Institutions, Developmental Alliances, And Economic Development In Korea And Brazil (1950-1985), Charles Paul Winebarger

This paper compares the development of Korea and Brazil, 1950-85. These newly industrialized countries developed at above-average rates among less developed countries. Korea developed more rapidly than Brazil. The paper contends that institutions, interest groups (especially firms) and the state, enter into developmental alliances. Alliances affect policies. Policies, then, affect development.

Findings reveal interesting trends in the 1950s' democracies of the cases. Both countries had semi-autonomous states, equivocally committed to industrialization. Industry was the growth point in each. Korea used local firms to industrialize; Brazil used foreign firms. In both cases, the state allied itself with firms. Policy mostly favored …

This paper examines the implications of Hong Kong's reunification with China oncross-strait relationship between mainland China and Taiwan. It begins with adiscussion of the international security situation in the region and the increasingimportance of the People's Republic of China on regional security. The paper thenaddresses the political and economic consequences of the sovereignty change overHong Kong on regional security, identifying the added strength to China on the onehand, and the Special Administrative Region's moderating influences on the other.Finally, it evaluates possible changes of the Beijing government's Taiwan policy. Every morning at 8:00 a.m. (with flag-raising) and every evening at 6:00 P.M. (with flag lowering) the official symbolic identity of Thai- land is displayed - by state order - on television. These displays are a graphic daily reminder of how nationalism, the military, and the media are tightly bound together in Thailand. Though it seems like a timeless tradition of respect for essential national symbols, this tele- vized ritual is the result of a "revolutionary order" issued by the right-wing dictators who took power with the brutal October 6, 1976, massacre and military coup.1 These media productions are part …

The Korea Journal’s series of articles addressing the question of civil society are a timely addition to the struggle over the discourse of democracy which is common to many countries in Pacific Asia. Since Professor Han Sang-Jin’s article does an excellent job of critically summarizing Chung Chulhee, Cho Hein and David Steinberg’s arti cles on Korean civil society, it seems that there is not much more to be said on the topic. This paper examines the nature of China’s economic relationship with the two Koreas, discussing the motivations behind China’s policy changes in the 1990s and assessing recent trends in trade, investment and economic cooperation. The prospects of the Tumen river development programme, which brings together all three countries in a multilateral cooperative venture, will also be analysed. The paper ends with some assessments of the future course of China’s relations with the two Koreas, especially with the uncertain internal situation in the North making the prospect of reunification loom larger.

This article examines the implications of the political transition of Hong Kong onUS-China relations in strategic, political and economic dimensions. It evaluates the impactof Hong Kong's changing status in the context of the engagement-containment debate onChina policy in the US. It suggests that US concerns over questions such as democracy andhuman rights and China's rejection of foreign interference' in Hong Kong would turn theterritory into a source of political conflict between the US and China. The argument that Thailand was a bureaucratic polity characterized by limited popular participation has been challenged in recent years by the manifest rise of civil society. At the same time, business interests have assumed growing political importance, challenging the traditional pre-eminence of government officials and military officers. In particular, politics in provincial areas have come to be strongly influenced by a rising business elite. One effect of this changing landscape has been growing commercialization of the electoral process, as was clearly seen in the July 2, 1995, general election. This thesis asks these questions: how has the Russia's China policy changed since Gorbachev era, what are the determinants of Russia's current China policy, what is the effect of this policy on the Korean Peninsula, and what is the prospect for Russo-Chinese relations? Russia's China policy has been profoundly influenced by a series of domestic Russian institutional changes. China's entry into the Korean War in October 1950 took both its friends and foes by surprise and quickly escalated that conflict into the first major hot war since the start of the Cold War. This thesis analyzes the Chinese decision making process and the factors that led China into the Korean conflict. Official documents, statements, and speeches of American and Chinese Communist leaders between 1945 and 1950 indicate that historical mistrust and animosity, geopolitical considerations, and a breakdown of communications all contributed to the tragic showdown that caused millions of casualties. y interpretations of Thailand's May 1 992 mass movement and mili- tary crackdown dwell on middle-class democracy formulae and/or mobacracy threats to national security. The paper argues that the two most interesting aspects of the May Events - non-violent tactics and non-governmental organizations - challenged not just the soldiers, but the whole military-directed discourse of political organization in Thailand. Utilizing feminist theory's notion of oppositional consciousness, the non-governmental organization/non-violent action dynamic is framed as a motivating force behind the social movement of April-May 1 992. This thesis studies the radioactive contamination of Kazakhstan's environment, concentrating on the period between February 1989 and January 1993. For each type of nuclear degradation in Kazakhstan the thesis asks the questions: what is its cause and extent, what are its consequences for humans, and what are the human responses. The main causes of Kazakhstan's nuclear devastation are atomic weapons' tests, uranium mining, manufacturing of uranium fuel, and the operation of a fast breeder reactor power generator unit. This thesis discusses the role the Japanese aid has played in accommodating the structural change of Sino-Japanese economic relations and in dealing with the economic and political crisis that has jeopardized their bilateral relations and Japan's own national interest. Japan's early resumption of economic aid to China after Tiananmen reflects how aid philosophy differs from that of most of the other Western aid donors. The conclusions are that Japan's large loan to China has played a vital role in maintaining and strengthening Sino-Japanese economic relations, that the aid has made the interdependent relations between the two countries an asymmetric one, …

This thesis considers the reasons the Department of Defense (DOD) developed its recommendation concerning the U.S. involvement in the Korean War. The United states initially committed its forces to restore the status quo antebellum. However, by 31 July 1950, the DOD recommended that a free, unified, and representative Korea should be the policy object of the war and that the occupation of all of Korea and the defeat of the North Korean armed forces north and south of the 38th Parallel should be the military objectives.

This thesis addresses the question, why does U.S. foreign policy contribute to political instability in developing nations? To ascertain the answer, it analyzes the post-World War II administrations from Truman through Johnson. One mode of containment, cliency, a foreign policy relationship between a major power and a weaker state, is developed within the framework analyzing containment. The cliency model provides a theoretical basis for explaining how the domestic structure of the client state is systematically distorted by the patron's actions in pursuit of its global interests.
