Executive Summary
In collaboration with the National Park Service, the University of Wyoming Ruckelshaus Institute of Environment and Natural Resources and the Wyoming Natural Diversity Database completed the Natural Resource Condition Assessment (NRCA) for Scotts Bluff National Monument (NM). The purpose of the NRCA is to provide park leaders and resource managers with information on resource conditions to support near-term planning and management, long-term strategic planning, and effective science communication to decision-makers and the public.
Scotts Bluff NM was established in 1919. The purposes of the park include protecting and preserving the Mitchell Pass portion of the Oregon Trail and …

Metoposaurids are Late Triassic temnospondyls that are abundant components of freshwater deposi- tional settings. Although metoposaurids are represented by hundreds of specimens in collections around the world, the vast majority pertain to large-bodied, relatively mature individuals, and as a result, the early stages of ontogeny are still poorly characterised. Small-bodied metoposaurids from North America have traditionally been assigned to Apachesaurus gregorii, interpreted as a diminutive taxon, but this interpretation has not been rigorously tested. Here we provide a morphological description of two new small-bodied metoposaurid specimens from Petrified Forest National Park, AZ, USA. Both provide various anatomical details that improve …

From the early 1960s through the mid-1990s, crime in New York City ran rampant. With a gradually dwindling police during this time, a high unemployment rate, and an rapidly increasing metropolitan population, crime peaked in the early 1990s, with the murder rate hitting a record-high of 2,245 in 1990. When Mayor Rudy Giuliani took office in 1994 and appoint Bill Bratton as the NYPD police commissioner, these rates immediately plunged. Numerous factors may have contributed to this sudden decline in crime: the police force grew significantly through the 1990s, more criminals were placed and held in prison, and the economic …

Outbreaks of coral diseases continue to reduce global coral populations. In the Caribbean, yellow band is a severe and wide-spread disease that commonly affects corals of the Orbicella spp. complex, significantly impeding coral reproduction, and hindering the natural recovery of Orbicella spp. populations. Caribbean yellow-band disease (CYBD) lesions may be severe, and often result in the complete loss of coral tissue. The slow spread of CYBD, however, provides an opportunity to test methods to mitigate the disease. Forest Carbon offsets are being used as a climate change mitigation strategy in multiple programs around the world. But, are programs setup in a way that are ecologically sustainable? This paper reviews concepts pertinent to ecologically sustainable forest management and then examines if Improved Forest Management Carbon offset policies and projects within the California emissions trading scheme are setup in an ecologically sustainable manner. After a review of the Improved Forest Management Protocol and 31 project documents, it is apparent that policies and projects promote aspects of ecologically sustainable management. Abstract
Prior to 2014, bat research at Devils Tower National Monument (DETO) focused on bats present during the summer months. Biologists at DETO assumed local bats were strictly summer residents due to the presumed lack of typical habitat features associated with bat hibernation, such as caves and mines. This lack of traditional hibernacula features at DETO discouraged staff and research cooperators from studying winter bat populations. Despite the earlier assumption that bats were unlikely to hibernate on the monument, DETO documented significant winter bat activity through passive winter acoustic monitoring. This report presents the results of vegetation monitoring efforts in 2017 at Agate Fossil Beds National Monument (AGFO) by the Northern Great Plains Inventory and Monitoring Network (NGPN) and the Northern Great Plains Fire Effects Program (NGPFire). This was the seventh year of field work conducted by NGPN at AGFO.
In 2017, crew members from NGPN visited six long-term plant community monitoring (PCM) plots and NGPFire visited eight additional PCM and fire plant community monitoring (FPCM) plots to collect data on the plant communities at AGFO. Going as far back as the thirteenth century, Britons mined and burned coal. Britain’s supremacy in the nineteenth century depended in large part on its vast deposits of coal, which powered industry, warmed homes, and cooked food. As coal consumption skyrocketed, the air in Britain’s cities and towns filled with ever-greater and denser clouds of smoke. Executive Summary
From 2014-16, the Northern Great Plains Inventory & Monitoring Network (Network)—in collaboration with the Midwest Regional Biologist—used acoustic methods to monitor bat populations at 12 Network parks. Six parks were monitored using the nascent North American Bat Monitoring Program (NABat) framework. Six other parks did not meet a priori criteria for inclusion in NABat so they were monitored using similar methods, but a non-systematic sampling frame.
Fifty-five NABat stations were established along with 62 non-NABat stations. Stations were typically monitored for 4-7 nights each year using equipment that records the echolocation calls of bats. Fourteen mobile survey routes …

Abstract
Inventory and Monitoring Networks of the National Park Service are charged with collecting and reporting data related to the status and trends of key natural resources. We have analyzed a suite of grazing data from 1995- 2016, fire history data from 1998-2015, and vegetation community data from 2002-2014 to better understand trends as they relate to management strategies at the preserve over time. We found that cattle stocking rates declined and fires became less frequent over the latter half of the record. Similarly, bare ground declined, woody species increased slightly, and the floristic quality index was relatively stable with …

