The centennial of the National Park Service is inspiring an impressive amount of soul-searching about the agency and the lands for which it is responsible. This is timely and appropriate, as the NPS faces serious challenges that affect the preservation of these precious lands.

Are Countries In Environmental Cooperation Concerned About Relative Gains?, Vivian Chinua Olivia Ike Aug 2016

Are Countries In Environmental Cooperation Concerned About Relative Gains?, Vivian Chinua Olivia Ike

Master's Theses

A country’s decision to join or withdraw from environmental cooperation has been argued by interest based theories to be influenced by the economic cost of international agreements, national interest of countries and the free-rider problem. However, this thesis argues that relative gains is a more decisive factor that influences the decision of countries in international arrangements. It hypothesizes that countries in environmental cooperation are concerned about relative gains. A content analysis of the statements of fifteen countries in international climate change cooperation are analyzed. The countries include the United States, Russian Federation, Canada, Japan, Australia, China, Brazil, South Africa, India, …

Was December Warm? Family, Politics, And Recollections Of Weather, Lawrence C. Hamilton, Mary D. Lemcke-Stampone Jun 2016

Was December Warm? Family, Politics, And Recollections Of Weather, Lawrence C. Hamilton, Mary D. Lemcke-Stampone

Carsey Publications

In 2015 New Hampshire experienced its warmest December on record. The temperature exceeded twentieth century average temperatures by a wider margin than for any month in historical records dating back to 1895. In February 2016, as part of an ongoing study of environmental perceptions, the Granite State Poll asked state residents whether they thought the recent December had been generally colder, warmer, or about average for that month. Only 63 percent remembered it had been above average. The remainder of the winter set a new warmth record as well, so in April 2016 another Granite State Poll asked residents about …

How The Antiquities Act Has Expanded The National Park System And Fueled Struggles Over Land Protection, John Freemuth Jun 2016

How The Antiquities Act Has Expanded The National Park System And Fueled Struggles Over Land Protection, John Freemuth

Public Policy and Administration Faculty Publications and Presentations

As Americans anticipate summer vacation, many are planning trips to our nation’s iconic national parks, such as the Grand Canyon, Zion, Acadia and Olympic. But they may not realize that these and other parks exist because presidents used their power under the Antiquities Act, enacted on June 8, 1906, to protect those places from exploitation and development.

Increasing Access To Potable Water: A Question Of Economics And Governance In Bo District, Sierra Leone, Alissa M. Heiring Jun 2016

Increasing Access To Potable Water: A Question Of Economics And Governance In Bo District, Sierra Leone, Alissa M. Heiring

Lawrence University Honors Projects

This paper analyzes existing supply gaps that are impeding rural water access in Bo District, Sierra Leone. On a national and district level, Sierra Leone has failed to meet the target of 70% access to potable water inspired by the United Nation’s Millennium Development Goals. This paper focuses on Bo District due to its near total inclusion in the Sewa River basin and split urban and rural population. Given the existing political and economic constraints, this paper identifies the most feasible way to sustainably increase access to potable water in Bo. To develop the recommendations, current supply gaps in rural …

The Role Of The Nigerian Institutional Environment On Foreign Direct Investment Inflows, Theresa Onaji-Benson Jun 2016

The Role Of The Nigerian Institutional Environment On Foreign Direct Investment Inflows, Theresa Onaji-Benson

Bullion

Literature on the determinants of foreign direct investment has focused on the influence of macroeconomic conditions and market size, with research on the role of institutions on foreign direct investment especially in developing economies remaining inconclusive This paper seeks to study the Nigerian institutional environment how its positions may affect the inflows of foreign direct investment activity. The study employs the use of time series regression analysis of data sourced from the World Bank governance indicators and the Heritage Foundation index and finds that some institutional factors positively influence the level of foreign direct investment inflows.

