Conversations With A Crime Boss: Doing Asian Criminal Business, Nafis Hanif, Mark Findlay

Media piracy, in Malaysia, is organised through illicit negotiations between a dominant crime syndicate and consumers, street-corner gang leaders, the Malaysian police, custom officers and directors of the Malaysian Film Censorship Board. These key social actors who crossover class, race, religion, gang membership, and bridge porous legitimate and illegitimate commercial and political sectors of society establish a mutually collaborative relationship by negotiating their asymmetrical social capital, according to a conventional cost-benefit analysis. Contextual analyses of these illicit interactions identify criminal enterprise opportunities and plot the interactive progress of enterprise as it unfolds, against models of organisational and functional inter-connection. This article seeks to raise awareness about the potential for wrongful convictions in Singapore by analysing the factors commonly identified as contributing towards wrongful convictions in other jurisdictions, including institutional failures and suspect evidence. It also considers whether the social conditions in Singapore are favourable to discovering and publicising wrongful convictions. The authors come to the conclusion that Singapore does well on a number of fronts and no sweeping reforms are necessary However there are areas of risk viz the excessive focus on crime control rather than due process, which require some tweaking of the system.

To protect the trade interests of their firms in foreign markets, several countries have established various institutional arrangements. For example, the United States has the section 301 procedure, while the EU has the Trade Barrier Regulation (TBR). Learning from their experiences, China also established its own Foreign Trade Barrier Investigation (TBI) mechanism in 2002. This article starts with a discussion on the background for its establishment as well as the substantive and procedural requirements for investigations under TBI. The resurgence of private capital inflows into Asia in recent years has raised the question of whether the region is susceptible to yet another financial crisis. While a sudden large-scale reversal of capital flows is not likely to result in a liquidity crunch or balance of payments crisis, the attendant sharp corrections in asset prices will have an adverse impact on the economy particularly through indirect channels. Accelerating growth is essential for poverty reduction. As argued earlier, poverty has failed to decline significantly since the East Asian Crisis due to insufficiently dynamic growth, a high degree of income inequality that reduces the income elasticity of poverty reduction, and an apparent worsening of the income distribution. The first step toward addressing this failure is to accelerate growth, which will not be easy in the short run while the global slowdown continues to run its course. The fruitful partnership between Henry Rosemont, Jr., and Roger T. Ames which earlier yielded The Analects of Confucius: A Philosophical Translation1 has delivered another fine translation and study of a major Confucian classic—namely, the Xiaojing 孝經, rendered here as the “Classic of Family Reverence” but perhaps more commonly known to English readers as the “Classic of Filial Piety.” The translation will be welcomed by students of Chinese literature. The study of xiao that accompanies it should provoke much discussion and debate.

Maps are an important site of the production and consumption of the national image. This essay examines modern Chinese maps to show how the very material borders between foreign and domestic space are the outgrowth of the symbolic workings of historical geography and the conventions of Chinese cartography. These maps do much more than celebrate the extent of Chinese sovereignty; they also mourn the loss of national territories through a cartography of national humiliation. As one of the founding members of the General Agreement on Tariffs and Trade (GATT), Taiwan (the Republic of China or ROC) - the 17th largest economy, was granted accession to the World Trade Organization (WTO) in November 2001 after its observer status of eleven years. Taiwan, classified by most commentators as an "unrecognized state" or an "entity sui generis", has been excluded from most of the major international organizations. Taiwan's accession to the WTO, therefore, is considered to be an important breakthrough in diplomacy for the past decades. Selecting the right partner is important for the success of alliances and joint ventures. For international joint ventures (IJVs) from diverse cultures the partner selection process can become complicated. Prior studies have investigated the alliances and joint ventures to develop a set of objective criteria for evaluating potential partners. This paper reports the study of IJVs formed by Singapore firms in Peoples Republic of China and India. The intent was to develop a methodology for identifying partner selection criteria in a cross-cultural setting. The Malaysian poet Ee Tiang Hong was troubled by the fundamental changes being introduced by the leaders to ensure that Malaysia (which Ee always referred to as Malaya) became centrally a Malay nation. Not only was Ee trying his best to dissociate himself from what he termed the “mimicry of foreign birds” (i.e. the language of the colonial masters) but he was more critically searching for a new idiom which would give freshness to the rendition of the Malayan experience. The offence of scandalizing the court, a form of contempt of court, is regarded as obsolete in the United Kingdom. However, it continues to be imposed in other Commonwealth nations and remains very much alive in Singapore, having been applied in a crop of cases between 2006 and 2009. Tunneling Through Intercorporate Loans: The China Experience, Guohua Jiang, Charles M. C. Lee, Heng Yue

This study investigates a particularly brazen form of corporate abuse, in which controlling shareholders use intercorporate loans to siphon billions of RMB from hundreds of Chinese listed companies during the 1996 to 2006 period. We document the nature and extent of these transactions, evaluate their economic consequences, examine factors that affect their cross-sectional severity, and report on the mitigating roles of auditors, institutional investors, and regulators. Collectively, our findings shed light on the severity of the minority shareholder expropriation problem in China, as well as the relative efficacy of various legal and extra-legal governance mechanisms in that country.

Support for the political and economic integration of Europe has formed an increasingly important policy issue for Irish political parties as the European Union has grown in importance at both the domestic and European level. This article examines the political positioning of Irish parties on the issue of European integration, comparing these positions across parties and across time. Affordable homeownership is a policy that is often accorded a great deal of policy attention by governments of many countries. In this paper, we examine the market implications of setting a housing price to income ratio target for a market segment by the government. The policy requires active intervention by the government with regard to the targeted sector. We use a simple model of the housing market with a homeownership affordability target to derive the market implications of such targets. Analyzing And Forecasting Business Cycles In A Small Open Economy: A Dynamic Factor Model For Singapore, Hwee Kwan Chow, Keen Meng Choy

A dynamic factor model is applied to a large panel dataset of Singapore’s macroeconomic variables and global economic indicators with the initial objective of analysing business cycles in a small open economy. The empirical results suggest that four common factors – which can broadly be interpreted as world, regional, electronics and domestic economic cycles – capture a large proportion of the co-variation in the quarterly time series. The estimated factor model also explains well the observed fluctuations in real economic activity and price inflation, leading us to use it in forecasting Singapore’s business cycles. The ongoing global financial turmoil has revived the question of whether central bankers ought to tighten monetary policy preemptively in order to head off asset price misalignments before a sudden crash triggers financial instability. This study explores the issue of the appropriate monetary policy response to asset price swings in the small open economy of Singapore. Empirical analysis of monetary policy based on standard VAR models, unfortunately, is often hindered by the use of sparse information sets. This article examines trade negotiations and disputes between China and the United States. It begins by ascertaining the unique political aspects of China-U.S. bilateral economic ties and explains the historical background underlying the relations. The article then argues that trade frictions between China and the United States are unlikely to repeat the Depression-era trade wars. The article observes that both the Chinese and U.S. governments are aware that the adoption of WTO-inconsistent measures may result in retaliatory actions from the other side.
