Politics And The Price Of Rice In Thailand: Public Choice, Institutional Change And Rural Subsidies, Jacob Ricks

Despite the Thai state’s long record of rice market interventions, historically politicians failed to leverage rice subsidies in their pursuit of political support, notwithstanding the large number of farmers in the country. Since Thaksin Shinawatra’s election in 2001, though, each government has subsidised rice producers, although at varying degrees. What explains this change? This article traces the four-decade history of rice price support programmes. It is proposed that these policies be interpreted through the dual lens of institutionalism and public choice theory, demonstrating how political institutions have shaped incentives for politicians to cater to different constituencies. Studies of informal housing and urban citizenship in South Asia frequently link the precariousness of squatter life with the struggle to formalize engagement with the state. However, this article argues that the transition to a more formal mode of making claims on the state is a shift in terrain that is no less negotiated and contested. Through an ethnography of access to electrical power in Islamabad, Pakistan, this article explores the pervasiveness of informality in access to service delivery for a squatter settlement and its bourgeois neighbors. In recent decades election campaigns have shifted their focus from the local to the national level, increasingly featuring party leaders, labels, and national platforms. Despite this trend, there remains significant variation in the local/national orientation of campaigns across countries and parties. This article tests several propositions on why campaigns adopt a local or national orientation by analyzing a unique collection of more than 12,000 geocoded Thai election posters. Specialized software was used to measure the spatial proportions of visual and textual content on each poster. Using Thailand’s mixed electoral system to enable a controlled comparison of electoral rules, I demonstrate …

Understanding The Effects Of Taxi Ride-Sharing: A Case Study Of Singapore, Yazhe Wang, Baihua Zheng, Ee Peng Lim

This paper studies the effects of ride-sharing among those calling on taxis in Singapore for similar origin and destination pairs at nearly the same time of day. It proposes a simple yet practical framework for taxi ride-sharing and scheduling, to reduce waiting times and travel times during peak demand periods. The solution method helps taxi users save money while helping taxi drivers serve multiple requests per day, thus increasing their earnings. A comprehensive simulation study is conducted, based on real taxi booking data for the city of Singapore, to evaluate the effect of various factors of the ride-sharing practice, e.g., …

Despite its popularity and a wide range of applications, social capital is a contested concept. There is also no agreement on whether social capital responds well to external interventions. Many scholars found no or, at most, mixed impacts that social capital can be purposefully developed. However, Burt and Ranchi (2007) and Janicik and Larrick (2005) provided compelling evidence that simple network training can significantly improve participants’ ability to see gaps in their network and develop social capital.
The manifestations of social capital are context-dependent and complex, and rarely map into a single discipline or methodology (Jones and Woolcock, 2007). Hence, …

A new dimension to the determination and computation of stamp duties payable in corporate transactions has been introduced due to the Additional Conveyance Duties (“ACD”) Regime. For companies with significant residential property holdings, liability to pay ACD potentially extends to all transactions involving the issuance, transfer or cancellation of equity interests. This paper considers the impact of ACD on several common corporate transactions in Singapore, addressing the risks practitioners may face in being blindsided by potential tax liabilities. Besides highlighting potential pitfalls, this paper explores the use of advance rulings and preferring debt financing over equity financing for tax optimisation.

Singapore registered design law is largely based on UK legislation and, notwithstanding subsequent amendments, the underlying principles remain broadly similar. The expectations of economic agents have significant impact on their decisions and are key determinants of macroeconomic outcomes such as inflation, economic growth and unemployment. For example, if a worker believes that consumer prices will rise sharply next year, she would demand a wage increase. Similarly, a homeowner with a fixed interest mortgage might make an early repayment if she expects price levels to fall, knowing that the real value of her mortgage debt will increase. In these cases, expectations about inflation could lead to changes in behaviour and in the aggregate, influence prices and become self-fulfilling.

This paper explores how Buddhist groups in Sri Lanka attempt to suppress conversion to Christianity. Conversion to Christianity can dilute the power and legitimacy of Buddhist groups, which has caused them to promote a discourse of ‘unethical’ conversion. My argument is that such a discourse is self-Orientalising in nature, and is designed to enable the (re)production of Buddhist hegemony in Sri Lanka. By constructing Buddhists as vulnerable and in need of protection, the hegemonic actions of Buddhist groups are validated. These constructions serve to restrict the religious (and socio-cultural) mobility of Buddhists, and to legitimise the persecution of Christians through …

“Let’s Code!” is an intensive 3-week basic programming course that aims to formally expose pre-university students in Singapore to programming. This course was conducted in blended-learning format, and included lecture videos, self-check quizzes, video conferences, meet-up tutorials and take-home programming assignments. The authors hope to capture the experience gained from running this course for educators who intend to implement similar courses in the future. Besides a detailed description of this course, significant changes that were made based on feedback from participants and members of the teaching team are documented here.

The Customer Satisfaction Index of Singapore (CSISG) computes customer satisfaction scores at the national, sector, sub-sector, and company levels. The CSISG serves as a quantitative benchmark of the quality of goods and services produced by the Singapore economy over time and across countries. The fourth quarter results mark the end of measurement for CSISG 2017. Singapore’s 2017 national score was computed using the data collected during these four quarters.

This article examines the evolution of Taiwan’s relationship with Singapore since the 1960s as a unique case study in the Asia-Pacific. The theoretical concept of recognition in international relations (IR) and its nexus with international law are used to analyze the conclusion of the bilateral military and trade agreements absent diplomatic relations. The article argues that beyond security dimensions, the two states’ struggles for recognition exhibit the formation of national identities, which invigorate the claims for sovereign state status in global politics. The new additional conveyance duties regime has gone beyond attempting to achieve tax neutrality between direct transfers of residential property and indirect transfers through the use of property-holding entities. It taxes an entirely new tax base and raises issues such as: the extremely broad concept of an “associate” relationship; definition of “unit in a property trust”; anti-avoidance provisions; liability for providing false information; tax neutrality; and the considerable flexibility that the section 23 Order provides the Government. This article analyses the regime in detail and considers the implications of various changes to the prescribed values in the section 23 Order.

Two contrasting mistakes plague contemporary China studies as we try to fit Chinainto social science theory. On the one hand, we tend to apply theories derived fromthe West, fitting China’s square peg into theory’s round hole. In the process, wemiss something important about China, or conclude that China simply doesn’t fit.Dissatisfied with this, we sometimes conclude that China is unique, studying it in atheoretical vacuum, or inventing China-specific theories and concepts that are difficult to apply elsewhere.
