Are Government Incentives Effective For Avoided Deforestation In The Tropical Andean Forest?, Pablo Cuenca, Juan Robalino, Rodrigo A. Arriagada, Cristian M. Echeverria

In order to ensure the provision of goods and services from forests, many governments have promoted less-traditional conservation initiatives such as programs of payments for ecosystem services called, more broadly, direct payments for conservation. The Socio Bosque Program (SBP) is a governmental program in Ecuador that directly provides economic incentives to rural families and local and indigenous communities who have voluntarily agreed to comply with some conservation activities. An impact evaluation method (matching) was used to assess the impact of the SBP between 2008 and 2014. This study revealed that on average, the SBP reduced deforestation by 1.5% in those …

Protecting the environment and nurturing peace are global concerns requiring scholarly attention across and within cultures. This essay proposes that cross-cultural exchange serves as an invaluable approach to the goal of communicating about creating a healthy environment and everyday peace. We examine how Wangari Maathai interpreted the meaning and purpose of Mottainai as a global call to save the environment. Mottainai is an ancient Japanese concept that means “Don’t waste! Diverse forms of conservation and development are transforming the material landscapes and related livelihoods of communities in rural places around the world. While many studies focus on changing protected area governance and ecotourism efforts associated with nature protection, other studies focus on residential development in areas experiencing amenity migration. We use a comparative political ecology approach that draws on key insights from the political ecology literature, first, on neoliberal protected area expansion, and, second, on exurbia that highlight the dynamics of competing rural capitalisms and reterritorialization in areas experiencing amenity migration to explore these coupled conservation and development dynamics. This dissertation investigates the use of a conflict sensitivity framework in supporting environmental conservation work. Employing an action research methodology, it consists of a multi-phase evaluation of the design and implementation of Conservation International’s (CI) Environmental Peacebuilding Training Manual. Through needs assessment, formative evaluation, and outcome evaluation phases, the dissertation explores questions related to what conflicts conservation practitioners face; what form a relevant, accessible, and effective conflict sensitivity framework might take; and what effect such a framework might have on the knowledge, attitudes, capacities, and actions of conservation practitioners. In collaboration with the National Park Service, the University of Wyoming Ruckelshaus Institute of Environment and Natural Resources and the Wyoming Natural Diversity Database completed the Natural Resource Condition Assessment (NRCA) for Scotts Bluff National Monument (NM). The purpose of the NRCA is to provide park leaders and resource managers with information on resource conditions to support near-term planning and management, long-term strategic planning, and effective science communication to decision-makers and the public.

Approximately 15.5% of global forest is controlled by ~1 billion local people and the area under community control is increasing. However, there is limited empirical evidence as to whether community control is effective in providing critical global ecosystem services, such as biodiversity conservation and carbon storage. We assess the effectiveness of one example of community-controlled forest, Nepal’s Community Forestry Program (CFP), at providing biodiversity conservation and carbon storage. Using data from 620 randomly selected CFP and non-CFP forest plots, we apply a robust matching method based on covariates to estimate whether CFPs are associated with greater biodiversity conservation or carbon …

Metoposaurids are Late Triassic temnospondyls that are abundant components of freshwater deposi- tional settings. Although metoposaurids are represented by hundreds of specimens in collections around the world, the vast majority pertain to large-bodied, relatively mature individuals, and as a result, the early stages of ontogeny are still poorly characterised. Small-bodied metoposaurids from North America have traditionally been assigned to Apachesaurus gregorii, interpreted as a diminutive taxon, but this interpretation has not been rigorously tested. Here we provide a morphological description of two new small-bodied metoposaurid specimens from Petrified Forest National Park, AZ, USA. Both provide various anatomical details that improve …

From the early 1960s through the mid-1990s, crime in New York City ran rampant. With a gradually dwindling police during this time, a high unemployment rate, and an rapidly increasing metropolitan population, crime peaked in the early 1990s, with the murder rate hitting a record-high of 2,245 in 1990. When Mayor Rudy Giuliani took office in 1994 and appoint Bill Bratton as the NYPD police commissioner, these rates immediately plunged. Outbreaks of coral diseases continue to reduce global coral populations. In the Caribbean, yellow band is a severe and wide-spread disease that commonly affects corals of the Orbicella spp. complex, significantly impeding coral reproduction, and hindering the natural recovery of Orbicella spp. populations. Caribbean yellow-band disease (CYBD) lesions may be severe, and often result in the complete loss of coral tissue. The slow spread of CYBD, however, provides an opportunity to test methods to mitigate the disease. Forest Carbon offsets are being used as a climate change mitigation strategy in multiple programs around the world. But, are programs setup in a way that are ecologically sustainable? This paper reviews concepts pertinent to ecologically sustainable forest management and then examines if Improved Forest Management Carbon offset policies and projects within the California emissions trading scheme are setup in an ecologically sustainable manner. Abstract

Prior to 2014, bat research at Devils Tower National Monument (DETO) focused on bats present during the summer months. Biologists at DETO assumed local bats were strictly summer residents due to the presumed lack of typical habitat features associated with bat hibernation, such as caves and mines. This lack of traditional hibernacula features at DETO discouraged staff and research cooperators from studying winter bat populations. Despite the earlier assumption that bats were unlikely to hibernate on the monument, DETO documented significant winter bat activity through passive winter acoustic monitoring. This report presents the results of vegetation monitoring efforts in 2017 at Agate Fossil Beds National Monument (AGFO) by the Northern Great Plains Inventory and Monitoring Network (NGPN) and the Northern Great Plains Fire Effects Program (NGPFire). This was the seventh year of field work conducted by NGPN at AGFO.

In 2017, crew members from NGPN visited six long-term plant community monitoring (PCM) plots and NGPFire visited eight additional PCM and fire plant community monitoring (FPCM) plots to collect data on the plant communities at AGFO. Scarce water resources in the Western United States, in concert with population growth and climate change, constitute a need to better understand factors that impact water demand. In this dissertation, Chapter 1 provides cultural and historical context for water use in the West and argues that understanding water demand is important, especially when managing scarcity is a goal. Chapter 2 uses aggregate city-level data from four municipalities in New Mexico to investigate seasonal trends and breakpoints. The Dakota Access Pipeline and the events of the accompanying protests are contemporary examples of environmental injustice, with the Standing Rock Nation facing a majority of the injustice. Analyzing Sioux history, the pipeline's previous routes, and the police and state responses to the "protectors", I propose that the Dakota Access Pipeline is a form of distributive, procedural, and substantive injustice.
