Few countries have advanced their culture globally as China has done in the last two decades with its culture ‘going out’ strategy. Promoting cultural goods and services overseas and fostering cultural exchanges, the strategy is also part of the country’s efforts to advance its soft power abroad. Broadly, there are two contrasting perspectives on the strategy’s performance. In the past few years, cross-strait relations have been in the news again, especially in terms of China’s hard power reunification strategy and its sharp power influence operations. Indeed, much ink has been spilled about what lessons Russia’s invasion of Ukraine has for a possible Chinese invasion of Taiwan. During a national crisis, can state propaganda shift public opinion, and if so, in what direction? Existing studies show that the effects of state propaganda on public opinion in China are mixed. Analysing data from an online survey experiment conducted during the initial phase of the COVID-19 pandemic in early 2020, this article finds that the Chinese public responded positively to propaganda that promoted Xi Jinping’s leadership, when these messages included text as well as images that showed Xi being compassionate during his visit to Wuhan. Demographic Structure And Voting Behaviour During Democratization: Evidence From Malaysia's 2022 Election, Sebastian Carl Dettman, Thomas B. Pepinsky

Malaysia’s fifteenth general election (GE15) was a milestone in the country’s democratization process, with new parties and political movements competing with established political coalitions. In this paper, we investigate how Malaysia’s cleavage structure—a central feature of Malaysia’s prior authoritarian regime—shapes electoral competition in a newly competitive political environment. We find that the “race paradigm” (Milner, Embong, and Tham 2014) remains central to explaining party strategy and coalition behavior in GE15, but that more democratic competition has increased the salience of regional differences—both between peninsular Malaysia and East Malaysia, and within peninsular Malaysia itself. How does China view the world? While much has been written about how China's international relations are best seen as intercultural relations that do not exclude the Other, this article examines how self/Other relations are visualized in terms of the human face in China, in particular through iconic images that construct the Chinese self with and against foreigners with large noses. It employs interpretivist methods to consider the interplay of social relations and international relations in order to see how ‘external appearance’ and ‘external relations’ inform each other in Chinese theory and practice. The victory of the Bharatiya Janata Party (BJP) in the 2014 and 2019 elections with Narendra Modi as prime minister of India is a crucial momentum for the revival of Hindu nationalism in India. Allegations of the politicisation of religion were growing under Modi's leadership with various controversial policies, one of which was the Citizenship (Amendment) Act (CAA) that was passed in 2019. This policy accelerates the granting of citizenship status to Hindu, Sikh, Buddhist, Jain, Parsi, and Christians, immigrants from Afghanistan, Bangladesh, and Pakistan. The United States is the top destination for Chinese international students, receiving around 372,532 students from China from the academic year 2019 to 2020. The host institutions and countries have benefited from economic gains, diverse cultures, global competence, and human capital. Mobilizing for Elections is an exciting and ambitious mapping of the contours of modern patronage in the region. The book provides a conceptual framework to understand patronage in the context of electoral mobilization and answers a variety of questions about the mechanics and patterns of patronage in Southeast Asia: what kinds of patronage are distributed and how, the response of voters to patronage, and variation within and across the cases they consider. This article discusses China’s foreign policy toward African countries by examining Sino-Tanzanian South-South Cooperation (SSC). By utilising a modified, state-centric social constructivism, this study identifies domestic and international realms of China’s normative structure responsible for shaping China’s identities within the international community. It also explains how China can reconcile its competing identities between a Global South and rising great power statuses, which gives China the ability to combine its normative interest (i.e., Global South solidarity) and material interest (i.e., the geopolitical-geoeconomic strategy) into a diverse project of SSC with positive and proactive perception from Tanzania. This study analyses the trilateral cooperation among China, Japan, and Korea in the realm of environmental issues, focusing on the Trilateral Environment Ministers Meeting (TEMM) as the representative institution. Through a theoretical perspective based on rational design theory, this paper examines the rationality of TEMM's design and how it has addressed the enforcement problems and asymmetry of control among the three countries. The study also suggests some strategies for further deepening and empowering the trilateral cooperation, such as developing the environmental protection industry and carbon trading market, involving funds and non-state actors, and improving institutionalization. Nepali government’s official delineation of several human settlements as new urban areas has been questionable because many important criteria such as urban infrastructure and services, open space, population density and economic viability are not thoroughly analyzed while defining what is urban. Many settlements in Nepal officially defined as urban, often driven by political considerations, are operating in the rural framework forming ruralopolises. This paper analyzes various criteria needed for defining urbanization that are internationally accepted to assess Nepal’s official definition of urban settlements. Islamist political parties are a structural feature of politics across the Muslim world, raising persisting questions for scholars of democracy. Under what conditions will Islamists moderate to support democracy and pluralism? Under what conditions will they adopt more exclusive behavior? Taking a fresh approach, we focus on electoral competition and the conditions under which Islamic party candidates campaign using either inclusive nationalist appeals or exclusively Islamic appeals. Using a unique data source, we coded the appeals contained on the campaign posters of 572 Islamic party candidates in Indonesia. Integration is a contested topic in Singapore’s public discourse. One such area is integration through state-sponsored grassroots community volunteerism. Little is however known about such experiences of grassroots volunteerism to integration outcomes. This paper addresses the gap by exploring how new citizen and permanent resident grassroots volunteers make sense of their experiences through ‘integration taxes' and ‘gestural integration'. In doing so, this paper argues that while grassroots volunteerism offers lower barriers to entry for new citizens, it constraints the diversity of integration by and through new citizen volunteers due to discrimination, marginalisation and staged integration faced in grassroots work.

The emergence of modern-nation states saw the end of the empirical era of exploitation and exercise of inherent racist tendencies towards the 'other'. However, the effect of that colonial system is still ever-present in the creation and governance of these newly independent states. While every new state aims to be 'modern', they adopt the international legal framework of the West as their own - a system they had initially wanted to escape. The concept of trauma is controversial in literature. While one may be able to come up with ways to describe trauma in fiction, representing historical trauma is a hard task for writers. The emergence of digital technologies has transformed organizational innovation with important implications for a city, its economy and policymaking. Despite this, research on how capabilities underpin innovation through smart city initiatives is still lacking. To address this gap, we conduct an empirical investigation of smart city initiatives in Macau, a former Portuguese colony and now special administrative region (SAR) of China. During the Cold War (1979), Afghanistan had fought a war with the Soviet Union, known as the Soviet- Afghan War. While many use rational IR theory to explain Chinese foreign policy behavior, this paper follows global IR to employ interpretivist theory to examine how Chinese elites understand their country’s role in the world. In particular, it explores the Chinese global order ideas of socialism, tradition, and nation through a comparative analysis of how they work in China–Russia relations, especially after China’s 20th Communist Party Congress in 2022. The first section presents a critical analysis of the realist understanding of the China–Russia–U.S. strategic triangle.
