In an otherwise hard-nosed analysis of the issue, a noted Chi nese expert cited a book called the Atlas of Shame. This odd juxta position of security studies, territoriality, and emotion piqued my interest, and I asked a friend in Beijing to track down this curious book. This article offers an analysis of a struggle for control of a women’s development project in Nepal. The story of this struggle is worth telling, for it is rife with the gender politics and neo-colonial context that underscore much of what goes on in contemporary Nepal. In particular, my analysis helps to unravel some of the powerful discourses, threads of interest, and yet unintended effects inevitable under a regime of development aid. One of the basic aims of the Spanish empire was to spread the Christian faith in its colonies. In the Philippines, this materialized with the arrival of Ferdinand Magellan in 1521 and its subsequent colonization by Miguel Lopez de Legazpi in 1565. The regular clergies known as friars were responsible in imparting the Christian faith to the locals who absorbed the new faith wholly, albeit, preserving their traditional beliefs to a certain extent.
