This paper focuses on the development process of Bangkok involving its transformation into a road-based city and eventually the ‘real center’ of Siam during 1782-1910. Even though its development into a road-based city was not directly related to its transformation into the real center of the kingdom, this important change significantly enhanced its power-center status. Ethnic Chinese people have actively participated in Thailand's economic activities throughout history. In the early 20th century, the ethnic Chinese family groups burrowed into the power-base of the economy - the banking industry in Thailand. The purpose of this study is to investigate the role of ethnic Chinese and their business strategy in Thailand’s banking sector development during the formative years of the banking industry. This study finds that ethnic Chinese attempted to establish commercial banks in Thailand before WWII but failed in competition with European capitals, while the European-owned banks could not succeed without hiring Chinese compradors to bridge …

This thesis examines biennial art festivals in Thailand, namely Bangkok Art Biennale 2018, Bangkok Biennial and Thailand Biennale. Each festival had a different type of biennial respectively and all represented the first biennial in Thailand. The biennial art festival can be traced back to the world fairs and grand tours in Europe. In the 19th century, Siamese elite conducted a grand tour to Europe and participated in world fairs. On 26 June 2018, the UnitedNations Commission on International Trade Law (UNCITRAL) approved, largelywithout modification, the final drafts of the Convention on International SettlementAgreements Resulting from Mediation (the Singapore Convention) and amendmentsto the Model Law on International Commercial Mediation prepared by WorkingGroup II. These instruments aim to promote the enforceability of internationalcommercial settlement agreements reached through mediation in the same way thatthe New York Convention facilitates the recognition and enforcement ofinternational arbitration awards. This paper provides a critical analysis of theSingapore Convention and some commentary from an Asian perspective.

One of the principles underpinning the OECD Base Erosion and Profit Shifting (“BEPS”) project is the concept of “substance”. Taxation is to be aligned with substance so that profits are being taxed in the location where value is created. However, what constitutes “substance” has not been clearly defined. Competition, Markups, And Gains From Trade: A Quantitative Analysis Of China Between 1995 And 2004, Wen-Tai Hsu, Yi Lu, Guiying Laura Wu

This paper provides a quantitative analysis of gains from trade in a model with head-to-head competition using Chinese firm-level data from Economic Censuses in 1995 and 2004. We find a significant reduction in trade cost during this period, and total gains from such improved openness during this period is 7:1%. The gains are decomposed into a Ricardian component and two pro-competitive ones. The procompetitive effects account for 20% of the total gains. Moreover, the total gains from trade are 13 31% larger than what would result from the formula provided by ACR (Arkolakis, Costinot, and Rodríguez-Clare 2012), which nests a …

Monthly Spending Dynamics Of The Elderly Following A Health Shock: Evidence From Singapore, Terence C. Cheng, Jing Li, Rhema Vaithianathan

We use novel longitudinal data from 19 monthly waves of the Singapore Life Panel to examine the short-term dynamics of the effects health shocks have on household health and non-health spending and income by the elderly. The health shocks we study are the occurrence of new major conditions such as cancer, heart problems, and minor conditions (e.g. diabetes, and hypertension). Our empirical strategy exploits unanticipated changes in health status through the diagnosis of new health conditions, combined with an individual fixed effect framework. We find that major shocks have large and persistent effects while minor shocks have small and mainly …

In this paper, we characterize the position of Singapore in global value chains and identify Singapore's key upstream and downstream trade partners. We trace how the position of Singapore in global value chains has changed in the past two decades: whether it has moved upstream or downstream, how involved it is in global value chains, how its trend compares with other major Asian exporting countries (China, Japan, Korea and Taiwan), and which key sectors of Singapore play a major role in these global trade networks.

In 2017, Singapore introduced wide-ranging reformsto its insolvency and restructuring laws with a view to enhancing itsattractiveness as an international centre for debt restructuring. Central tothese reforms is the transplantation (with modification) of certain provisionsfrom Chapter 11 of the US Bankruptcy Code including the automatic moratorium, cross-creditorcram-down, rescue financing and pre-packs. Drawing upon the US experience andsimilar reform proposals in the EU (including the UK), we critically evaluate theimpact of the new Singapore law. We argue that there remain challenges inensuring that the transplantation works well and highlight the possibleunintended consequences of such transplantation.

