Despite the comical title, there is a lot of corruption in East Chicago (IN) politics. One mayoral election had to have a “do-over” because of fraudulent absentee ballots, and a former mayor is doing time in jail for using public monies to remodel his home. This cornucopia of corruption extended to the indictment of six public officials (the so-called Sidewalk Six) in East Chicago for misusing public funds for political gain, specifically vote-buying, in the 1999 mayoral reelection of Robert Pastrick. Recent events have demonstrated a divergent understanding of sexual harassment and other forms of sexual misconduct. Although sociocultural standards regarding sexual misconduct have changed over time, including improved social and workplace standards and protections, it is clear that not everyone views these events through the same lens. The lens is even less clear when potential misconduct is viewed from the distinct perspectives of a “victim” and a “perpetrator.” We surveyed 424 undergraduate and graduate students at Indiana University Kokomo to identify the impact of perspective and various sociodemographic characteristics that may influence perceptions of what is, and is not, sexual …

Going To Extremes: The National Parent Teacher Association And Political Extremism In The 1960s, Sarah E. Heath

In the 1960s, the National Parent Teacher Association (PTA) reported efforts at “infiltration” by conservative extremist groups, including the John Birch Society (JBS). Extremists sought to take over PTA meetings to obtain a mainstream platform for minority opinions. The PTA parried extremists’ efforts with a deluge of activities and publications dedicated to democratic fair play and research-based approaches to education. In spite of a coherent plan for dealing with such techniques in the 1960s, the methods used by the Birch Society and other conservative extremist groups appear to have resumed in contemporary educational discussions. I analyze the firm-level effects on Colombia entering into Preferential Trade Agreements (PTAs) between 2007 and 2013. The combination of detailed firm-level data and PTAs make this article unique. In particular, I look at two separate potential trade-promotion effects of the agreements. The first result deals with how exporting firms in Colombia respond to the tariff cuts in the agreements. The tariff cuts from the agreements increase the size of exports by Colombian firms (the intensive margin); however, tariff cuts do not increase the number of exporting Colombian firms (the extensive margin). Racial Segregation In Indianapolis, 1990–2010: A Spatial Perspective, Vijay Lulla, Owen Dwyer

The index of dissimilarity is the most widely used method for measuring racial segregation. When applied to Indianapolis, this index has returned results showing the city to be among the most segregated in the country. The resulting measure, however, suffers from two shortcomings. First, the index of dissimilarity is sensitive to the census-defined geographic unit chosen for the analysis; thus, this index returns different (though proportionate) results depending on whether the population data are aggregated to larger or smaller enumeration units. Second, the index of dissimilarity cannot account for the influence of spatial proximity; adjacent census blocks interact regardless of …

Because Hollywood films often lack black representation, films on slavery and civil rights often fail to recognize the roles that black Americans have played in their own emancipation from slavery and in the civil rights movement. Our contention is that historically inaccurate films perpetuate inaccurate understandings of Black history and thus inform contemporary race relations. We selected a more and a less accurate film about slavery and about the civil rights movement, discussing these four films in terms of their historical context.

This article examines the roles of family members in the mid-19th century in America, using the Willard family as a case study. Ultimately, this thick description of the Willard family demonstrates that power within the family structure was neither intrinsic nor static; moreover, one person did not control the family and its decisions at all times. Instead, each family member, depending upon circumstances, situations, and his or her own nature, negotiated and laid claim to power through various sources of authority. Food and fiber production on America’s farmlands have a major influence on the environment, therefore, soil and water conservation practices are critical. NRCS has provided no-fee technical assistance for nearly 100 years through the Conservation Technical Assistance (CTA) program. The CTA program is essential because it provides technical knowledge directly to farmers for planning and implementing conservation practices that are proven to benefit environmental health and on-farm production. CTA program funds support NRCS staff and training and are thereby the local service delivery vehicle for all NRCS programs. This article offers an exploration of what the social consequences are when modernity strips away religious-human relationships to the land. The two texts Black Elk Speaks and Grapes of Wrath both include moments of anonymous forces imposing systematic modernization on society. Particularly, I try to understand the controversial subject of societal rebirths, traditionally defined through employment and steady food source availability. This paper proposes an approach to societal rebirths that emphasizes the importance of spiritual connection to the land through a critical analysis of Bakhtin's theory of Chronotope and Leopold's theory of Land Ethic. Recent reports estimate that the marshes of the Mississippi Delta receive just 30% of the sediment necessary to sustain current land area1. An extensive monitoring campaign by the USGS and LCPRA provides direct measurements of sediment accumulation, subsidence rates, and deposit characteristics along the coast over the past 10 years2, allowing us to directly evaluate this sediment balance. By interpolating bulk density, organic fraction, and vertical accretion rates from 273 sites, a direct measurement of organic and inorganic sediment accumulation can be made. Results show that a total of 82 MT/year of sediment is delivered to the coast. Using a …

