Microtus brandti is one of the most important pest species of Mongolian rodents. Since the publication of Bannikov (1954) the area of expansion is increased, in the Archangaj-Aimag 200 km westward, in the Central Aimag 70 km to the North and in the north-eastern part of Dornogov’- Aimag about 110 km to the South. In years of gradation the plant cover was exterminated up to 100%. We can distinguish a zone of exposed harmfulness with a damage of 70-100%. In this region 16 great centers of infestation were listed. Between 1925 and 1985 six important calamities were noticed, in intervals …

The propagation of the alfalfa leaf-cutter bee, Megachile rotundata was tested from 1988 to 1991 on alfalfa seed growing fields at the Uvs-Nuur Basin in the North-West of Mongolia. We used the loose-cell technology in combination with wooden grooved boards (dimensions of the nesting holes: 8 × 110 mm). The climatic conditions at the investigation area proved to be favorable for the rearing of the bees. The average temperature was above 21 °C during 8.5 h by a mean sunshine duration of 6.4 h and sporadic rainfall. Nevertheless, the night temperatures felled below 10 °C and are responsible for a …

Physocephala pusilla Meigen (Diptera: Conopidae) was found to be a dangerous endoparasitoid of the alfalfa leafcutter bee Megachile rotundata F. (Hymenoptera: Megachilidae) in Mongolia. The conopid fly parasitizes adults and causes their early death. In 1989 and 1990, 16% and 15% respectively of the M. rotundata females were found dead in front of the bee shelter. However, the number of bees (females and males) dying in the field is unknown. These bees cause a contamination of the alfalfa fields due to an increase of the conopid population. Therefore, Ph. pusilla becomes a serious problem for the management of M. rotundata …

Burrowing small mammals in grasslands have long been regarded as pests because they compete for forage with livestock and reduce the forage availability for livestock by destroying pastures through their intensive digging activity.
In order to investigate forage competition between the Mongolian Pika (Ochotona pallasi) and livestock an exclosure experiment consisting of four different treatments was set up. The treatments were: 1) accessible only for pikas, (only pika) 2) accessible only for livestock, (only livestock) 3) accessible for both herbivore groups (pika & livestock) and 4) no grazing (no grazing). Landscape-ecological investigations were carried-out within the forest steppe of Northern Mongolia. The site conditions of the partly by agriculture used area of Cagaan Tolgoj at the Lower Orchon (Aimag Selenge) were analysed in seven test areas. Results of soil analysis are given. The evaluation of soil cover and partly vegetation cover was carried-out with special regard, to degradation phaenomena. The isolated occurrences of forest plants in the desert mountains of southern Mongolia raise questions as to the mode of their dispersal and the age and direction of former range connections. For species without a possibility of long distance dispersal, a once continuous distribution over the southern Mongolian mountain chains must be assumed. To the Gurvan Saykhan mountains, the forest plants immigrated from the west. Nevertheless their distribution types are eastern Asiatic, or else Eurasiatic with an eastern center of gravity. This shows that the seasonal type of the recent climate with summer rains in eastern Asia influences vegetation composition. …

More than fifty species of Gasteromycetes were collected in Mongolia from 1970 to 2002. Five new species in the genera Geastrum, Lycoperdon, Gastrosporium, and Colus were described by Pilát (1972), Kreisel (1975), Dörfelt (1981) and Dörfelt & Bumžaa (1986). The different plumage characteristics of the Mongolian Saker Falco cherrug milvipes and the nominate race F. ch. cherrug are discussed. It could be shown that both races are polymorphic. According to Baumgart (1997), Sakers don’t need uniform plumages because they live on nearly blind voles. Due to that there seems to be no selection pressure from victims side. The same phenomenon is observable with Buteo buteo and the typical Mongolian Buteo hemilasius.
Whereas young Sakers of the nominate race cherrug equal more or less already adults, are the differences in the plumage of juv. and ad. milvipes great enough. …

The wild Bactrian camel (Camelus bactrianus ferus) is critically endangered throughout its range in China and Mongolia. Yet, wild camels remain poorly understood, with knowledge derived primarily from a few short studies and anecdotal information. We initiated a wild camel conservation project to determine the reasons for camel decline and to develop a program to address those problems.
We are employing satellite telemetry to gather data on wild camel movement patterns, home ranges, habitat use, and sources of mortality. We are also collecting feces from camels and wolves to determine important forage plants and to begin to assess …

Conservation of Argali sheep (Ovis ammon) presents a significant challenge to biologists and conservation managers in Mongolia. Argali are endangered and available data suggest that their numbers are declining. However, the mechanisms causing this decline are poorly understood. Recent research suggests that declines in Argali sheep numbers may be due in part to competition with domestic livestock for forage.
Following privatization of herd ownership in 1991, livestock numbers increased dramatically across Mongolia. With this increase, many herders expanded grazing onto more marginal rangeland resulting in increased competition with wild ungulates and displacement of Argali from their former population …

Argali sheep (Ovis ammon) are listed as threatened in both Mongolia and internationally. Yet, little is known about the biology and ecology of this species. Available data suggests that Argali in Mongolia are declining due to direct poaching and competition with domestic livestock. We initiated several research projects to better understand and conserve the species. In this report we discuss Argali ecology using radio telemetry.