The Canada-EU Free Trade Agreement (CETA) has been completed and awaits ratification against a backdrop of global economic uncertainty. The Trans-Pacific Partnership Agreement (TPP), which includes five Asian parties among its signatories, has lost the support of the United States and its fate is uncertain as well. This article approaches the question of Anglo-American hegemony in urban studies by examining publication and citation patterns. The past one or two decades have witnessed critical arguments about how knowledge production in social sciences is characterised by centre–periphery relations, and risks universalising US–American and European knowledge and epistemology. While not much systematic analysis has been done to address the extent to which urban knowledge has been shaped by Anglo-American centrism, it is not difficult to tell that the field is dominated by the Anglophone world in terms of authorship, institutional affiliation, the cities under scrutiny, and the urban theories arising. …

This case note discusses the Singapore High Court case of UKM, in which an order was granted to a gay man to adopt his biological son conceived through a gestational surrogacy arrangement in the United States. In particular, the High Court’s assessment of the welfare of the child and of public policy, in light of two factors—the prohibition of male homosexual acts in section 377A of the Penal Code and the de facto curtailment of domestic surrogacy by Singapore’s restrictive rules relating to the use of assisted reproduction technology services—will be examined.

The article examines the evolution of Taiwan’s engagement in Southeast Asia since the 1990s as a unique case study in international law and international relations (IR). Under the one-China policy, the evolution of bilateral relations with Taiwan highlights the theoretical concept of recognition premised on identity and status in interstate affairs. The article argues that the states of the Association of Southeast Asian Nations (ASEAN) have established diverse forms of recognition of Taiwan in line with a policy of non-recognition. While such recognition has not amounted to recognition of statehood in international law, it demonstrates the IR concept of recognition …

In India, the crisis of migration tied to the entry, presence and assimilation of the so-called ‘irregular’, ‘illegal Bangladeshi migrants’ is now an undisputed reality, seemingly affecting all geographical areas located within the national territories in multiple adverse ways. A decidedly strident xenophobic rhetoric attaches the presence of such migrants in an indiscriminate fashion to unending anxieties and urgent problems, whilst constantly drawing attention to the inefficacies of immigration enforcement and deficiencies of (interior and exterior) borders controls. This essay has been developed from the conviction that scholars of all disciplines, particularly from Southeast Asia, must work together to prioritize the task of recording the traditions of “marginalized peoples” before practices, beliefs and memories disappear completely. Although anthropologists dominate contemporary studies, historians have much to offer, especially in dealing with the relationship between such groups and the state. Here I provide a background to historical work on sea peoples, tracking the evolution of the now accepted view that, traditionally, they were respected by land-based states and that this relationship was mutually beneficial. This paper surveys the history of the introduction of an American-style merit-principle in the creation of a classified civil service system in the Philippines and Hawai'i. The paper illustrates how the implementation of the idea of the "merit principle" in civil service and in organizing public workers in the Philippines and Hawai'i was undermined by opposing forces within the American colonial governing apparatus. The Philippines was an early adopter of the Progressive-era “merit principle” reforms being pushed in the United States proper while Hawai‘i was one of the last—implemented halfway through the New Deal era. Southeast Asia’s ethnic, political and cultural diversity continues to pose major policy and governance hurdles in enforcing a common community born out of the post-colonial nationalist baggage of almost all the region’s countries. ASEAN’s “non-interference” clause gives leeway to each member state to respond to its ethnic diversity with nation-building projects through exclusionary governance. With this leeway, each Southeast Asian country’s nation-building policies legitimize a particular, existing ethno-nationalist or “ethno-religious” majority at the expense of democratic accountability. Current global news is focused on China’s territorial claims in the South China Sea and the ensuing clash with the United States over the “freedom of marine navigation.” Against this background of territorial claims lies the complex history of old Asian civilizations which undergird no easy resolution of such territorial issues. This paper interrogates the region’s cultural identity paradigm arising from China’s territorial claims, the US-China hegemonic global contestation, the US-China trade war and ASEAN’s responses to the changing geopolitics and extension of China’s geography. It argues that both domestic changes and externalities are affecting ASEAN’s regional cohesion.
