Singapore-based firms to expand into the region, remain controversial. This strategic initiative is promulgated on the exportability of Singapore’s state credibility, systemic and operational efficiencies as well as technological competencies, to locations where these attributes are less distinct. We present evidence culled from surveys and interviews conducted in the Singapore-styled industrial townships in Vietnam and China. Our results suggest that, while the parks have arguably been a measured success, the advantages supposedly created by the abovementioned export of Singapore’s competencies have proven either illusionary or far less significant than originally envisioned, vis-à-vis more practical economic and competitive concerns.

The implementation of e-government is a burgeoning phenomenon across the globe. It improves and enhances the infrastructures and services provided to the citizens. However, a review of the IS literature reveals that research on the implementation of e-government is rather limited, which could be due to the general misconception of the public sectors as rigid and risk-averse establishments. The shortage of studies on e-government’s implementation presents a knowledge gap that needs to be plugged. Global And Regional Sources Of Risk In Equity Markets: Evidence From Factor Models With Time-Varying Conditional Skewness, Aamir R. Hashmi, Anthony S. Tay

We examine the influence of global and regional factors on the conditional distribution of stock returns from six Asian markets, using factor models in which unexpected returns comprise global, regional and local shocks. The models allow for conditional heteroskedasticity and time-varying conditional skewness, and are used to measure mean, variance, and skewness spillovers. We find that incorporating time-varying conditional skewness improves the fit of our spillover models, and can alter measurements of variance spillovers. However, time-varying conditional skewness is mostly a local phenomenon; with exceptions, there is little spillover in skewness from global and regional factors.

This study examined food-borne illnesses in Taiwan's preschools which are a major cause of personal distress and preventable death. They are of particular concern in preschools as very young children are highly susceptible to food-borne illnesses. Previous studies that comprehensively investigated the factors impacting food-borne illnesses in Taiwan were not found in the literature. The development of a universal food safety model is necessary as a means to measure relevant constructs. Application of the model should be able to prevent the occurrence of food-borne illnesses in organizations. This paper considers whether an intra-regional currency basket and the associated divergence indicators could play a useful role in official exchange rate surveillance. Recently, proponents of an Asian currency basket have referred to the role the European Currency Unit played in constructing exchange rate divergence indicators as evidence of the usefulness of intra-regional currency baskets for exchange rate monitoring. The paper shows that such indicators have a number of features that can lead to them obscuring underlying changes in exchange rates and that the signals they emit will often be difficult to interpret. Young men represent the highest proportion of sexually experienced unmarried population in Vietnam. Increasing levels of sexual activity, combined with reported low levels of knowledge about sex, HIV/AIDS, and STIs and an aversion to using contraceptives, suggest that they are ill-prepared to deal with Vietnam's emerging HIV epidemic. This study uses a multi-method approach to assess sexual activity and attitudes concerning romantic love among never-married men. We study the application of the Solow growth model in China's non-governmental businesses and propose a reasonable modification for it. Our analysis indicates that business experience is closely tied to the output of China's non-governmental businesses. Our major findings include: (1) the business experience has little overall impact on the elasticity of output with respect to labour; (2) the business experience has a large impact on the elasticity of output with respect to capital and the elasticity increases as the business experience increases; (3) the adjusted Solow residual that reflects technological progress exhibits a negative relationship with the business experience, …

This paper examines the advertising themes and rhetoric that have been assembled in the place-marketing of Shanghai's newly built gated communities. We demonstrate how place-marketing strategies, in this case selling the Chinese dream home, draws upon specific landscape meanings and values that are embedded in Chinese/ Shanghainese history, even as symbolic and cultural capital from the contemporary scene also exert their influences. Collectively, these representations of the good life both reflect and reinforce the exclusivist housing aspirations and privatist visions of middle-class residents of gated communities in contemporary Shanghai. There are collected materials on morphology, reproduction rate, and mortality of Dschiggetajs Equus h. hemionus between 2001 and 2006 in the South Gobi of Mongolia. It were found 794 skeletons of wild asses, 95% of these were pouched, ⅔ of them in winter coat. Pouching was also located in the protected areas of this region. The main living resources of Equus hemionus are registered in the South eastern Gobi. For the first time statistical data on morphology measurements of body length, tail and tuft, ear length, and hoofs are given. There are no significant differences between the sexes. The onager, Equus hemionus onager, an Asiatic wild ass endemic to Iran, is categorized as Critically Endangered on the IUCN Red List. Its biology and conservation requirements are poorly documented. We report some observations made in 1997 and 2000 on the behavior and ecology of the two remaining populations, located in the Touran Protected Area and the Bahram-e-Goor Reserve. Recent population counts by the Department of Environment of Iran (471 in the Protected Area, and 96 in the Reserve) are markedly lower than the count of 600-770 made in the 1970s in the Touran Protected Area. The Syrian wild ass (Equus hemionus hemippus) lived in Israel in historic times until the 1930s, when it disappeared from the entire Middle East region. Khulans from other subspecies (E. h. onager - six individulas and E. h. kulan - five individuals) were brought to Israel from European zoos during 1968-69 (the authors of project considered that onager and kulan were the same subspecies) and these animals bred together in the semi-captivity conditions of the Haibar Yotvata Reserve. In this paper are presented the accounts of 13 identified bat species from a total of 628 captured specimens from 32 locations in Mongolia during three field expeditions. These species accounts include taxonomical, morphological, and ecological data resulting from observations and further analyses. As a result of this work the distribution of some bat species in Mongolia can be drawn in more detail. For instance, Vespertilio murinus is much wider distributed and abundant than the former records indicate. Zusammenfassung

Der Autor vergleicht und beschreibt die Federmerkmale und Kleider- und Alterskennzeichen der mongolischen mit den mitteleuropäischen Habichten und Sperber Accipter-spec. Dabei sind Habicht Accipiter gentilis und Sperber Accipiter nisus in der Mongolei in den Unterarten Accipiter gentilis schvedowi bzw. A. nisus nisosimilis verbreitet. Zum Trillersperber Accipiter gularis, der in der Mongolei in der ssp. sibiricus brütet, gibt es kein mitteleuropäisches Gegenstück. Die Federmerkmale der mongolischen Accipiter-Arten werden hier erstmals eingehend beschrieben und abgebildet.

Two distinct life history traits are described from the genus Ochotona, the group of “burrowing” species exhibiting high but fluctuating population densities and the “non-burrowing” species exhibiting relatively stable low population densities. The life history traits are linked to ecosystem dynamics with climatically variable steppe environments hosting “burrowing” species and relatively stable mountainous and rocky habitats hosting “non-burrowing” species. There are few intermediate species, living in both steppe and rocky environments. The history of the discovery and the exploration of the hemione populations (Equus hemionus PALLAS) from Central Asia (Mongolia, northwest China, northeast Tibet, Kazakhstan, and Russian Siberia) from the 13th century to approximately 1950 are compiled with the aim to provide materials for a taxonomic and population genetic revision of the dziggetais.
