In recent decades, research on ‘political apology’, wherein the state apologizes to victims of its past wrongs, has multiplied, as redress movements based on human rights have proliferated around the world. Since most of this research has been conducted by political philosophers, however, analyses of political apologies tend to adopt formal and normative perspectives. To propose an alternative, empirically-grounded approach, in this paper, I develop the ‘cultural pragmatics’ of political apology. To this end, I first conceptualize political apology as a social performance aimed to ‘re-fuse’ an impaired relationship between the perpetrator state and the victim individual. Most accounts of the 2002 departure of some conservative Anglican parishes from Vancouver’s Diocese of New Westminster (DoNW) over same-sex blessings seemed to fit the narrative of a battle over sexuality in the global realignment of the Anglican Communion. However, attention to the consecration of two new Chinese Anglican bishops—Silas Ng Tak-yin and Stephen Leung Wing-hong, both from Hong Kong—reveals that their split from the DoNW’s Bishop Michael Ingham had more to do with an ideology of cultural pluralization deploying “Asian values.” I, therefore, argue that the schism in Vancouver was a division over the three bishops’ imaginations of global …

Diminished Quality Of Life Among Women Affected By Ebola, Jessi Hanson, Alexis Decosimo, Megan Quinn

This article analyzes data collected from Liberian women afflicted by the Ebola virus disease, survivors of the virus and noninfected persons living in Ebola-affected homes. This research is one of the first statistical analyses examining factors diminishing quality of life: negative experiences, stigma, and psychosocial symptoms among females affected by the virus after the outbreak. The research presents a thorough literature review, including research related to other infectious diseases like HIV/AIDS, to inform the gap in studies on Ebola’s effects on quality of life. The purpose of this study was to validate the Multi group Ethnic Identity Measure (MEIM) on a sample of Afro- Caribbean American college students. This investigation is unique in that it disaggregated the data to go beyond the usual labels of Black and African American used in past validation studies. Due to being subsumed in the past under such monikers, information on the ethnic identity of Afro-Caribbean American college students has largely been missing from the literature. Northern Uganda is still recovering from over two decades of civil war between the Government of Uganda and the Lord Resistance Army (LRA). The conflict created over 1.8 million Internally Displaced Persons (IDPs) who sought refuge in camps for 23 years. Around 80% of the affected population are mainly women and children. The displacement in the region caused large-scale loss of social and economic infrastructure, together with the productive resources. Presented at the Lessons and Legacies conference on Holocaust Studies in November 2016, these posters document a year-long freshman FOCUS seminar held at Washington University in St. Louis in 2015-2016 that aimed to give incoming college students a sophisticated understanding of the causes, dynamics, representation, and memory of the Nazi genocide. The Tripartite Free Trade Area (TFTA) has been driven by a need for improved growth in African countries following their respective independence. Since then, member nations have been seeking new initiatives to increase trade and to work cooperatively. The idea of regional integration in this ‘Cape-to-Cairo’ free trade zone is set to cover just under two-thirds of Africa's population and improve the flow of goods and investment significantly. This paper explores the significance and impacts of the single FTA on various aspects of economic growth, including welfare, trade, price effects, custom tariffs, government revenues, and the labor market.

Through the example of Bagyi Aung Soe, Myanmar’s leader of modern art in the twentieth century, this essay examines the potential of Śāntiniketan’s pentatonic pedagogical program embodying Rabindranath Tagore’s universalist and humanist vision of an autonomous modernity in revitalizing the prevailing unilateral and nation-centric narrative of modern Southeast Asian art. It brings into focus the program’s keystones on the modern, art and the artist, which have been pivotal in discoursing on the Burmese alumnus of the ashram-turned-university, and explores how the same might be applicable to fellow artists in Myanmar and the region.

Objectives—Growth standards and references currently used to assess population and individual health are derived primarily from urban populations, including few individuals from indigenous or subsistence groups. Given environmental and genetic differences, growth may vary in these populations. Thus, there is a need to assess whether international standards are appropriate for all populations, and to produce population specific references if growth differs. Here we present and assess growth references for the Tsimane, an indigenous population of Bolivian forager-horticulturalists.

An important source of legitimacy for all types of government is the creation of or building up of a sense of nationhood for the citizens of the state. This can be achieved in many ways, including through the use of physical nationalist symbols. In my paper, I address this topic by exploring how the Communist government of Czechoslovakia reinterpreted and changed the traditional meaning of the historical Bethlehem Chapel in Prague in order to fit their own ideology. The Former Yugoslav Republic of Macedonia (“FYROM”) experienced four major changes to its electoral system in the eight parliamentary elections held between 1990 and 2014. The Macedonian 1990 and 1994 parliamentary elections were held under a majority system, in which 120 members of the Parliament were elected from 120 constituencies, one member per constituency. Background. Premastication, the transfer of pre-chewed food, is a common infant and young child feeding practice among the Tsimane, forager-horticulturalists living in the Bolivian Amazon. Research conducted primarily with Western populations has shown that infants harbor distinct oral microbiota from their mothers. Premastication, which is less common in these populations, may influence the colonization and maturation of infant oral microbiota, including via transmission of oral pathogens. Through the Colombian Institute for Family Welfare (ICBF), the Colombian government aims to provide comprehensive reintegration for children demobilized from the country’s various armed groups. The reestablishment of rights, including the right to health (guaranteed by the Colombian constitution), is a key factor in successful reintegration. This thesis explores the topic of access to health care and health seeking behavior among former child soldiers in Manizales, Colombia who are over the age of 18 and were previously in the Hogar Tutor program (foster care-based youth reintegration) in Manizales. This essay aims to analyse the classification of unilateral transfers under the current account at Bretton Woods despite significant opposition from larger delegations of major Allied powers, bringing to the forefront the global liquidity of remittances in the post-War years permitted by their fully currency convertible nature. Using the example of the Indian State of Kerala, this paper charts the relevance of their sustained uninterrupted flow to their subsequent exponential growth in the last three decades, using the case study as a pivot to argue for better policy measures that maximise their multiplier effect.

After 33 years (1979-2011) of close to double digit average annual economic growth, the Chinese economy decelerated to a mid-high single digit growth of approximately 7% per year since 2012. The country is currently facing the typical economic transition challenge of moving from being a high-middle income to high income economy. In response to this economic transition, the government launched an industrial innovation program that corresponds to the 4th Industrial Revolution in 2015-Made in China 2025, hoping to stabilize and rejuvenate China’s growth momentum through innovation. Political Polarization And Nisman’S Death: Competing Conspiracy Theories In Argentina, Leopoldo Rodriguez, Shawn Smallman

International & Global Studies Faculty Publications and Presentations

The death of Alberto Nisman, the chief investigator of the 1994 AMIA bombing in Argentina, unleashed conspiracy theories and significant political turmoil upon President Cristina Fernández. We study the case and trace two of these theories, asking what they tell us about the Argentine political system and what can be inferred with respect to other countries in Latin America. We confirm that nations with high levels of political polarization are fertile ground for the emergence of conspiracy theories and that domestic and international media play an important role in both giving credence to and spreading such theories.
