Occasional Papers on Religion in Eastern Europe

Following the victory of the communist regime in 1944, the new Albanian state built its institutions on a materialist worldview that stood in direct opposition to the universal principles of freedom of conscience and religious belief. The state progressively restricted religious practice until it banned it altogether. This anti-religious campaign proceeded along two tracks: anti-religious political propaganda and the adoption of legal acts prohibiting the practice of religion. A 1967 decree-law banned religious belief outright, and the 1976 Constitution declared Albania the first atheist state in the world. Since the September 11th, 2001 attacks, jihadist groups like ISIS, al-Qaeda, and al-Shabaab have used the internet as a tool for recruitment, radicalization, and propaganda dissemination. Since then, governments, non-governmental organizations, and private companies have developed strategies to combat jihadism on the internet. This paper examines how these actors have worked to mitigate the digital jihadist footprint and its effects by analyzing three main approaches to countering violent Islamist extremism on the internet: counter narrative initiatives, awareness-raising programs, and content removals. This dissertation examines how Latin American migrants engage in nonviolent resistance across transnational spaces in Ecuador, challenging dominant narratives that portray migrants primarily as passive actors or humanitarian subjects. Focusing mainly on Venezuelan, Colombian, and returned Ecuadorian migrants, the study places migrants’ political agency at the center of analysis. It asks how migrants resist, for what purposes, and under which conditions they mobilize nonviolent and everyday resistance practices to claim rights, dignity, and human security in a host country marked by both legal innovation and growing exclusion.

Busoga, Uganda's most sugarcane-intensive sub-region, hosts seven mills and an expanding outgrower economy, yet remains among Uganda's most food-insecure areas, with over half of its households food-insecure. This study examined how governance of climate change and sugarcane expansion shapes capabilities for food access, land tenure, and decision-making among women, youth, and land-poor households in Jinja and Buyende.

The study developed an integrated CA-CEP-RFS framework, combining the Capability Approach, Comparative Environmental Politics, and the Resilient Food Systems framework, with Sen's Entitlement Framework bridging capabilities to production, trade, own-labor, and transfer entitlements. But with less than five years to deliver its seventeen Sustainable Development Goals (SDGs), the Agenda’s “transformational vision” remains unrealized. To understand why, this dissertation looks not to the Agenda’s implementation but to its birth, asking how the three-year process that produced it was designed, implemented, and experienced, and whether its mechanisms reinforced or challenged the structures that shape global sustainability governance. From Print to Film: Political Censorship and Nationalism in Nineteenth- and Twentieth-Century Central Europe examines the relationship between emerging media technologies, state censorship, and nationalist political movements in Central Europe. Focusing primarily on Austria, the German states, and Hungary, this article traces how governments employed increasingly sophisticated systems of press regulation to suppress nationalist and subversive political discourse while political actors developed their own methods for circumventing those restrictions. The article considers censorship of newspapers, satire, lithographs, and other printed materials before examining the transformative effects of cinema in the twentieth century. In Modernity’s Alternative, Rocco Buttiglione presents the Argentinian theology of the people as an alternative to modernity as it has developed in Europe and North America. After an introduction, the first main part of this review essay discusses Buttiglione’s account of the development of the theology of the people and the major figures in it and how the apparition of Our Lady of Guadalupe marks the beginning of an alternative modernity. This essay examines the constitutions of the Republic of Sudan and minority rights, with a focus on Armenians in that country.  It provides (1) the demographics of Sudan; (2) an overview of the Armenians of Sudan; (3) a history of Sudan’s constitutions; (4) an analysis of their provisions and related laws on minority rights, citizenship, naturalization, and inheritance; (5) an overview of Sudan’s civil war, which began on April 15, 2023, and (6) a concluding section which analyzes risks to Armenians and other religious and ethnic minorities in Sudan.

Prompted by the pogrom that erupted in Belfast in June this year, this article explores how a women’s collective, Anaka, established by female asylum seekers, refugees and migrants (ASRMs) less than a decade previously, took the lead in ensuring the safety and welfare of the city’s migrant communities in a context where they were horrifically failed by police and politicians, by the state and the institutions meant to protect them. Anaka began as a small-scale endeavour to mitigate the difficulties confronting women struggling to navigate a harsh asylum system. Age at first birth influences the length of a woman's reproductive years and affects fertility behavior including choices of child spacing which have profound influence on future population structure and dynamics. This study examines women’s demographic and social characteristics; identified their ages at first birth and relationship with status of marriage; their child spacing behavior; contraceptive usage; and duration of breastfeeding after child birth. On January 19, three American Catholic bishops issued a striking warning about the future of American foreign policy, lamenting that it was undermining “the moral foundation for America’s actions in the world.” The bishops responded to a retreat toward transactional, power-centric diplomacy – one where human rights, international solidarity, and the common good are increasingly secondary to narrow national interests. This shift is most evident in the global race for “critical minerals,” – and perhaps nowhere is the need and opportunity for Church moral leadership clearer.

Southern Africa is a relatively peaceful region, however, it has witnessed a range of diverse, multiple and ongoing conflicts that have prompted various peace interventions from the Southern African Development Community (SADC), neighbouring countries and international actors. Pax Christi International (PCI) has used its consultative status at the United Nations since 1979 to connect grassroots peacebuilding with international policymaking. Initially focused on disarmament and human rights, PCI contributed to key international treaties and advocated against human rights violations worldwide. Over time, its advocacy expanded to include active nonviolence, ecological justice, sustainable development, and the accompaniment of local peacebuilders. By strengthening collaboration across its global network and enabling partners from conflict-affected regions to engage directly with international institutions, PCI continues to promote human dignity, international law, and a just and lasting peace through inclusive multilateral advocacy.

Since its establishment in 2011, the United Nations Mission in South Sudan (UNMISS) has been tasked with protecting civilians in the context of ongoing violent conflict and political instability. The mission has recorded some important achievements, especially through the creation of Protection of Civilians (PoC) sites that have provided shelter to hundreds of thousands of displaced people. However, these gains have been accompanied by major limitations. This study aims to explain the transformation of Russia's foreign policy strategy in the 2022–2025 period from a confrontational-defensive orientation to a strategy oriented towards multilateral normative leadership. Using a qualitative descriptive-explanatory approach with a single case study, this study explores the relationship between systemic pressures due to global sanctions, the re-articulation of strategy in the Foreign Policy Concept 2023, and Russia's involvement in multilateral institutions such as BRICS+, SCO, and G20. The research data are sourced from official documents, collective declarations of multilateral forums, and independent economic reports from the IMF, World Bank, CREA, and Bruegel. The results show …
