Building Participatory Organizations For Common Pool Resource Management: Water User Group Promotion In Indonesia, Jacob I. Ricks

States are increasingly striving to create participatory local organizations for joint management of common pool resources. What local conditions determine success of such state efforts? What effect do these efforts have? Drawing on controlled comparisons between three districts in Indonesia and an original survey of 92 water user groups, I demonstrate that local political contexts condition the effectiveness of participatory irrigation policies. When irrigation is politically salient, local politicians pressure bureaucrats to better engage with farmers. The data also show that training programs are not as effective at increasing water user organization activity as frequent contact between bureaucrats and farmers.

Agents Of Change: The Role Of Foreign Financial Institutions In China’S Financial Transformation Since The Early 1990s, Anton Malkin

What role have foreign financial institutions (FFIs) played in China’s financial evolution since the early 1990s? My research finds that FFIs, which include foreign commercial and investment banks, as well as private equity (PE) firms, have played a role in China’s financial evolution in three respects. First, US financial institutions have leveraged their influence in the US government, their ties to other business groups, and mobilized connections with the Chinese elite, to help China to join the World Trade Organization in 2001. In the case of Japan, Nittaiji Temple in Nagoya is the representative of a Thai-Japanese relationship developed from such a Buddhist idea. In addition to being the source of knowledge for Th ai women who studied further in the country, Japan also sent experts to Th ailand to teach Th ai women. This article aims to investigate the Thai novel entitled Chungking Sexpress by Anusorn Tipayanon in terms of its themes, the devices employed to present these themes and the role of the novel as a forum in which memories of the Second World War are presented. The transition from socialism to state capitalism in the Lao PDR's socio-economic development has not as yet entirely resulted in the abandonment of the Suffi ciency Economy Philosophy (SEP)-like "ethically-based" development policies but today these policies struggle to gain traction alongside the confl icting conventional development polices of the very infl uential Lao PDR development partners. This study aims at investigating the similarities and differences between Thai and Japanese smiling facial expressions. The interview was conducted with Thai and Japanese participants. The results show that Thais tend to experience happiness in situations related to excitement and stability signifi cantly more than the Japanese, while the Japanese tend to experience happiness in situations related to relief and self-concept to a signifi cantly greater degree than Thais. The results also indicate that, in situations where they do not feel happy, Thais tend to smile when they are greeting or apologizing signifi cantly more than the Japanese, who tend …

This paper explores the contrast of China’s spectacular economic development and the low scores of trust for the Chinese Communist Party’s (CCP) legitimacy among the Chinese people. The sharp contrast may reflect flaws in the shaping of de facto authority of the Chinese government. The de facto authority is examined in connection to the notion of the Mandate of Heaven from the Confucian tradition. The severe imbalance of economic growth and lack of political reform is discussed against the backgrounds of the domestic and international political circumstances. In this working paper, I argue that disaster management in high Qing period can be better understood by simultaneously considering the historiographies of how governing elites understood disasters at the metaphysical level and the administration of disaster relief. During High Qing late imperial China, the regime encountered rapid changes in population, economy, and environment. Through a study of China’s wind turbine sector, this paper demonstrates how China liberally implements industrial policies and then removes them when the WTO disputes them. China’s convenient compliance with the WTO rulings reflects Beijing’s realpolitik navigation through the organization’s dispute-resolution process, rather than socialization to international norms.

A State-Stewardship View On Executive Compensation, Hao Liang, Luc Renneboog, Sunny Li Sun

We take a state-stewardship view on corporate governance and executive compensation in economies with strong political involvement, where state-appointed managers act as responsible ‘stewards’ rather than ‘agents’ of the state. We test this view on China and find that Chinese managers are remunerated not for maximizing equity value but for increasing the value of state-owned assets. Managerial compensation depends on political connections and prestige, and on the firms’ contribution to political goals. These effects were attenuated since the market-oriented governance reform. In a social welfare perspective, such compensation stimulates not the maximization of shareholder value but the preservation of the …

Competition And Gains From Trade: A Quantitative Analysis Of China Between 1995 And 2004, Wen-Tai Hsu, Yi Lu, Guiying Laura Wu

This paper provides a quantitative analysis of gains from trade for China over the period of 1995-2004, which was when China's openness drastically improved. We decompose gains from trade in two ways. First, we disentangle pro-competitive effects from a traditional Ricardian effect. Second, we separate the effect due to tariff reductions from that due to reductions in non-tariff trade costs. Our quantitative analysis shows that the pro-competitive effects account for 25.4% of the total welfare gains from trade, whereas the allocative efficiency alone accounts for 22.3%. We also find that tariff reductions account for about 31.6% of reductions of overall …

This paper develops a new methodology for constructing a real estate price index that utilizes all transaction price information, encompassing both single-sales and repeat-sales. The method is less susceptible to specification error than standard hedonic methods and is not subject to the sample selection bias involved in indexes that rely only on repeat sales. The methodology employs a model design that uses a sale pairing process based on the individual building level, rather than the individual house level as is used in the repeat-sales method. The approach extends ideas from repeat-sales methodology in a way that accommodates much wider datasets. …

Objective: We examine the association between poverty, economic inequality, and health among elderly in Myanmar. Method: We analyze 2012 data from Myanmar’s first representative survey of older adults to investigate how health indicators vary across wealth quintiles as measured by household possessions and housing quality. Results: Poverty and poor health are pervasive. Self-assessed health, sensory impairment, and functional limitation consistently improve with higher wealth levels regardless of socio-demographic controls. Differentials in self-rated health and sensory impairment between the bottom and second quintiles are clearly evident, suggesting that relative economic inequality matters even among very poor elders and that a small …

Population ageing and the well-being of older persons are major emerging challenges for families, communities and government in Thailand as in much of Asia. The Thai government has been giving very serious attention to ageing issues. Unlike the position in criminal law, there does not currently exist a general doctrine of accessory liability in civil law. Thus, a person may be liable as an accessory in equity for dishonestly assisting with a breach of trust, but there is no tort for dishonest assistance. Rather, one who participates in another's tort will only be liable if he is a joint tortfeasor acting pursuant to a common design with the primary tortfeasor. This paper documents the learning journey and outcomes of designing an electronic roll-and-move board game, The Grade Inflation Game (GIGAME). It was developed by the Centre for Teaching Excellence (CTE) for classes conducted in the School of Law at the Singapore Management University (SMU). It investigates the effectiveness of using an electronic board game in teaching and learning. Based on the survey on 64 student-players of the game, the study revealed that the game enabled students to consolidate objective skills and knowledge while having 'serious' fun.
