The Geopolitics Of Infrastructuralized Platforms: The Case Of Alibaba, Hong Shen, Yujia He

Contemporary digital platforms have become increasingly infrastructuralized, and started to raise geopolitical tensions with their global expansion. Amidst the heightened geopolitical competition between the US and China, the growing power of Chinese infrastructuralized platforms has made them the center of recent geopolitical dynamics. Drawing from an exploratory case study, this paper discusses Alibaba, one of the most prominent Chinese Internet giants, as an infrastructuralized platform, and highlights its geopolitical struggles. Peer-to-peer (P2P) online lending has the potential to boost innovation and financial inclusion in emerging markets, yet it can also incur investment and borrower-related risks, such as privacy breaches.

Driven by regulation control in China, Chinese investments flocked to Indonesia, causing a rapid expansion of online lending platforms.

Similar to what happened in China prior to the regulatory crackdown, the P2P lending boom in Indonesia saw a rise in unethical and illegal business practices. The government responded by creating new regulations and institutions to mitigate risks without stifling the potential for financial inclusion.

Nepal has long aspired to graduate from the Least Development Country (LDC) to Developing Country category as defined by the United Nations system. Nepal had met two of the three graduating criteria and could have technically graduated from the LDC status in 2015. However, based on the Nepal government’s request to defer the review, the new 2021 assessment by the United Nations Committee for Development Policy (CDP) recommended that the country should graduate from the LDC status by 2026. Any policy requires a ‘frame’ and, by the same token, entails an ‘overflow’, externalizing a certain part of the world as irrelevant. This mundane business of policy framing and overflowing became an urgent matter of concern in Japan in March 2011, as the Fukushima nuclear disaster exposed how the existing frame of nuclear safety had permitted the fatal overflow of severe accident management. In fact, despite the creation of the new regulatory agency in September 2012, the post-Fukushima frame of nuclear safety continued to externalize off-site evacuation planning – a key component of severe accident management – until March 2015. …

Increasingly, technology-enabled strategies of eldercare are being developed and deployed to minimize the socio-economic costs of ageing. As part of this shift, home-based ‘smart’ technologies have been embraced as a way of enabling ageing-in-place. Smart technologies flatten space and time, and can increase the reach of caregivers. In this sense, they foreground the emergence of new cultures of care. A group of Nepali diaspora members, represented by the Non-Resident Nepali Association (NRNA), started a campaign in 2009 to establish the Open University of Nepal (OUN) in partnership with the government of Nepal. Their motivation was to develop a quality university for the masses by mobilizing local, diaspora, and international collaborators for producing and disseminating knowledge in the public domain. The university was subsequently established in 2017 but it drifted away from many of the original objectives. Over the past decade, much has been written about the potential of smart urbanism to bring about various and lasting forms of betterment. The embedding of digital technologies within urban infrastructures has been well documented, and the efficiencies of smart models of urban governance and management have been lauded.
