefit from a rule-based and rule of law-based international order. A trading nation like Singapore, in particular, thrives on a relatively predictable global environment. International legal rules help to foster such an environment.

Examining Industrial Interdependence Between Japan And South Korea: A Favar Approach, David D. Selover, Takeshi Yagihashi

This paper investigates the economic relationship between Japan and South Korea by incorporating disaggregated output measures. Using a factor-augmented vector autoregression (FAVAR) model, we conduct several experiments to test the nature of the interdependence, both in the aggregate and by sector. We find that South Korean output shocks affect the Japanese economy in a significant manner, whereas Japanese output shocks have a limited effect on South Korea. By further examining the transmission mechanism of sectoral output shocks and comparing them with the direction of sectoral trade, we find evidence of cross-border production sharing, which explains the asymmetric results seen in …

Korea Fair Trade Commission (KFTC) is in charge of competition and consumer protection policies in South Korea. Of these policies, the cartel leniency program is the most powerful enforcement tool to regulate cartel activities which expropriate consumer surplus and create social welfare deadweight loss. The cartel leniency program grants exemptions or reductions in penalties to firms involved in the cartel activities when they cooperate with the cartel investigation of a competition authority. The Korea cartel leniency program was first adopted in 1997 and considerably revised in 2004.

For decades, drug trafficking was a serious offence in Singapore potentially punishable by mandatory death. In 2012, Singapore’s Misuse of Drugs Act (MDA) was amended to give the courts sentencing discretion if the accused can first prove that he was merely a courier, and to better reflect the moral culpability accorded as between mules and kingpins in the hierarchy of drug syndicates. However, there are some complications in proving this. Not only must the accused show that he was merely a courier, he must also show that he had substantively assisted the authorities in disrupting drugtrafficking activities in Singapore. This …

Since the fall of the Soviet Union, the country of Kyrgyzstan has had an unprecedented jump in bride kidnapping. The number of occurrences has skyrocketed and with that so has the severity of the violence. In this time women are taken, with no prior indication of when or how, and forced to marry their kidnappers. This non-consensual practice has morphed for reasons unknown. To stop the increasingly abysmal state of women’s rights in Kyrgyzstan, and in countries all of over the world, we must discover why people turned towards violence and lack of consent in the 1990’s.

China is a major maritime nation with 18,ooo km of mainland coastline.1 The marine environment is of fundamental importance for China's economic development and environmental protection. According to the National Report on Social and Economic Development, in 2010, China imported 239.31 million tonnes of crude oil and 36.88 million tonnes of refined oil.2 Approximately 95 percent of oil imports are carried by maritime transportation. Asset Allocation In The Chinese Stock Market: The Role Of Return Predictability, Jian Chen, Fuwei Jiang, Jun Tu

In this article the authors investigate asset allocation in the Chinese stock market from the perspective of incorporating return predictability. Based on a host of return predictors, they find significant out-of-sample return predictability in the Chinese stock market. They then examine the performance of active portfolio strategies—such as aggregate market timing as well as industry, size, and value-rotation strategies—designed to profitably exploit return predictability. Strong evidence is found by the authors that these portfolio strategies incorporating return predictability can deliver superior performance—up to 600 basis points per annum and almost double the Sharpe ratios—compared with the passive buy-and-hold benchmarks that …

This paper considers the choices facing the Asian tiger economies regarding growth strategies that foster trans-Pacific rebalancing. A review of historical data spanning 2000 to 2008 reveals only a slight widening of the overall current account surplus but that there is considerable variation across the countries, with Hong Kong, China exhibiting the biggest increase in the saving and investment (S-I) balance. Meanwhile, cross-correlation coefficient estimates tentatively suggest that changes in the real effective exchange rate do not seem to exhibit a consistent negative lead over changes in the S-I gap in the short run over the past decade. In China, many entrepreneurs receive strong supports each time their business fails. This contradicts existing literature and differs from rare revival elsewhere. The major explanation lies in China’s unfriendly and unstable policy environments, due to which business failure per se cannot discern competence. Therefore, entrepreneurs failing because of policy shocks have the incentive for extra efforts to build reputation of competence and trustworthiness. This mechanism prepares a pool of seasoned entrepreneurs who can help alleviate damages of not only policy shocks, but also such system shocks as business cycle and sector upgrading, and therefore makes the economy more adaptable.
