Uwezo: Monitoring Children’S Competencies In East Africa, Acer

Uwezo, meaning ‘capability’ in Kiswahili, is an initiative in which the competencies of schoolaged children in Kenya, Tanzania and Uganda are measured to obtain information that encourages changes in educational policy and practice. Uwezo began as a four-year initiative (2009–2013) and it is envisaged that it will run for at least another five-year period (Uwezo, 2011). Uwezo’s goal is to contribute to the improvement of the quality of education. Annual household surveys are implemented to assess the basic literacy and numeracy competencies of school age children across Kenya, Tanzania, and Uganda. “Little Soldiers With Big Guns”: The Language Of Child-Soldiering In Africa, Karen J. Norris

This project examines the language of child-soldiering in Africa, specifically in Sierra Leone, Rwanda, and Uganda, comparing its use between Western observers and the Africans who experienced the conflict first hand. It concludes that Westerners unilaterally display ethnocentric conceptions of the sanctity of childhood in their admonitions of child-soldiering, while former child-soldiers, perpetrators, victims and local aid workers exhibit more diverse perspectives that more accurately reflect the complexity of the conflicts. Furthermore, it concludes that the use of rhetorical, monolithic language regarding child-soldiering perpetuates stereotypes about African conflict and state-failure while diverting attention from underlying root causes of conflict, and …

Women engaged in small-scale rural agriculture in Iganga, Uganda for the purpose of household food security and/or income generation face a number of challenges to creating sustainable livelihoods. This analysis is presented in the form of a case study based on research conducted over the period of one year in Uganda between September 2012 and September 2013. Three conceptual orientations are used to guide the research, including sustainable livelihoods, gender and agricultural development, and food security. In Idi Amin’s Shadow is a rich social history examining Ugandan women’s complex and sometimes paradoxical relationship to Amin’s military state. Based on more than one hundred interviews with women who survived the regime, as well as a wide range of primary sources, this book reveals how the violence of Amin’s militarism resulted in both opportunities and challenges for women. Some assumed positions of political power or became successful entrepreneurs, while others endured sexual assault or experienced the trauma of watching their brothers, husbands, or sons “disappeared” by the state’s security forces. This research project was designed to investigate the challenges refugees face in securing a livelihood, to understand the extent to which the United Nations, the government of Uganda, and various aid groups are able to assist refugees in achieving self-reliance, and the capacity that refugees have to empower themselves. It also endeavors to expose any disparities between nationality groups, and the impact of these differences. Furthermore, this project aims to explore the impact of refugee livelihood security on regional physical security and community stability.

Within the context of storytelling as oral tradition, this paper uses a grounded theory approach to explore a single research question about the socializing concepts found in examples of stories told to young children by their mothers and grandmothers in a rural Ugandan village. These story examples were gathered during the implementation of a socio-educational intervention project. The aims of this paper are to provide a descriptive analysis of the emergent themes and constructs in these story examples against the backdrop of a relevant theoretical framework and life in this rural Ugandan village.

The majority of Acholi recognize that most combatants in the Lord 's Resistance Army (LRA) were fo rcibly abducted and have themselves been victims. This creates a moral empathy with the perpetrators and an acknowledgement that the formal justice system is not sufficiently nuanced to make the necessary distinctions between legal and moral gu ilt. This has generated a remarkable commitment to reconciliation and a peaceful settlement of the conflict rather than calling for retribution against the perpetrators of serious abuses. Household Knowledge, Attitudes And Practices In Solid Waste Segregation And Recycling: The Case Of Urban Kampala, Margaret Banga

This article investigates households’ knowledge, attitudes and practices on the separation and recycling of solid waste in Kampala, Uganda. A survey was administered to 500 households randomly sampled from Kampala. The results indicate that, although the public is aware of solid waste separation and recycling practices, it has not participated in such initiatives. The results also indicate that participation in solid waste separation activities depends on the level of awareness of recycling activities in the area, household income, educational level and gender. It is, therefore, argued that increasing accessibility to recycling facilities is the best means of promoting positive attitudes …

The purpose of this study is two-fold: to investigate the nature of the gender gap in computer science education in Uganda and to understand the factors that influence gender differences in computer science education in Uganda. The findings of the study indicate that there is a gender gap in computer science education. The reasons for the gap were revealed in the interviews, surveys and focus group discussions. The study concluded that several policy measures need to be taken to address the gender gap in computer science education in Uganda.

Peripheral Pariah Or Regional Rebel? The Allied Democratic Forces And The Uganda/Congo Borderland, Lindsay Scorgie

The Allied Democratic Forces (ADF) have inflicted damage and insecurity on the Rwenzori region of Uganda for over a decade and, although their strength has diminished, still constitute a threat. This article argues that it is inadequate to see the ADF primarily as an internal Ugandan rebel group. Rather, the group's cross-border dimension with the Democratic Republic of the Congo should be conceptualised as a transnational phenomenon. A borderland analytic framework offers the best means of understanding the movement.

History education builds the foundation of a common past necessary for the formation of group identity. Evaluating History curricula is important because group identity guides people’s political behavior. This Uganda case study demonstrates how different actors have manipulated History education in order to enhance the saliency of ethnic, national, and regional identities. The expansion of nationalized education and the teaching of Ugandan, East African, and African history have contributed to fostering the rise of national consciousness in Uganda. Greater awareness of national identity has promoted national integration while marginalizing non-school educated people.

The Violences Of Capitalism: Privatization And Land Tenure In Uganda, Minnesota, And Mexico, Nicole S. Kligerman

This project analyzes the relationship between land privatization and violence in societies that previously employed non-capitalist land tenure systems. Exploring the cases of the Dakota in Minnesota, the Acholi in Northern Uganda, and indigenous communities in southern Mexico, I examine how the state forcibly incorporated collective land systems into capitalism through a combination of physical, structural, and intra-community violences. This results in the disintegration of previous means of agricultural production and the accompanying community-based cultural systems. Communities resist this process, however, as they battle for natural resource sovereignty and sustainable peace in their homelands.

The war in northern Uganda is one against civilians. Although the government purports to be targeting Lord’s Resistance Army (LRA) rebels, it is well known that more than 80% of the current rebels were conscripted against their will. The war has continued for more than 17 years, caused displacement of more than 1. 6 million people, and left more than 100,000 people dead. Over 20,000 children have been abducted and forced to join the LRW ranks or become sex slaves, while over 50,000 children have turned into “night commuters” for fear of abductions.

This study set out to assess the short-term effects of a retrenchment exercise on individual and organisational performance in the Uganda civil service. In all, 247 senior and lower rank employees from 6 civil service ministries were administered a questionnaire that measured individual performance, factors hindering employee performance and suggestions on how performance could be improved, and organisational performance factors. The majority of participants reported retrenchment had positive or unknown effects on individual performance. Factors hindering employee performance were inadequate funding, lack of motivation, work overload, and lack of tools--to mention but a few. Providing a living wage, improved incentives, …
