The Water Quality Monitoring Protocol Narrative Version 1.0 describes a general overview of the status of water resources throughout the parks in the National Park Service’s Northern Great Plains Network (NGPN), the objectives, the field methods, and the sampling design selected for this long-term monitoring program. This paper examines the political and social vulnerabilities of climate change, with the use of two salient case studies, the Republic of the Maldives and Kenya as exemplars of effects observed and projected. The susceptibilities for each nation are examined, with unique sensitivities highlighted and common themes synthesized between the two states. Examples of existing conflict, and implications of projected territorial conflict will be discussed. Policy outcomes will also be discussed for the situation of each nation, each with its own set of contextual sensitivities in the face of climatic shifts. During the last century, much of the prairie within the Northern Great Plains has been plowed for cropland, planted with non-natives to maximize livestock production, or otherwise developed, making it one of the most threatened ecosystems in the United States. Within Nebraska, greater than 77% of the area of native mixed-grass prairie has been lost since European settlement (Samson and Knopf 1994). In response to a dual problem of critical water scarcity and rapid population growth, leaders of metropolitan Las Vegas implemented a region-wide, internationally marketed sustainability campaign. Preliminary studies found that, while sustainability policy attains its rhetorical goals, solutions initiated not only perpetuate but also purposefully expand the original dual problem to justify continuous water resource acquisitions. To examine this sustainability conundrum constructed by leadership—problem-perpetuation rather than problem-resolution—a critical examination in resource management asked two basic questions: what is being sustained and by what means? The Colorado River is an economic, environmental and cultural lifeline of the southwestern United States, and the allocation of its scarce waters are a source of ongoing controversy. This year marks the 50th anniversary of the Supreme Court decision in Arizona v. California. While the case was an important landmark in the still-evolving relationship between these two Lower Basin states, it remains most relevant today by the way in which it clarified federal rights and responsibilities. Scope of Analysis

North American bats are highly unique animals that have historically been overlooked by land managers and misunderstood by the public. Bats are unique as the only true flying mammals and due to their exceptionally long lives (5-15 years) and unusually low reproductive rates (typically one young per year) for their small size. Most North American bat species are insectivorous, serve as the primary predators of nocturnal insects, and can consume up to one-third of their weight in insects per night. Thus, bats play a role in regulating insect populations, insect-related ecological processes, and nutrient redistribution and cycling …

Executive Summary

This visitor study report profiles a systematic random sample of Missouri National Recreation River visitors during July 19 - 25, 2012. A total of 467 questionnaires were distributed to visitor groups. Of those, 256 questionnaires were returned, resulting in a 54.8% response rate.

Group size and type: Thirty-eight percent of visitor groups consisted of two or three people and 35% were in groups of six or more. Sixty-four percent of visitor groups consisted of family groups.

State or country of residence: United States visitors were from 29 states and comprised 99% of total visitation during the survey period, …

2011 Monitoring Status

Overview

In 2011, the first year of vegetation monitoring by the Northern Great Plains Network Inventory and Monitoring staff at Scotts Bluff National Monument, efforts resulted in the documentation of 79 plant species. This was the lowest number of species among parks sampled in 2011. Graminoid (grass and grass-like plant) species accounted for only 21 (27%) of the total species, but graminoid cover was much higher than that of any other plant type. Forbs were much more diverse, but did not provide as much foliar cover.

The Northern Great Plains Inventory and Monitoring Network (NGPN) includes thirteen park units located in five northern Great Plains states across six ecoregions. Plant community composition and structure monitoring comprises the core of the vegetation monitoring effort for the NGPN, covering the “Riparian Lowland Plant Communities” and “Upland Plant Communities” vital signs (Gitzen et al. 2010). Homestead National Monument (HOME) was created at the to celebrate the significance of the Homestead Act of 1862 which granted 160 acres of free land to claimants and was one of the most significant and enduring events in the westward expansion of the United States. The National Monument encompasses 184 acres in Gage County, west of Beatrice, Nebraska. This unique site also hosts the oldest prairie restoration in the National Park system, and the second-oldest tallgrass prairie restoration known. This park unit also has a small remnant of native tallgrass prairie and remnants of bur-oak forest.

The Tallgrass Prairie National Preserve (TAPR) encompasses 10,894 acres in eastern Kansas, just north of Strong City. This park unit was created on November 12, 1996 and is the first to protect a nationally significant example of the once vast tallgrass prairie ecosystem. Of the 400,000 square miles of tallgrass prairie that once covered the North American continent, less than four percent remains, primarily in the Flint Hills. The park unit is primarily rocky upland prairies and deep-soiled prairies in the lowlands.
