This paper evaluates an argument for immigration restrictions that appeals to the costs that immigration imposes on the citizens of a recipient state. According to this argument, citizens have associative duties to protect each other’s interests, immigration can damage these interests in certain cases, and the associative duties between compatriots justify immigration restrictions in these cases. Call this: the partiality argument for immigration restrictions. I argue that the partiality argument is unsound. Immigration restrictions violate negative duties to refrain from interfering with people’s liberties and these duties silence compatriots’ associative duties to one another. In this paper, I will explore the ways in which the Peruvian government supports road projects through various well-developed arguments. I will look at how authorities present and/or support road projects in different temporal and spatial scales. I will try to answer the following questions:

1) How has the Peruvian government’s arguments for improved connectivity changed over time?
2) What are the implications of such changes?

Answering these questions will help explain the government’s role and biases regarding economic development in Peru. Furthermore, answers to these questions can help us understand past positions and predict what the government’s position may …

In recent years, historians have uncovered a good deal about the domestic production and circulation of development knowledge between US philanthropies and US universities. They have begun to trace as well the role of US foundations in the formation of transnational epistemic communities of experts that cohered around, and defined, developments such as population control, food production and economic planning initiatives.³ The voice of the foundation in these histories nevertheless remains largely that of the foundation presidents and senior officers in New York. After decades of civil conflict leading to massive internal displacement of people, Northern Uganda is peaceful again and hundreds of thousands of displaced people have returned to the area. Using data from maps and satellite imagery, we examine the placement of homes before, during and after the conflict. Examining two study sites, one that experienced a great deal of violence over an extended period of time and one where the experience of violence was more limited, we observe the clustering of home placement in the post-conflict period. As resettlement occurs, there is also evidence of increased location of homes in …

Did western political aid agencies encourage the 25 January uprising with their civil society promotion projects? Did they encourage mass mobilization against the regime, or perhaps tutor dissidents in how to organize grassroots opposition? At the same time as the United States and other NATO powers were providing economic and military assistance to the Egyptian regime, did they also foment popular defiance? Some people seem to think so; different narratives about foreign provocation of Egypt's uprising circulated in Arabic and in English.

In this article the author reflects on her experience of researching the history of her grandfather Earl Browder, a former leader in the U.S. Communist Party, and exploring his significance both in historical and personal terms. She comments on her research regarding his status as a spy of the Soviet Union, share her views on her father's reluctance to discuss his past, and notes Browder's campaigns for President of the U.S. in the 1930s.

When war challenges civilian survival, what shapes the balance between normative and instrumental rationalities in survival practices? Increasing desperation and uncertainty can lead civilians to focus on their own material interests and to violate norms in the name of survival or gain—to the detriment of the war effort and of other civilians. Do norms, boundaries against transgressions, and considerations of collective interests and identities persist, and, if so, through what mechanisms? Using diaries and recollections from the 872-day Blockade of Leningrad (1941–1944)—an extreme case of wartime desperation—this article examines how three forms of cultural embeddedness shape variation in the strength …

A venal dictatorship three decades old, mutinous army officers, dissident tribal sheikhs, a parliamentary opposition coalition, youthful pro-democracy activists, gray-haired Socialists, gun-toting cowboys, veiled women protesters, northern carpetbaggers, Shi‘i insurgents, tear gas canisters, leaked State Department cables, foreign-born jihadis -- Yemen’s demi-revolutionary spring has it all. The mass uprising in southern Arabia blends features of the peaceful popular revolutions in Egypt and Tunisia with elements of the state repression in Libya and Syria in a gaudy, fast-paced, multi-layered theater of revolt verging on the absurd.

This chapter examines customary property rights and the role of customary leaders in enforcing those property rights from an institutionalist perspective. The issue of societal benefit is at the forefront of this chapter, which proceeds in three parts. Subchapter 13.2 discusses the pervasiveness of customary tenure and customary authority structures throughout Sub-Saharan Africa and their genesis in the colonial era. Subchapter 13.3 notes the lack of consistency between statutory law and customary law, which leads to a pluralistic legal setting. Ferdinand Oyono was a Cameroonian statesman and a Francophone novelist of the first generation of African writers who became active after World War II. He entered the literary scene at a time when writers such as his fellow Cameroonian Mongo Beti and the Senegalese Sembene Ousmane and Leopold Sedar Senghor were at their peak. Oyono and Mongo Beti are known as "the forefathers of modern African Identity" for their anticolonial novels.