Policy Options To Mitigate Cigarette Filter Litter In California, Max Wechsler May 2016

Policy Options To Mitigate Cigarette Filter Litter In California, Max Wechsler

Master's Projects and Capstones

Approximately 16.2 billion cellulose acetate cigarette filters are littered in California annually. Cigarette filter litter (CFL) creates an annual financial burden of over $1.27 billion for California. CFL also poses unquantifiable damages to human and environmental health in the form of ingestion, toxicity, formation into microplastics, and quality of life degradation. These costs and damages warrant the adoption of policy measures in order to mitigate CFL. Cigarette taxes and fees raise government revenue, but they are politically challenging due to California Proposition 26. Locational smoking bans encourage anti-smoking cultural norms and may decrease consumption, although indoor smoking bans may increase …

Nuclear Power Plant Policy Comparison Between The U.S. And Republic Of Korea, Vara Ha May 2016

Nuclear Power Plant Policy Comparison Between The U.S. And Republic Of Korea, Vara Ha

Sustainability and Social Justice

Five years after the Fukushima accident, people and countries still argue about the opportunity costs of denuclearization. While nuclear power generation has safety and waste issues, it is carbon free. Climate change has created more pressure for greenhouse gas reduction, so a few countries have decided to maintain or even increase nuclear power generation. The United States ranks first for using nuclear power produced by electricity generation, while the Republic of Korea, the closest country in proximity to Japan, ranks fourth in countries that use nuclear power. In fact, Korea even rapidly increased nuclear business after the Fukushima accident. Despite …

The Influence Of Agriculture Policy: The Effects Of The Farm Bill On Farm Size, Crop Choice, And Trends In Agriculture, Emma Cotnoir May 2016

The Influence Of Agriculture Policy: The Effects Of The Farm Bill On Farm Size, Crop Choice, And Trends In Agriculture, Emma Cotnoir

Sustainability and Social Justice

The agricultural sector in the United States is accounts for a large portion of the economy as well as environmental degradation, yet agricultural policy is often overlooked. This paper will look at one longstanding piece of legislation known as the Farm Bill, specifically the 2008 and 2014 versions, and the way the Commodity and Crop Insurance measures steer the industry. Secondary data was taken from the United States Department of Agriculture (USDA), along with peer reviewed journals and studies.

Trends would suggest that while other factors are involved, the Commodity subsidies encourage larger farms as well as a shift towards …

Exchange Patterns And Relations In Collaborative Governance., Charles Wharton Kaye-Essien May 2016

Exchange Patterns And Relations In Collaborative Governance., Charles Wharton Kaye-Essien

Electronic Theses and Dissertations

Collaborative governance has received considerable attention in recent years. From environmental resource management to public safety, collaborative governance continues to play a vital role in regional problem solving. In spite of this increasing popularity previous attempts to model the political, economic, and demographic determinants of collaboration have in most cases produced inconsistent results, thereby undermining the ability to generalize from such findings. Additionally, our understanding of the relational patterns that emanate from collaborative agreements remains fairly rudimentary. The main objective of this research is to address some of the gaps in the literature and improve our understanding of collaborative governance …

Social Media & Political Engagement: Environmental Organizations, Social Media And Political Engagement, Tyler Cate Apr 2016

Social Media & Political Engagement: Environmental Organizations, Social Media And Political Engagement, Tyler Cate

Political Science Theses and Capstones

Social media is becoming more important in today’s digital society, but how effective is the use of social media when it comes to political engagement? How do environmental organizations use social media and is it effective in encouraging their “followers” to engage in online and/or offline political activity? I collected Facebook and Twitter data from ten environmental organizations to assess the effectiveness of each posting. I hypothesize that the groups making direct calls for action via social media receive a greater response – beyond “clicktivism” or “slacktivism” – than the groups that do not. The data includes the number of …

Inquiry Into The Implementation Of Bush’S Executive Order 13211 And The Impact On Environmental And Public Health Regulation, Elizabeth Ann Glass Geltman, Gunwant Gill, Miriam Jovanovic

Publications and Research

Executive Order 13211, promulgated in 2001, requires the federal government to consider the impact of federal action on energy independence as part of the George W. Bush’s National Energy Policy. This law review examines whether EO 13211 was used to curtail environmental protection and natural resource conservation. The article begins with a review of the procedure required of federal agencies under EO 13211 and its associated documents. The paper then examines case law and published federal rulemaking proceedings and examines how federal agencies apply tests to evaluate the potential energy effect. The study concludes that EO 13211 strikes a reasonable …

They Come Like The Clouds: Governing The Mountainous Periphery, Jared Sousa Apr 2016

