Before, during, and after the Costa Rican Revolution of 1948 and the Costa Rica-Nicaragua Crisis of 1948-1949, the Truman Administration maintained a posture of strict neutrality and helped to isolate, and bring a quick end to, both conflicts. This thesis attempts to revise the historiography of the Costa Rican Revolution by challenging the common view that the United States inaugurated the Cold War in Latin America by facilitating the overthrow of the communist-supported government in Costa Rica. The Truman Administration did not care who won and only wanted the Revolution and Crisis to come to a quick end. The United …

Provides detailed historical overview and contemporary analysis on why the Baltics and Ukraine are historical and remain contemporary geopolitical hotspots. Provides analysis of cultural economic, environmental, and security factors influencing long-standing contentiousness over these regions. Places emphasis on how Russian behavior and policies influence this contentiousness. Concludes by noting that differences between the U.S. and its allies and conflicts within the U.S. Government may limit the ability of the U.S. to effectively respond to events in these disputed regions.

The Cold War in Latin America had marked consequences for the region’s political and economic evolution. From the origins of US fears of Latin American Communism in the early 20th century to the collapse of the Soviet Union in the early 1990s, regional actors played central roles in the drama. Seeking to maximize economic benefit while maintaining independence with regard to foreign policy, Latin Americans employed an eclectic combination of liberal and anti-imperialist discourses, balancing frequent calls for anti-Communist hemispheric unity with periodic diplomatic entreaties to the Soviet bloc and the nonaligned Third World. The Nordic nations often rank among the most climate-prepared countries in the world, especially in regards to their rapid switch to renewable energy. In contrast, climate change legislation has faced an uphill battle in the United States, where environmentalists and activists meet with climate change denialism and widespread reluctance to change energy consumption habits. The rhetoric of then U.S. President‐elect Donald Trump and Philippines' President Rodrigo Duterte had triggered a shift in global political discourse (Greene, 2016). This study examines their responses on three similar crises: disrespectful remarks towards women, associations with controversial political figures, and remarks threatening geopolitical relations. Data from prestige publications, Washington Post (U.S.) and the Philippine Daily Inquirer, were analyzed during the acute stage of each crisis. Findings showed that both men employed confusing strategy combinations in their crisis responses. Despite incoherent application and contradictory strategies, they survived threats to their image as evidenced by poll results. New strategies (diversion …

Participatory Budgeting (PB) is conceptually powerful because it ties the normative values of non-elite participation and deliberation to specific policymaking processes. It is a democratic policymaking process that enables citizens to allocate public monies. PB has spread globally, coming to the United States in 2009. Our analysis shows that the types of institutional designs used in the United States are quite different from the original Brazilian programs. What explains the variation in PB institutional design between Brazil and the United States? Most PB cases in the US are district-level whereas in Brazil, PB cases are mainly municipal. In the United States and Canada, refugee resettlement has been the subject of extensive scrutiny and political debate, particularly since the November 2015 terrorist attacks carried out by the Islamic State of Iraq and Syria (ISIS) against targets in Paris. While public opinion polls have shown increasingly negative attitudes toward refugees, existing survey questionnaires only provide a limited understanding of what shapes these views. As such, this study focuses on two important factors that influence attitude formation toward refugees, pre-existing levels of knowledge and contact with minority groups. Why did the international community decide to withdraw United Nations peacekeeping troops from Rwanda during the 1994 genocide? Analysis of newly released documents and results from an international conference with former U.N. and government officials sheds further light on our understanding of what took place leading up to and during the Rwandan genocide. This presentation shows how Halford Mackinder (1861-1947) described Canada and the Arctic region in his geopolitical writings. It goes on to stress how the Arctic is becoming increasingly important in international geopolitical policymaking due to its significant oil and natural gas resources, how warming temperatures are increasing international access to its waters, and the how countries as diverse as Canada, China, Russia, and the U.S. see the Arctic region in their strategic policymaking. This paper explores how restrictions on expression – a dimension of US and French counterterror policy – are realized given the socio-political and legal-procedural differences between the two countries. Theoretically, the US – with its strong constitutional free speech protections and its tradition of limited government – should respond less aggressively than France, which has a more flexible constitution and a statist tradition. This paper contends that while France restricts terror-related expression to a greater degree than the US, the US possesses more tools to counter terror-related expression than its constitution suggests. Her mother lived in fear that she would be cast out of Baghdad as being an outsider in Iraq was frowned upon. Her father served in the Iraqi army in the 80s and was gone a great deal, leading to a strained relationship. Their relationship was mended when her mother died from cancer.
