Contesting Urban Citizenship: The Urban Poor’S Strategies Of State Engagement In Chennai, India, Subadevan Mahadevan, Ijlal Naqvi

Existing accounts of how the urban poor in the global south engage with the state fall short on two fronts. Firstly, the literature lacks an overarching framework articulating the urban poor’s strategies for engaging the state. Secondly, these accounts typically capture singular instances of state engagement pursued by the urban poor and theorise on that basis. Using Partha Chatterjee’s distinction between civil and political society as our theoretical point of departure, we draw on ethnographic evidence from Chennai’s informal settlements to demonstrate how and when the urban poor deploy different strategies of state engagement to advance their claims to urban …

Remembering 1965: Indonesian Cinema And The 'Battle For History', Espena Darlene Machell

Using four films to probe the transformations in Indonesia’s historical memory, this paper examines how the Indonesian society remembers, interrogates, and comes to terms with one of their nation’s most traumatic episodes: the widespread communist purge that followed the failed coup on 30 September 1965. It also demonstrates how they reflect various perspectives on the 1965 killings that are—to an extent—part of the “Battle of History” (van Klinken 2001) in postSuharto Indonesia, wherein different historiographic traditions introduce new actors, reveal the nuances, and challenge longstanding dominant understandings of 1965.

This paper examines the ways through which real estate developers and their agents facilitate the investment-migration mobility of middle-class investor-migrants in Asia. Drawing from ongoing research conducted in Brunei, Singapore and Iskandar Malaysia, this paper argues that the property marketing industry can be conceptualised as a transnational mobility industry. Th is is because this intermediary industry (1) exposes potential investor-migrants to the idea of transnational investment-migration; and (2) educates and facilitates the investment-migration of its clients and their capital, especially through the use of subtle marketing strategies such as social activities and exploratory property tours – what I call “property …

In Thailand, one of the world’s leading tourist destinations, Thais are no longer merely “hosts” to foreign tourists but also to their compatriots who have become tourists themselves. The rising significance of domestic tourism reveals the need to critically rethink notions of the familiar and the strange in tourism studies. Based on ethnographic fi eldwork in Northeastern Thailand, I argue that Othering is not limited to transnational host-guest-interactions. In the small town I studied domestic tourist encounters were similarly embedded in power relations, namely in the dominant discourses of urban-rural relations in contemporary Thailand. The paper investigates the approach used by a new set of regional institutions, the Disaster Preparedness and Risk Management Organizations (DPRMOs), in strengthening regional governance and cooperation. It also inquires in what ways these new institutions might indirectly contribute to the establishment of a more cohesive global nuclear security framework. More specifically, through the examination of the case of Southeast Asia, the paper argues that these institutions, albeit without a specific and direct mandate to operate in the nuclear security domain, are fundamentally strengthening states’ capacity to assess risks and threats and to map vulnerabilities in timely fashion. China is identified as posing a key challenge to US national security interests in cyberspace. These threats are incurred across the spectrum of conflict, ranging from low-level crime, to network penetration, to cyberattacks that have the potential to cause major physical destruction. Thus far, the majority of strategic assessments of China’s cyber capabilities have focused on the role of the People’s Liberation Army (PLA), which is officially tasked with undertaking offensive operations in cyberspace.[1] However, China does not employ its cyber capabilities in isolation. This summer a brutal attack on Dalit youths in the Indian state of Gujarat set off months of street protests. The attack and subsequent protests underscored the persistence of caste-based discrimination in rural India, and the often brutal manner in which Dalits – members of India’s lowest castes – are excluded from everyday society. “India’s Dalit Moment” is a field report examining the causes and protagonists of the revolt. Most accounts of the 2002 departure of some conservative Anglican parishes from Vancouver’s Diocese of New Westminster (DoNW) over same-sex blessings seemed to fit the narrative of a battle over sexuality in the global realignment of the Anglican Communion. However, attention to the consecration of two new Chinese Anglican bishops—Silas Ng Tak-yin and Stephen Leung Wing-hong, both from Hong Kong—reveals that their split from the DoNW’s Bishop Michael Ingham had more to do with an ideology of cultural pluralization deploying “Asian values.” I, therefore, argue that the schism in Vancouver was a division over the three bishops’ imaginations of global …

In recent decades, research on ‘political apology’, wherein the state apologizes to victims of its past wrongs, has multiplied, as redress movements based on human rights have proliferated around the world. Since most of this research has been conducted by political philosophers, however, analyses of political apologies tend to adopt formal and normative perspectives. To propose an alternative, empirically-grounded approach, in this paper, I develop the ‘cultural pragmatics’ of political apology. Seventy years have passed since the end of the Asia-Pacific War, yet Japan remains embroiled in controversy with its neighbors over the war’s commemoration. Among the many points of contention between Japan, China, and South Korea are interpretations of the Tokyo War Crimes Trial, apologies and compensation for foreign victims of Japanese aggression, prime ministerial visits to the Yasukuni Shrine, and the war’s portrayal in textbooks. This essay aims to analyse the classification of unilateral transfers under the current account at Bretton Woods despite significant opposition from larger delegations of major Allied powers, bringing to the forefront the global liquidity of remittances in the post-War years permitted by their fully currency convertible nature. Using the example of the Indian State of Kerala, this paper charts the relevance of their sustained uninterrupted flow to their subsequent exponential growth in the last three decades, using the case study as a pivot to argue for better policy measures that maximise their multiplier effect.

After 33 years (1979-2011) of close to double digit average annual economic growth, the Chinese economy decelerated to a mid-high single digit growth of approximately 7% per year since 2012. The country is currently facing the typical economic transition challenge of moving from being a high-middle income to high income economy.