They Come Like The Clouds: Governing The Mountainous Periphery, Jared Sousa

Independent Study Project (ISP) Collection

This paper addresses the extension of governmental power into the mountainous periphery of the village of Dho Tarap in the Dolpa District of Nepal. New technologies, new markets, and new social dynamics are penetrating the Himalaya and reshaping the connections that mountain people have to the outside world. In this context of connectivity and modernity, the people of Dho Tarap are also being thrust into far closer proximity to the Nepali government. After a series of geopolitical moves in Nepal and China in the 1960s, Dho Tarap as part of an isolated border region has been a part of a …

Faith In A Changing Planet: The Role Of Religious Leaders In The Fight For A Livable Climate, Morissa Zuckerman Jan 2016

Faith In A Changing Planet: The Role Of Religious Leaders In The Fight For A Livable Climate, Morissa Zuckerman

Pitzer Senior Theses

Progressive religious leaders are playing an increasingly important role in the effort to combat climate change. Through a combination of unstructured in-depth interviews and primary source analysis, this thesis highlights nine U.S. religious leaders from various denominations of Christianity, Judaism and Islam who are actively involved in working on climate issues. Drawing on literature in social movement theory, I explore how clergy are uniquely influential in climate issues because of the organizational advantage and moral authority they hold through their positions as religious leaders, granting them the ability to highlight social justice implications of climate change with distinctive legitimacy. Clergy …

The Ethical Issues Of Dumping Electronic Waste In India, Krista E. Dawson Jan 2016

The Ethical Issues Of Dumping Electronic Waste In India, Krista E. Dawson

Augustana Center for the Study of Ethics Essay Contest

Electronic waste, also referred to as “e-waste,” is all waste made from electronic products such as computers, mobile phones, digital music players, refrigerators, washing machines, and TV’s (Pinto, 2008). There is e-waste produced in the manufacturing process as well as the final disposal of the product. Although developed countries consume most electronics, it is increasingly common for countries that are still developing to possess electronic goods (Larrdis, 2011). Use of technology and connection to worldwide networking is a huge step for the progress of these countries, but having gained a “part” of the developed world without the associated infrastructure to …

Crossing The Line: Navigating A Polluted Transboundary Watershed, Celia T. Tobin Jan 2016

Crossing The Line: Navigating A Polluted Transboundary Watershed, Celia T. Tobin

Graduate Student Theses, Dissertations, & Professional Papers

Montana’s Lake Koocanusa sits at the end of a river system that drains Canada’s most productive coal country. Today, the waters of the massive lake contain a mineral called selenium, a poorly understood byproduct of mine waste. This summer, the U.S. federal government will be in a position to declare that the selenium in the lake puts Canada in violation of its international treaty with the U.S. The Montana government, however, is preparing to argue otherwise through its own water analysis. The disagreement has U.S. ecologists frustrated with the state’s position, saying they won’t practice science that is slave to …

Fish Landings At The World’S Commercial Fishing Ports, Tim Huntington, Fiona Nimmo, Graeme Macfadyen Dec 2015

Fish Landings At The World’S Commercial Fishing Ports, Tim Huntington, Fiona Nimmo, Graeme Macfadyen

Journal of Ocean and Coastal Economics

In 2009, the United Nations Food and Agriculture Organization (FAO) adopted the Agreement on Port State Measures to Prevent, Deter and Eliminate Illegal, Unreported and Unregulated (IUU) fishing (PSMA). Countries that ratify the treaty commit to exert greater control at ports over foreign-flagged vessels to detect IUU catch before it is offloaded from vessels, and prevent the ill-gotten catch from entering the world’s markets. The PSMA, when effectively implemented globally, will be a major deterrent to IUU fishing. A major challenge to selecting ports for enhanced controls has been the lack of data on which ports are the world’s largest …

Which Came First, People Or Pollution? A Review Of Theory And Evidence From Longitudinal Environmental Justice Studies, Paul Mohai, Robin Saha Dec 2015

Which Came First, People Or Pollution? A Review Of Theory And Evidence From Longitudinal Environmental Justice Studies, Paul Mohai, Robin Saha

Environmental Studies Faculty Publications

A considerable number of quantitative analyses have been conducted in the past several decades that demonstrate the existence of racial and socioeconomic disparities in the distribution of a wide variety of environmental hazards. The vast majority of these have been cross-sectional, snapshot studies employing data on hazardous facilities and population characteristics at only one point in time. Although some limited hypotheses can be tested with cross-sectional data, fully understanding how present-day disparities come about requires longitudinal analyses that examine the demographic characteristics of sites at the time of facility siting and track demographic changes after siting. Relatively few such studies …

