The Department of Defense is a rank-and-file institution that values orders adherence and a zero-error mentality, which has led commanders to be risk averse. This is exemplified in the cybersecurity realm, with controls attempting to protect all information, including uncontrolled unclassified information. Efforts that attempt to employ a new or different type of information technology are made very difficult by a number of existing policies. China's hypersonic glide vehicle test in October 2021 prompted widespread concern in the general public and within the defense intelligence community. General Mark A. Milley, Chairman of the Joint Chiefs of Staff, said the test was "very close" to a Sputnik moment.1 More than mere power projection by the People's Republic of China (PRC) and Chinese Communist Party ( CCP), the hypersonic test is an exemplification of rapid advancements in Chinese strategic nuclear forces writ large. The death of one Tunisian man by self-immolation in 2010 created uprisings in 18 other Arab countries in what is known as the 2011 Arab Spring. As a result, Tunisia managed to overthrow its long-standing autocratic government and establish a democracy; it is the only nation who has managed to maintain those changes since 2011. As the first point of protest and the only success story, what makes Tunisia different from the other 18 nations? While there has been research on why Tunisia has succeeded, there is little on how Tunisia’s colonial history under France for 75 years might have …

David Versus Goliath: The Power Of Weakness In Asymmetric Warfare—Lessons From History, Nicholas K. Petaludis

Under what conditions do violent nonstate actors (VNA) succeed against states? Why does David sometimes beat Goliath? Since at least the time of Thucydides and the Peloponnesian Wars, the realist narrative in international relations measures power primarily in relative, coercive, and deterrent terms. Strong states should accordingly face fewer constraints and enjoy more options while pursuing their national interests. Unconventional warfare, and its subsets of terrorism and insurgency, should—given these circumstances, end in VNA failure. Sometimes, however, VNAs find success. By comparing the literature on historical and current case studies, I propose that a set of preconditions and two mechanisms …

The women’s journals published in Urdu during the first decades of Pakistan were vital to understanding the middle-class aspirations for a new national identity, since independence raised concerns among the dutiful citizens for the reformation of the new society, particularly concerning private lives. The writers and readers of these journals belonged to a generation whose lives and ideas had been formed by the Muslim reform literature of late nineteenth and early twentieth centuries. From the independence of Pakistan in 1947 to roughly the 1960s, writers in women’s journals engaged in refashioning the ideas of a new Pakistani middle-class respectability, foreseeing …

The United States engaged in coercive democratization (bringing democracy to a country via coercive measures such as occupation) endeavors in both Japan and Iraq, achieving drastically different results. The democratization of Japan is typically regarded as the gold standard of coercive democratization due to Japan’s rapid social and economic development following the United States’ occupation of the country in the years after World War II. The United States’ democratization effort in Iraq, on the other hand, has failed to create such prosperous conditions and has arguably made Iraq more unstable. Urban warfare is as old as human history. It is becoming increasingly important in international political and military planning due to increasing global urbanization and the presence of megacities (urban areas with populations exceeding 10 million) in many global regions and being in areas of recent and potential military conflict. 2018 World Bank data notes that approximately 56% of the world's population lives in urban areas which is up from 34% in 1960.
