Increasing competition among research universities has spurred a race to recruit academic labor to staff research teams, graduate programs, and laboratories. Yet, often ignored is how such efforts entail negotiating a pervasive hierarchy of universities, where elite institutions in the West continue to attract the best students and researchers across the world. Based on qualitative interviews with 59 Singapore-based faculty, this paper demonstrates how migrant academics in competitive universities outside the West take on the burden of seeking other ways of attracting academic labor into their institutions, often resorting to ethnic and transnational ties to circumvent limits imposed by a …

A window of opportunity for intervention is the predementia stage known as mild cognitive impairment (MCI). The COVID-19 pandemic has brought about a significant shift in shopping behaviour from offline to online among Singaporean consumers. According to data from data analytics firm Nielsen, 37 per cent of Singaporean consumers have increased online shopping activities since the COVID-19 outbreak. This shift towards online shopping, food delivery and e-groceries may persist beyond the COVID-19 period. This paper contributes to the ongoing expansion of the geographies of encounter by considering how cultural encounters can lead to the realisation, and the segmentation, of the self. As much as cultural differences can be manifested, negotiated and managed externally, so too can these differences be internal states that are realised through engagements with the embodied self. The CSISG serves as a quantitative benchmark of the quality of goods and services produced by the Singapore economy over time and across countries. The fourth quarter results mark the end of measurement for CSISG 2019. Singapore’s 2019 national score was computed using the data collected during these four quarters.

In Adili Chibuike Ejike v Public Prosecutor [2019] 2 SLR 254, the Court of Appeal clarified the operation of the wilful blindness doctrine in the context of knowing possession for drug offences. In particular, it affirmed wilful blindness as a doctrine of substantive rather than evidential law, which applies as a limited extension to the legal requirement of actual knowledge. The court then articulated a three-part test for the finding of wilful blindness in relation to knowledge as an ingredient of possession. Quantifying the economic benefits of built heritage facilitates the formulation and assessment of conservation policies and programs. There is however a lack of empirical research about the economic value of built heritage in Asian cities. This lack is problematic, given the rapid pace of demolition and redevelopment of historic landscapes in Asian cities. This study seeks to reduce the current gap in built heritage research by examining whether real estate premiums are generated by the designation of buildings as ‘conserved’ in Singapore, a city-state in South East Asia. The bicentennial commemoration consists of a year-long series of events to mark the 200^th anniversary of the arrival of Sir Stamford Raffles in Singapore on 29 January 1819. The arrival of the British resulted in the creation of Singapore as a free port and marked the economic, physical, and social transformation of the island, which continues today. Yet, the irony is that the bicentennial commemoration also deliberately seeks to shed light and focus on a more distant past: The half-millennia before Singapore was colonialised and when Singapore was known as Temasek and seen as part of the Nusantara.

In this research, the concept of livability has been quantitatively and comprehensively reviewed and interpreted to contribute to spatial multi-objective land use optimization modelling. In addition, a multi-objective land use optimization model was constructed using goal programming and a weighted-sum approach, followed by a boundary-based genetic algorithm adapted to help address the spatial multi-objective land use optimization problem. This chapter argues that the office of the Elected President is best understood as an elite institution with eligibility restricted to a select group by a stringent set of criteria for hopefuls from the public and private sectors. The Singapore Constitution provides the Elected President with executive and legislative powers. Since independence in 1965, Singapore has sought to constitutionally engineer a political system that meets its unique needs and aspirations. Any theory of responsible government, undergirded by the separation of powers, will entail some measure of both conflict and cooperation, whether one or the other dominates. For the city state of Singapore, 2018 was a year of many firsts. It marked the midpoint of the 13th Parliament of Singapore within a manifestly post–Lee Kuan Yew era. The incumbent government of the People's Action Party (PAP) began the year with the pleasant surprise that economic growth in 2017 had reached 3.6 per cent. This paper provides an overview of Singapore’s inequality since 2000. Upon examining empirical indicators reflecting different aspects of inequality, there seems to be a divergence between largely stable macro-level trends and “felt” inequality experienced by citizens. While the empirical record reflects fairly stable income, wealth, consumption and intergenerational inequality, other data show how educational performance and sense of belonging are continuously tied to socio-economic position. Juxtaposing these insights against a qualitative analysis of Singapore’s meritocracy, the social and political ferment on the issue of inequality in 2018—with heightened discourses among both elites and the public—makes sense against a backdrop of …

Since the signing of the Singapore Convention on Mediation in August this year, there has been an increased interest on the enforceability of settlement agreements, particularly those arising from mediation. The case of Law Chau Loon v Alphire Group Pte Ltd [2019] SGHC 275 from the Singapore High Court provides us with some general legal principles to consider when a settlement agreement is drafted.