The Role Of The State, Multinational Oil Companies, International Law & The International Community: Intersection Of Human Rights & Environmental Degradation Climate Change In The 21st Century Caused By Traditional Extractive Practices, The Amazon Rainforest, Indigenous People And Universal Jurisdiction To Resolve The Accountability Issue, Marcela Cabrera Luna Dec 2015

The Role Of The State, Multinational Oil Companies, International Law & The International Community: Intersection Of Human Rights & Environmental Degradation Climate Change In The 21st Century Caused By Traditional Extractive Practices, The Amazon Rainforest, Indigenous People And Universal Jurisdiction To Resolve The Accountability Issue, Marcela Cabrera Luna

Master's Theses

Local, national and international conventions that protect indigenous sovereignty and their territories, where many of the resources are extracted from by multinational corporations (MNCs) particularly oil, the number one commodity of the world and cause of climate change, continue to be jeopardized because of the lack of a clear international legal framework that can protect them and potentially hold multinationals accountable for their actions. These practices are causing not only environmental issues to the indigenous and surrounding communities, but climate change is in fact, the real human rights issue of the 21st century and it affects everyone. By using …

Trump And Sanders Supporters Differ Sharply On Key Scientific Fact, Lawrence C. Hamilton

Carsey Publications

In this fact sheet, author Lawrence C. Hamilton reports the results of a recent WMUR/CNN poll by the UNH Survey Center asking more than 700 New Hampshire residents whether they would vote for Donald Trump or Bernie Sanders if the 2016 presidential election was being held on that day, and how candidate preferences matched up with people's beliefs about a basic scientific fact -- the rising concentration of CO2 or carbon dioxide in the Earth’s atmosphere.

The Environment And Civil War: Exploring The Relationship Between The Environmental Performance Index And Incidence Of Internal Armed Conflict, Katerina N. Krohn Oct 2015

The Environment And Civil War: Exploring The Relationship Between The Environmental Performance Index And Incidence Of Internal Armed Conflict, Katerina N. Krohn

Student Publications

The state of the environment is receiving increasing attention. Environmental quality’s possible relationship to violent conflict attracts both popular and academic interest. Prior research has found support for the idea that environmental scarcity is related to higher occurrences of civil war. There have been few comprehensive quantitative studies regarding this relationship. This study tests a more general argument that higher environmental quality can lead to fewer occurrences of internal armed conflict. The study utilizes an environmental performance index found in the Quality of Government Standard Dataset to test its hypothesis. The study finds that the higher the environmental performance index …

Two Steps Forward And One Step Back: An Assessment Of How Uneven Economic Development Affects The Number Of Civil Wars, Cassandra M. Scheiber Oct 2015

Two Steps Forward And One Step Back: An Assessment Of How Uneven Economic Development Affects The Number Of Civil Wars, Cassandra M. Scheiber

Student Publications

The effects of economic development are enormously important in understanding the causes of civil war and the requirements for successful post-conflict reconstruction. In recent decades we have seen an increase in the number of civil wars because of a phenomenon known as the conflict trap. I question why we see an increase in civil wars and what role unstable economic development plays in contributing to the conflict trap. This paper offers evidence to support the hypothesis that uneven economic development increases the risk of multiple civil wars occurring in a short amount of time. Based on the results of testing …

Moishe Postone And The Critique Of Traditional Marxism: Helplessness And The Present Moment Of The Great Acceleration, Alexander M. Stoner, Andony Melathopoulos Jan 2015

Moishe Postone And The Critique Of Traditional Marxism: Helplessness And The Present Moment Of The Great Acceleration, Alexander M. Stoner, Andony Melathopoulos

Book Sections/Chapters

This chapter situates Moishe Postone's critique of traditional Marxism in relation to the present moment of the Great Acceleration. We engage a close reading of Postone reinterpretation of Marx's mature theory of capital with specific focus on the linkage between economic growth and ecological degradation, and how this linkage is necessary connected to social domination in modern capitalist society. Postone's Marxian theory is significant because, as we demonstrate, it allows one to grasp societally induced environmental degradation following WWII in a critical and reflexive manner. The chapter concludes by discussing the growing sense of helplessness that defines the present moment …