Accurate and timely data regarding freshwater fish communities is important for informed decision-making by local, state, tribal, and federal land and resource managers; however, conducting traditional gear-based fish surveys can be an expensive and time-consuming process, particularly in remote areas, like those that characterize much of Alaska. To help address this challenge, we developed and tested five multi-species environmental DNA (eDNA) primer sets for the simultaneous detection of up to 37 target fish species in a single sample. This study was an evaluation of the spectral signature generalization properties of coral across four remote Pacific Ocean reefs. The sites under consideration have not been the subject of previous studies for coral classification using remote sensing data. Previous research regarding using remote sensing to identify reefs has been limited to in-situ assessment, with some researchers also performing temporal analysis of a selected area of interest. Executive Summary
This report describes the results of a visitor study at Niobrara National Scenic River (NSR) conducted from July 15 through July 24, 2016. During the sampling period, 253 visitor groups were contacted to participate in the survey. Of those groups, 217 agreed to participate in the study by accepting a mail-back survey packet. Questionnaires were completed and returned by 110 visitor groups, resulting in a completion rate of 51% among those visitor groups that agreed to participate in the study and an overall response rate of 43% for the study.

In accordance with guidelines set forth by the National Park Service Inventory and Monitoring Division, a quality-assurance plan has been created for use by the Heartland Inventory and Monitoring Network in the implementation of the White-tailed Deer Monitoring Protocol (HTLN 2018). This quality-assurance plan documents the standards, policies, and procedures used by the Heartland Network for activities related to the collection, processing, storage, analysis, and publication of monitoring data. As increasing institutional paralysis and polarization demonstrate, citizens are not engaged or motivated by ecological challenges because they struggle to identify with our catastrophic relationship to nature in this urban, anthropocentric, and climactically-fraught modern era. Rather than focus solely on natural areas as a pathway to ecological consciousness and action, educators can inspire citizens through a “Pedestrian Pedagogy of Place” that brings wonder and enchantment into our urban public realm. Using the principles of sustainability education and place-based education as a framework, this pedagogy recognizes the sidewalk and pedestrian experience as a shared classroom through sensory, awareness-based learning modalities.

For centuries, Mongolians have relied heavily on the land for their survival. In Selenge aimag, the surrounding Tujiin Nars forest is an integral part of their lives. An area with many uses, it was once so heavily deforested that the majority of the area lost its ecological function. Now, these impacts are being reversed by dedicated government workers, community groups, and regular citizens. The people of this area believe that they are intimately connected with the forest, and that spirits reside within the trees and the land itself. This study was completed as an attempt to visualize, contextualize, and humanize the effects of climate change in the Himalayan orogen through the lens of digital storytelling. The ArcGIS software application, Story Maps, was used to create a highly visual “storytelling” webpage. It combines spatial and empirical data from across the whole Himalayan range with stories and case studies collected in eight villages of Lower Mustang, Nepal. The datasets released for VAST 2018 Mini Challenge 2 pertain to sensor readings capturing chemical concentrations and physical properties from water bodies in the Boonsong Lekagul wildlife preserve. This challenge is in continuation to the VAST 2017 Challenge, where the company Kasios was identified as the culprit in dumping the chemical - Methylosmoline. In the absence of actual chemical measurements in the soil, challenge participants need to visualize chemical contamination based on the proximal water bodies to identify trends of interest. In our inherited meteorological practices and frameworks, weather conditions are managed for us in a range of ways (for example, through architecture, technology, commodity culture, infrastructure, economic rationale). This field guide brings the weather back to the body. A traditional field guide provides tools for the individual sovereign human subject to observe and document nature “over there”. In contrast, through a range of different activities, our field guide not only invites investigation and cataloguing of the field that we also comprise, but also challenges what counts as a noteworthy observation regarding the weather and also climate.

In 1948, a chilling statement from British Malaya’s Director of Agriculture, F. Burnett, made headline news. According to Burnett, unchecked soil erosion across hillside Malaya would soon render the country’s precious agricultural land infertile. Erosion had worsened considerably after the 1880s due to widespread, indiscriminate agricultural and industrial clearing. By the 1920s, it had become a sizeable socioeconomic and environmental issue, thought also to contribute to the scale and intensity of flooding and the likelihood of dangerous landslips. Popular representations of disasters tend to focus upon dramatic moments of chaos. They envision panicked communities desperately scrambling for safety as earthquakes reduce cities to rubble or lava turns villages to ashes. Yet disasters actually unfold on numerous temporal scales. Media reports tend to reduce disasters to discrete events, initiated on the shallow causal timescale of a meteorological fluctuation or seismic disruption. Social scientists, by contrast, have often sought to emphasise the processual nature of disasters—embedding causality in the deeper timescale of a community, in which risk and vulnerability build over months or years.2 Environmental historians elongate causality even further, …

A variety of factors shape environmental policy & governance (EPG) processes, from perceptions of physical ecology and profit motives to social justice and landscape aesthetics concerns. Many scholars have examined the role of values in EPG, and demonstrated that attempts to incorporate (especially) nonmarket values into EPG are loaded with both practical and conceptual challenges. Nevertheless, it is clear that nonmarket values of all types play a crucial role in shaping EPG outcomes. In this paper, we explore the role of nostalgia as a factor in EPG. In this study, I explore environmental discourses circulating among Indigenous transboundary organizations working on environmental initiatives at the border between Ecuador and Colombia. I focus on three global environmental discourses –sustainability, development, and climate change– as they are at the core of the global environmental governance vernacular.