This article explores the attitudes of trade union organizations to restructuring and privatization of their enterprises to strategic foreign investors in Central and Eastern Europe's biggest steel producers: Poland, Czech Republic, Romania, and Slovakia. Contrary to advocates of insulating technocratic decision-makers from social partners, this article argues that higher quality of democracy and concomitant social dialogue carried out at the level of the sector with union organizations that are autonomous of the government in power (as was the case in the Czech Republic and Poland), are associated with greater restructuring and with support for privatization to strategic foreign investors. The tadpole of Proceratophrys renalis is described based on specimens from Maceió, State of Alagoas, northeastern Brazil. At stage 35 the body is slightly dorso-ventrally depressed, ovoid in lateral, dorsal, and ventral views. Oral disc is ventral with lateral emarginations, surrounded by a single row of marginal papillae with a large gap on the upper labium. Labial tooth row formula is 2(2)/3(1). The analysis of internal oral anatomy revealed two possible characters that readily distinguish P. renalis from P. boiei, supporting the recent ressurection of P. renalis. There are divestment movements, student campaigns, actors raising awareness and the ‘genocide olympics’ to remind us of the ongoing conflict. There is also an increasingly ugly exchange in which two sides are talking and neither is listening. This exchange is not between the combatants, as one might expect, but among activists and scholars who disagree on the best way to portray the conflict. Der Beitrag analysiert die Gründe für die Schwächung der Gewerkschaften in Mittel- und Osteuropa auf betrieblicher Ebene. Am Beispiel der Stahlindustrie in Polen, Rumänien und der Slowakei zeigt er, dass die Gewerkschaften Legitimität und Unterstützung bei den Belegschaften aufgrund ihrer Verwicklung in die Restrukturierung der Unternehmen verloren haben, und zwar aus je unterschiedlichen Gründen. In der Slowakei und Rumänien haben sich die betrieblichen Gewerkschaftsvertreter zusammen mit Regierungsangehörigen an den Betrieben privatwirtschaftlich bereichert und die Unternehmen so in den Bankrott geführt, während in Polen die Gewerkschaften versucht haben, die Profitabilität der Unternehmen zu erhalten, auf Kosten der Arbeitsplätze. Why do Latin American countries exhibit stark differences in their ability to protect citizens from falling into poverty? Analysis of poverty levels measured by ECLAC in eighteen countries shows that political factors-including the democratic record, long-term weight of left-of-center parties in the legislature, and investment in human capital-are significant and substantively important determinants of poverty. These findings contribute to the growing literature that emphasizes the importance of regime form, parties, and policies for a variety of outcomes in Latin America, despite the weaknesses of democracy and the pathologies of some parties and party systems in the region.

The tadpole of Hypsiboas atlanticus (Caramaschi & Velosa, 1996) is described from the municipality of Maceió, State of Alagoas, Brazil. At stage 36 the larvae have an overall elliptical body in lateral and dorsal views, oral disc anteroventral, spiracular tube sinistral, and labial tooth row formula 2(1,2)/3(1). The oral disc is surrounded, almost completely (anterior medial gap present) by a single row of marginal papillae. Described tadpoles of the H. punctatus species group can be differentiated by a combined disc oral features. Additional descriptions of H. punctatus (Schneider, 1799) tadpoles from populations throughout South America may be helpful in determining …

Political speeches and even policy analysis from Washington, Ottawa, and the capitals of Europe in the past two decades about promoting democratization tend towards generalities and platitudes. This research asks what Western and international agencies actually do, on the ground in the Middle East, by way of fomenting democracy. Taking my inspiration from the sociologist Albert Hirschman who decades ago observed that projects are “privileged particles”[i] of socio-economic development assistance, I’ve collected well over twelve hundred examples.[ii] This summary table illustrates the aggregate finding that most projects cluster around electoral representation, legal or judicial development, and support for …

Scholars have argued that economic efficiency requires a clear definition of the rights of ownership, contract, and transfer of land. Ambiguity in the definition or enforcement of any of these rights leads to an increase in transaction costs in the exchange and transfer of land as well as a residual uncertainty after any land contract. In Kenya, government efforts at establishing clearly defined property rights and adjudication mechanisms have been plagued by the existence of alternative processes for the adjudication of disputes.
