This paper examines the role of ASEAN in the resolution of territorial conflicts between its member states. It studies the border dispute cases of Vietnam-Cambodia and Indonesia-Malaysia, before turning its focus to the Thai-Cambodian conflict over Preah Vihear (Phra Wihan). The domestic political contexts in both countries provided important reasons for the weak role ASEAN has been able to play. But the association's struggle to find a meaningful place in dispute settlement is not limited to Preah Vihear, and it will likely continue as long as member states are unwilling to make use of the mechanisms they once created. This article compares higher education and the internationalization thereof in ASEAN, with special reference to Thailand. While the comparison of higher education in ASEAN uses secondary data, the situation of higher education in Thailand utilizes primary data obtained from in-depth interviews. The results show that higher education sectors in ASEAN member countries are extremely diverse. Most ASEAN countries are facing two major challenges though, namely to (i) increase tertiary enrolment and (ii) improve the quality of higher education, although the extent of quality concerns varies substantially within and across member countries. This article discusses the trends toward populations aging in ASEAN and their challenges. It also assesses programs conducted under the Second National Plan for Older Persons in Thailand to extract lessons for policy formulation and development programs responding to population aging in other ASEAN countries. This assessment is based on findings from the project on Monitoring and Evaluation of the Second National Plan for Older Persons (2002-2021). The lessons learnt from Thailand seem to indicate that it is necessary for each ASEAN country to have concrete long-term plans for their elder populations. This paper argues that commercialization of indigenous cultures may contribute to their continued survival. This is based on the findings from a case study in Ifugao, Philippines. Because of various factors like the conversion to Christianity, the adaptation of national systems of government and education, and the introduction of international mass media, the indigenous Ifugao cultural practices are vanishing. In an attempt to revive these practices, the municipal and provincial governments in Ifugao are arranging annual festivals showcasing indigenous culture. The South China Sea has sea lanes of global significance, rich fishing grounds, and potentially vast oil and gas reserves. ASEAN members arc in conflict over Chinas claims in the area, but are working towards a binding code of conduct. Unity within ASEAN and continued diplomatic efforts will be essential to preventing disputes leading to armed conflict. By solving its internal inconsistencies and achieving stability, ASEAN will be able to promote its centrality in the region's security architecture as well as its importance in the global arena.

This article explores the relevance of the concept of human security in ASEAN within the context of the development of the ASEAN Charter. Human security is a relatively new norm in ASEAN. It entered dialogue at the ASEAN level only recently, and has been discussed ever since. However, the ASEAN Charter does not mention human security despite its explicit codification of human rights, another human-centric norm. This paper investigates the social welfare and social security situation of Burmese refugees1 living in temporary shelters along the Thai-Myanmar border. This paper illustrates the connection between environmental problems, social conflict, and security problems, both individual's security and state's security. It argues that environmental and security problems are not a result of natural resource depletion, environmental degradation, or of a failed state only, but are also caused by the modern sovereign state exercising its rights to possess and manage natural resources over the rights of community. The Xayaburi Dam is a 1,260 megawatts project proposed to be built on the Mekong River's mainstream in Xayaburi Province, Lao PDR. The projects lead developer is the Thai construction company Ch. Karnchang, the proposed financiers are Thai commercial banks, and 95 percent of the electricity generated would be exported to Thailand. This paper determines how the Xayaburi Dam could affect human security at the regional scale and in the locality of the project, and evaluates the extent to which decision-making through the intergovernmental Mekong River Commission and the energy planning process in Thailand has accounted for these potential changes …

This article examines the functions of the concept of human security in Japans foreign policy. Tracing the process by which Japan internalized the idea into policy formation and public discourse, the article shows that human security as a concept has served multiple purposes in the national quest for appropriate international roles. On one hand, the concept is used to resist the twin forces pulling Japanese roles away from the desirable status quo. Two decades ago India's then finance minister and current prime minister Dr. Manmohan Singh set India on a new course of liberalization, privatization and globalization. This paper argues that the economic reform of 1991 was based on the concept of progress in the philosophy of neoliberalism, realized through the typical structural adjustment imposed by the World Bank and IMF, combined with Manmohan Singh's own vision of reform.
