Does Privatization Hurt Workers? Lessons From Comprehensive Manufacturing Firm Panel Data In Hungary, Romania, Russia, And Ukraine, J. David Brown, John S. Earle, Álmos Telegdy

We estimate the effects of privatization on firm-level wages and employment in four transition economies. Applied to longitudinal data on manufacturing firms, our fixed effect and random trend models consistently fail to support workers' fears of job losses from privatization, and they never imply large negative effects on wages; only for domestic privatization in Hungary and Russia are small (3-5%) negative wage effects found. Privatization to foreign investors has positive estimated impacts on both employment and wages in all four countries. This paper looks behind the standard, publicly available labor force statistics relied upon in most studies of transition economy labor markets. We analyze microdata on detailed labor force survey responses in Russia, Romania, and Estonia to measure nonstandard, boundary forms and alternative definitions of employment and unemployment. Our calculations show that measured rates are quite sensitive to definition, particularly in the treatment of household production (subsistence agriculture), unpaid family helpers, and discouraged workers, while the categories of part-time work and other forms of marginal attachment are still relatively unimportant. Wages, Layoffs, And Privatization: Evidence From Ukraine, J. David Brown, John S. Earle, Volodymyr Vakhitov

This paper estimates the effects of privatization on worker separations and wages using retrospective data from a national probability sample of Ukrainian households. Detailed worker characteristics are used to control for compositional differences and to assess types of observable "winners" and "losers" from privatization. Preprivatization worker-firm matches are used to control for unobservables in worker and firm selection. The results imply that privatization reduces wages by 5 percent and cuts the layoff probability in half. Outside investor ownership reduces separations but leaves wages unaffected. Winners from privatization tend to be higher-skilled employees of larger firms, but there is no discernible …

In this paper, I attempt to pull together sociological and geographical perspectives in the study of music to understand the ways in which pop and rock music are socio-cultural products with political and moral meanings and implications. I examine state engineering of moral panics, focusing on a case study of pop and rock music in post-independence Singapore. Such engineering is aimed at political and ideological ends, in particular, "nation"- building outcomes. In engineering moral panics through both discursive and legislative acts, the contours of a moral geography are delineated at various spatial scales. First, at the scale of the national …

Hungary has a particularly complicated electoral system: a type of mixed system that incorporates three tiers of seat allocation, the use of a proportional allocation formula, and the allocation of a number of seats by a two-round system in single-member constituencies. Examination of the strategic incentives facing parties explains some surprising outcomes, such as the majoritarian impact on the party system and the possibility of the second strongest party in votes becoming the strongest in seats. Despite its complexity and alleged shortcomings, it is unlikely to be abandoned; it serves the interests of the largest parties, and these effectively wield …

Government Ownership And The Performance Of Government-Linked Companies: The Case Of Singapore, James Ang, David K. Ding

In an emerging economy, the alternative to government control is often no governance. We investigate the governance structure of government-linked companies (GLCs) in Singapore under the ownership/control structure of Temasek Holdings, the government holding entity, which typically owns substantial cash flow rights but disproportional control rights and exercises no operational control. We compare the financial and market performance of GLCs with non-GLCs, where each has a different set of governance structure, the key difference being government ownership. We show that Singaporean GLCs have higher valuations and better corporate governance than a control group of non-GLCs. The results hold even when …

The modernization of Taiwan’s intellectual property (IP) laws has been most marked in the last 10 to 15 years.] During that period, Taiwan also responded to U.S. Section 301 pressure by enacting and enforcing the Fair Trade Act of 1991, a general competition law. The issue of the interface between IP and antitrust law has gradually gained sigdcance in the last couple of years. Proverty reduction is a top priority for international organizations, governments and non-gorvernmental organizations. The aid resources available for poverty reduction are, however, severely constrained in many countries. Minimizing the leakage of aid resources to the non-poor is a key to maximize poverty reduction with the limited amount of resources available. One Way to minimize such leakage to to target resources geographically. That is, policmakers can move resources to the poorest parts of the country. Geographic taregting can quite effective when poverty is unevenly distributed across the country, and this proves to be the case in many countries.

Central Asia has emerged as one of the world’s fastest growing regions since the late 1990s and has shown notable development potential. This is significant for a region comprising largely of small landlocked economies with no access to the sea for trade. Hill (2000) estimates that as much as 40% of non-agricultural GDP was accounted for by government entities in the late 1980s There were still a lot of government corporations up until the late 1980s and early 1990s and governmental control over the banking system was still substantial.

This paper presents a coherent and systematic analysis of the collapse and subsequent revival of the Central Asian Republics (CARs) since 1990. The focus is on the pattern of growth and structural change during the cycle of decline and subsequent revival in the CARs which have been inadequately analyzed in the literature on transition. The paper relates economic performance to initial conditions, country characteristics and policies. In this response to Light, Koppell argues that the increasing frequency of reform may reflect Congress's inability to make significant changes to the substance of entrenched government programs. Moreover, he observes that the more profound evolution in government has been the movement toward the market-based provision of services, which has created a demand for new competencies in the public sector.

Population declines of many grassland-nesting birds are now widely recognized. Fundamental to understanding these declines is knowing if they are caused by changes in the availability of suitable habitats or changes in the densities of birds within those habitats. We address that issue with information from systematic surveys of breeding birds throughout North Dakota in 1967, 1992, and 1993. We compared the availability of 8 major habitat types, and the densities of 24 species of grassland birds in each habitat type, for 128 randomly selected quarter-sections (64.7 ha or 160 ac) that were surveyed in each of those years. Although some plant traits have been linked to invasion success, the possible effects of regional factors, such as diversity, habitat suitability, and human activity are not well understood. Each of these mechanisms predicts a different pattern of distribution at the regional scale. Thus, where climate and soils are similar, predictions based on regional hypotheses for invasion success can be tested by comparisons of distributions in the source and receiving regions.
