This paper provides an overview and analysis of Sino-American relations, focusing primarily on the South China Sea and the implications of China’s rise on both the region and US national security. International relations theory provides the framework for the analysis and multiple viewpoints are included. This paper draws attention to the importance of properly understanding China’s ambitions in order to prevent a war in the Pacific. While there is a growing interest in offering international teaching practicums to pre-service teachers as an approach to developing teachers' global perspectives on education, however, understanding of the impact of such practice on the host communities is insufficient or absent. This study collected data from multiple sources and, using the Theory of Change framework, examined the impact of pre-service teachers' international practicum on the school and community development in Kenya. Through exploring the context of host communities, the perceptions of Kenyan educators, and the changes that have occurred in Kenyan schools and communities, this study revealed positive development changes in …

Congolese literature of urgency is the historical conscience which informs the conscience of history, a therapeutic medium which allows the reader to transcend national trauma and to articulate the future. As the foundation of the metadiscourse of Congolese realities, it is the counter-discourse of Western and national cultural domination, the erasure of the national voice, the traumatism of dictatorships, invasions, and political and social conflicts maintained. It therefore condemns theological, political domination and advocates for nationalism, the reconstruction of Congolese identity while affirming Congolese desire to auto-determine their future in a country where truth is extirpated from political euphemisms.

This article offers a discussion of “development” rhetoric as expressed in and around television drama in Kinshasa, capital city of the Democratic Republic of Congo. Producers (artists and pastors of Awakening Churches; some individuals are both) contend that their work will transform society, will combat the social and political crisis and will contribute to the development of the nation. Pentecostal christians embrace the melodrama because these television serials emphasize the spiritual development of the individual. The two writers from Madagascar, Michèle Rakotoson and Jean-Luc Raharimanana, fill empty memorial spaces by writing texts that vary from autobiographical mode, via the historical one, up to some elements of oral tradition with the objective to create anticipatory texts. The article analyzes the entanglement of references to reality and to fiction drawing on the notion of “fabulation” by Deleuze and of “half-knowledge” by Flahaut.

This article shows how the urgency of the social in the francophone novel goes with a utopian dimension. It is suggested that if the African novel reveals the flaws and faults of the social and political body that the censorship attempts somehow to hide, if it has the power to dismantle the mechanism of violence, it also has the power to provide the vision of another possible world. Thus, the novel of disillusionment may be secretly the book of enchantment and utopia.

This article explores the criteria and standards of literary evaluation as used by linguists in the Arabic literary tradition. Linguists did not apply such standards for instructional purposes only, but they also used them to assess poetic aesthetics. Because poetry was the primary context in which language was assessed, this linguistic evaluation appeared in various forms throughout poetry criticism. For example, giving preference to one poet over another meant the poet had reached a more superior linguistic level according to the standards that linguists followed in their judgments. The paper studies the attack conducted by the Somali insurgent group al-Shabaab in Garissa, north of Kenya, on April 2, 2015. In contrast to judgmental and narrow- minded media explanations which tended to dominate the debate after the attack, the present paper uses conflict theories in order to investigate the deep roots of violence. Can International Criminal Law Deter Rebel Groups? The Case Of Uganda, The Lord's Resistance Army, And The International Criminal Court, Julia Reilly

How does a state’s commitment to international criminal accountability mechanisms affect the tactics of rebel groups fighting against it? I examine the conflict between Uganda and the Lord’s Resistance Army, spanning four phases from 1996 until 2015, and parse out whether Uganda’s stance on the Rome Statute and the International Criminal Court affected the LRA’s propensity to target civilians. I use descriptive statistics of civilian and military casualties and qualitative case studies, drawing largely on newspaper and NGO reports of events in the conflict. This report is an update to the CLACLS report "The Latino Population of New York City, 1990-2010" issued in November 2011. It uses the most current data from the U.S. Census Bureau's 2015 American Community Survey released in October 2016. The report examines a wide range of social and economic variables tracing how these changed for Latinos in general within the City in comparison to non-Hispanic whites, non-Hispanic blacks, and Asians. This study examines the translators’ invisibility in postcolonial translated Palestinian fiction. On one hand, this analysis revolves around the ethical stance of translators towards authors in a postcolonial theoretical framework. On the other, it brings postcolonial translation scholars’ approaches into practice and examination. Purpose There is considerable variation in prevalence rates of triple-negative breast cancer (TNBC) reported by various studies from India. We performed a systematic review and literature-based meta-analysis of these studies.

Methods We searched databases of Medline, Scopus, EMBASE, and Web of Science for studies that reported on the prevalence of TNBC in India that were published between January 1, 1999, and December 31, 2015. We extracted relevant information from each study by using a standardized form. We pooled study-specific estimates by using random-effects meta-analysis to provide summary estimates. We explored sources of heterogeneity by using subgroup analyses and metaregression.

Seventy years have passed since the end of the Asia-Pacific War, yet Japan remains embroiled in controversy with its neighbors over the war’s commemoration. Among the many points of contention between Japan, China, and South Korea are interpretations of the Tokyo War Crimes Trial, apologies and compensation for foreign victims of Japanese aggression, prime ministerial visits to the Yasukuni Shrine, and the war’s portrayal in textbooks. In recent decades, research on ‘political apology’, wherein the state apologizes to victims of its past wrongs, has multiplied, as redress movements based on human rights have proliferated around the world. Since most of this research has been conducted by political philosophers, however, analyses of political apologies tend to adopt formal and normative perspectives. To propose an alternative, empirically-grounded approach, in this paper, I develop the ‘cultural pragmatics’ of political apology. Most accounts of the 2002 departure of some conservative Anglican parishes from Vancouver’s Diocese of New Westminster (DoNW) over same-sex blessings seemed to fit the narrative of a battle over sexuality in the global realignment of the Anglican Communion. However, attention to the consecration of two new Chinese Anglican bishops—Silas Ng Tak-yin and Stephen Leung Wing-hong, both from Hong Kong—reveals that their split from the DoNW’s Bishop Michael Ingham had more to do with an ideology of cultural pluralization deploying “Asian values.” I, therefore, argue that the schism in Vancouver was a division over the three bishops’ imaginations of global …