This paper presents the causes and consequences of land insecurity in Gulu, Uganda. In order to address this important and often sensitive issue, the paper analyzes the role of the Lord’s Resistance Army (LRA) insurgency and the government’s policy of forced encampment during the insurgency in contributing to land insecurity, causing widespread displacement among former internally displaced persons (IDPs). In recent years, bats have faced increasingly deadly threats on multiple fronts. Cave-dwelling bats have been decimated by the emergence of a disease, white-nose syndrome (WNS), caused by a fungal pathogen, Pseudogymnoascus destructans; and tree bats are dying in large numbers at wind power facilities. First State National Historical Park (FRST) is a new national park unit located in northern Delaware and Pennsylvania. Prior to this study, little information was available on bat species and their activity and distribution within FRST. Abstract
Homestead National Monument of America is a 211-acre park located in an agrarian landscape in southeastern Nebraska. From September 16 to October 1, 2016, park staff deployed acoustic monitors at three sites in the park for purposes of monitoring night-time bat activity. The three sites averaged 179, 48, and 33 bat detections per night. Night-time bat activity was generally highest in the 1-2 hours following sunset.

Executive Summary
The mission of the National Park Service (NPS) is “to conserve unimpaired the natural and cultural resources and values of the national park system for the enjoyment of this and future generations” (NPS 1999). To uphold this goal, the Director of the NPS approved the Natural Resource Challenge to encourage national parks to focus on the preservation of the nation’s natural heritage through science, natural resource inventories, and expanded resource monitoring (NPS 1999). The Upper Columbia Basin Network I&M (Inventory and Monitoring) program and Craters of the Moon National Monument and Preserve are collaborating to monitor winter bat use in Arco Tunnel, which is a safely accessed cave in the northern portion of the monument that consistently has been found with the largest number of bats (~30/year) among the set of caves recently inventoried. Anthropocentric water resources management affects aquatic habitats by changing streamflow regime. Understanding the impacts of water withdrawal from different sources and consumption by various economic sectors at different spatial and temporal scales is key to characterizing ecologically harmful streamflow disturbances. To this end, we developed a generic, integrative framework to characterize catchment scale water stress at annual and monthly time scales. The framework accounts for spatially cumulative consumptive and non-consumptive use impacts and associated changes in flow due to depletion and return flow along the stream network. Sea level rise and other effects of climate change on oceans and coasts around the world are major reasons to halt the emissions of greenhouse gases to the maximum extent. But historical emissions and sea level rise have already begun so steps to adapt to a world where shorelines, coastal populations, and economies could be dramatically altered are now essential. This presents significant economic challenges in four areas. Summary
This report describes the Air Quality Related Values (AQRVs) of the Northern Great Plains Network (NGPN). AQRVs are those resources sensitive to air quality and include streams, lakes, soils, vegetation, fish and wildlife, and visibility. This report also describes air pollutant emissions and air quality in NGPN, and their effects on AQRVs. The primary pollutants likely to affect AQRVs include nitrogen (N) and sulfur (S) compounds (nitrate [NO3-], ammonium [NH4+], and sulfate [SO42-]); ground-level ozone (O3); haze-causing particles; and airborne toxics.

Aim: Ponderosa pine (Pinus ponderosa) experienced one of the most extensive and rapid post-glacial plant migrations in western North America. We used plant macrofossils from woodrat (Neotoma) middens to reconstruct its spread in the Central Rocky Mountains, identify other vegetation changes coinciding with P. ponderosa expansion at the same sites, and relate P. ponderosa migrational history to both its modern phylogeography and to a parallel expansion by Utah juniper (Juniperus osteosperma).

Introduction
In 2014, the preserve’s federal and NGO partners conducted prescribed fires during March, April, and October that encompassed 8129.8 acres of Tallgrass Prairie National Preserve (TAPR). This was a unique burn year in that prescribed burns occurred in the spring, the traditional burn season, and the fall. Fall burns were conducted to support needed archaeological surveys as part of the environmental compliance for a symphony event scheduled for June 2015 at the preserve. Burns at TAPR were coordinated with local US Fish and Wildlife Service (USFWS), The Nature Conservancy (TNC), and various units of the National Park Service.

Abstract
This report presents the results of vegetation monitoring efforts in 2014 at Agate Fossil Beds National Monument (AGFO) by the Northern Great Plains Inventory and Monitoring Network (NGPN).
During the fourth full year of field work, crew members from NGPN visited six plant community monitoring plots to collect data on the vegetation at AGFO. This is part of a long-term monitoring effort that will sample six of 15 randomly located upland plots every year, so that each plot is visited for two consecutive years and then rested for three years, on a five-year rotating basis. Executive Summary
Agate Fossil Beds National Monument is a 3,057-acre park located in western Nebraska. The unit is comprised of northern mixed-grass prairie vegetation, typical of the Northern Great Plains. Weather, fire, and grazing are generally considered to be the ecological drivers of prairie ecosystems and critical for prairie health. However, grazing has essentially been absent since the 1960s. In 2014, a Department of the Interior report explicitly listed the park as a high priority for bison restoration. This report evaluates the feasibility, management options, benefits, and challenges of restoring bison to Agate Fossil Beds National Monument.

Executive Summary
Preserving the national parks unimpaired for the enjoyment of future generations is a fundamental purpose of the National Park Service (NPS). To address growing concerns regarding the overall physical, chemical, and biological elements and processes of park ecosystems, the NPS implemented science-based management through “Vital Signs” monitoring in 270 national parks (NPS 2007). The Northern Great Plains Network (NGPN) is among the 32 National Park Service Networks participating in this monitoring effort.