During the growing season between 1988 and 1990 the population biology of Brandt’s vole (Microtus brandti) was observed in a population near Ulaanbaatar. Mark-recapture techniques (1,438 markings, 19,606 recaptures in total) and complementary methods were used. The density maximum was observed in July with 98 (1988); 169 (1989) and 94 (1990) individuals/ha and the population fluctuated by a factor of 7.4.

Composition, abundance, distribution, and diversity of oribatid mite communities were investigated at five study areas in Eastern Mongolia. A total of 88 species of oribatid mites were recorded from the studied areas. The largest number of species (51 spp.) was found in the habitats of river valleys, while the plain steppe which covers the largest area contained the lowest species richness (24 spp.). Three other sub-regions with similar landscape types show approximately the same species richness (39 to 45 spp.), although they are located relatively far from each other. Since the 1997 financial crisis, ASEAN countries have become involved individually and regionally in the accelerating trend towards bilateral free trade agreements. Singapore began the trend, followed by Thailand, and then other countries including Malaysia, the Philippines and Vietnam. ASEAN also accepted China's proposal for an agreement with the grouping as a whole, leading to similar negotiations with Japan, India and South Korea. A complex web of bilateral agreements is emerging. At present it is not clear how this will affect ASEAN's progress towards deeper regional integration.

In this article, I explore whether regional economic cooperation in the form of growth triangles, made popular during the late 1980s, can continue to be relevant in the face of more formal arrangements such as free trade agreements and other bilateral initiatives in recent years. The discussion is focussed on the Indonesia-Malaysia-Singapore growth triangle which is a pioneering arrangement in Southeast Asia. This project continues to be a successful mode of cooperation among the three countries and will remain a key and subtle framework for regional economic collaboration amidst the plethora of other initiatives. This paper explores the prospects for Myanmar to contribute towards energy cooperation in the region while at the same time promoting sustainable development at home. Myanmar has large unused reserves of renewables, especially hydropower and biomass. Natural gas contributes to export earnings, but oil imports are growing. India and China have large appetites for energy. Myanmar, along with Bhutan, Nepal, and Bangladesh, have unused potential which could contribute to export earnings and growth through export to these large neighbors. This paper investigates the Asian real estate price run-up and collapse in the 1990s. We identify financial intermediaries’ underpricing of the put option imbedded in non-recourse mortgage loans as a potential cause for the observed price behavior. This underpricing is due to behavioral causes (lender optimism and disaster myopia) and/or rational response of lenders to market incentives (agency conflicts, deposit insurance, or limited liability of bank shareholders). The empirical evidence suggests that underpricing occurred in Thailand, Malaysia, and Indonesia. Consequently, these countries experienced a more severe market crash than Hong Kong and Singapore, where underpricing was kept under control by …

The tsunami in the Indian Ocean at the end of 2004 has produced heightened scrutiny of how international disaster relief is supplied and governed. This scrutiny connects to arguments by the International Federation of Red Cross and Red Crescent Societies that more effective and efficient disaster relief requires the significant development of international law on disaster relief. This commentary analyses the historical and current relationship between international law and disaster relief and challenges the arguments that more international law on disaster relief is needed.

The Asian Century: Implications For International Law, David P. Fidler

Predictions that the 21st century will be the "Asian century" have sparked analytical interest from many disciplines but not international law. This article focuses on what implications "Asia rising" may have for international law in the 21st century. The article begins by looking at the 19th and 20th centuries as the European and American centuries respectively to assess the impact these centuries made on international law. The article then analyses possible meanings for an Asian century and frames such a century's implications for international law around the concept of a "Concert of Asia". 'Listen, Rama’S Wife!’: Maithil Women’S Perspectives And Practices In The Festival Of Sāmā-Cakevā, Coralynn V. Davis

As a female-only festival in a significantly gender-segregated society, sāmā cakevā provides a window into Maithil women’s understandings of their society and the sacred, cultural subjectivities, moral frameworks, and projects of self-construction. The festival reminds us that to read male-female relations under patriarchal social formations as a dichotomy between the empowered and the disempowered ignores the porous boundaries between the two in which negotiations and tradeoffs create a symbiotic reliance. The Contractual Basis Of The Enforcement Of Exclusive And Non-Exclusive Choice Of Court Agreements, Tiong Min Yeo

This article argues that, although choice of court agreements can be viewed from a procedural or contractual perspective, the predominant approach in Singapore and English law in respect of the exclusive jurisdiction agreement has been to give primacy to the rationale of the enforcement of a contractual bargain, tempered by a judicial discretion in its enforcement within the procedural jurisdictional context. It is also argued that the only difference between exclusive and non-exclusive jurisdiction agreements lies in the content and scope of the agreement between the parties, so the same contractual approach (as tempered by procedural considerations) should be applied …
