Numerous U.S. government agencies are involved in developing and implementing U.S. policy toward Korean Peninsula events, trends, and developments. Those studying U.S. government policies toward this region need to pay particular attention to the role played by U.S. Congressional committees in this policymaking. Congressional committees are responsible for approving new legislation, revising existing legislation, funding U.S. government programs and conducting oversight of these programs. This work examines Congressional committee hearings and debate during the 113th Congress (2013–2014) and reveals that multiple Congressional committees with varying jurisdictions seek to shape U.S. government Korean Peninsula policy and that this policymaking covers more …

This study examines why Japan and Switzerland have chosen to keep the vocabulary of Article 9 and neutrality, respectively, and to reinterpret their definitions to suit their needs (policy reinterpretation), instead of simply abandoning the original policy and replacing it with a new, more suitably worded policy that clarifies the changing policy position of the government (policy abandonment). By analyzing the legal history of the overseas capabilities of the Japanese Self-Defense Forces and the Swiss Armed Forces, as well as the actions and influences of the government, political parties, and the public, this study finds the following trends. The present study explores how the introduction of targeted sanctions has transformed the practice of international organisations, looking at the examples of North Korea, Burma/Myanmar, Iran and Zimbabwe.

Although the ultimate effectiveness of the individual sanctions measures can hardly be ascertained, not least due to their co-existence with unilateral sanctions proactively enforced by the US, the analysis demonstrates that the character of sanctions measures, and the changing nature of the international system, has put the use of sanctions and isolation measures in different terms than was the case just a couple of decades ago.

This thesis studies the increasing "offensive" nature of Japanese security capabilities in nation which has major restrictions on military capability. There are regional tensions in East Asia that have the potential to escalate to armed conflict. Other countries in the region have increased their levels of armament but how has Japan reacted? I look at three major acquisitions by Japan that have created controversy, then examine the role public opinion has towards issues of defense, including external and domestic considerations. This thesis tries to explain why the Taiwanese have postponed several critical defense plans for seven years while China's threat toward Taiwan is increasing year by year. Many observers and scholars relate the deadlock over arms procurement in Taiwan to domestic political struggles since the DPP is not the majority party in the Legislative Yuan and opposition parties, such as the Kuomintang (KMT) and the People First Party (PFP), have repeatedly boycotted President Chen Shui-bian's policies. For some years, Japan has pursued its own missile defense system in cooperation with the United States. The Japanese government claims that the missile defense (JMD) program is purely defensive and will not pose a threat to other countries. JMD may seem justified by North Korea's development of ballistic missiles and nuclear weapons. However, neighboring states regarded it as a sign of military ambition and revival of Japan's prewar militarism.
