A majority of the Tibetans in India are stateless, meaning that they have citizenship to no internationally recognized country. India is not a signatory to the 1951 UN Refugee Convention and has no national refugee framework. Therefore, residents of India are either designated as foreigners or citizens. Tibetans—including those that were born in India—are labeled as “foreigners” in India. Stateless Tibetans in India have no permanent legal status, making them vulnerable to detention and deportation. Hegemonic interpretations of time and space are part of capitalist, colonialist structures, thus understanding alternative perceptions is important to resisting these structures. Over the last ten years, the amount of flash flooding has increased, occurring more than once each monsoon season. The Jawalakhel Handicrafts Center has been the economic center of the Tibetan community in southern Kathmandu since its founding in 1961. The success of the carpet industry in Nepal allowed the Tibetans in Jawalakhel to become economically self-sustaining, the carpet factory provided livelihood for the refugees who fled from Tibet and their children. The young generation, however, has difficulties finding stable jobs due to the fact that they have no documentation and all formal sector jobs in Nepal require proof of documentation. The CCP strongly opposes a formal declaration of independence from Taiwan, and has threatened military force should Taiwan take that step. This paper seeks to explain the underlying reasons for the CCP’s aggressive policy. To do so, it uses a two-part methodology composed of a comprehensive engagement with existing secondary sources from the academic literature and four new interviews with experts in the field. The paper considers three main explanations for China’s opposition to independence: nationalism, international geostrategic factors, and factors of domestic politics.
