Relative to the landmass of coastal regions, America’s coasts and oceans contribute a disproportionately high value to the United States economy. For the past fifteen years, the National Ocean Economics Program (NOEP) has compiled time-series data that track multiple indicators for economic activities, demographics, natural resource production and values, non-market values, and federal expenditures in the U.S. coastal zone on land and in the water. On our website (www.oceaneconomics.org), government agencies, academia, industry, advocacy groups and the general public representing more than 40 nations— have had interactive access to this information and used it widely for many different purposes.

In the spring of 2015, City & Regional Planning faculty conducted a campus-wide transportation survey as part of work on the campus Climate Action Plan. The survey represented spring 2014 commutes and was issued to a sample of full and part-time CalPoly faculty, staff, students and auxiliaries with assistance from Facilities Services and the Vice President for Administration and Finance.
The total number of responses was 3,961, roughly 17% of the entire campus population of roughly 23,000. Unsurprisingly, the majority of respondents were students, totaling 68.6%, while the rest were made up of faculty, staff, and visitors. Results are significant …

This paper looks at the impact of electric vehicles on CO2 emissions specifically based on the type of electricity used in each New England state analyzed. The research looks at the question of whether or not emissions will in fact be lowered as electric cars start to take the majority of vehicles used instead of the conventional cars that take up a much larger percent of the motor vehicles used today. The purpose of this research is to examine the history of soil erosion and US agricultural policy in order to show why a soil erosion tax would be a good policy. Part A of this essay focuses on the dust bowl as an archetype for modern agriculture and ecological limits. Historical lessons are drawn from the dust bowl that illustrate why a soil erosion tax would be more practical than past policies for agricultural policy to coerce farmers into implement soil conversation practices. The Developmental Effect Of State Alcohol Prohibitions At The Turn Of The 20th Century, Mary F. Evans, Eric Helland, Jonathan Klick, Ashwin Patel

We examine the quasi-randomization of alcohol consumption created by state-level alcohol prohibition laws passed in the United States in the early part of the twentieth century. Using a large dataset of World War II enlistees, we exploit the differential timing of these laws to examine their effects on adult educational attainment, obesity, and height. We find statistically significant effects for education and obesity that do not appear to be the result of pre-existing trends. Our findings add to the growing body of economic studies that examine the long-run impacts of in utero and childhood environmental conditions.

Agricultural conservation easements have positive externalities but few studies examine the supply-side. This paper explores whether easements may also overcome a credit-market failure, as banks may not be lending based on the full developed value of land. Original survey data test our research hypotheses and show profitable owners and nonoperators to be using easement payments to extract capital from their land by using the preservation programs as a bank. The results also show that the unprofitable owners and operators are reinvesting in their agricultural enterprises. Both results are consistent with an underlying credit-market failure, and the latter suggests that easements …

As an increasing number of homeowners decide to take advantage of distributed renewable resources such as rooftop solar, we may need to rethink the current regulatory paradigm and governance structure of the electric market. This thesis examines the shortcomings of current net metering programs in California. While the current Net Metering 2.0 proceeding highlights a clash of solar advocates and electric utilities, it is in fact revealing an underlying structural flaw that has been present all along. The Gulf of Maine (GOM) American lobster (Homarus americanus) stock accounts for 90% of the U.S. American lobster landings. This makes it an extremely valuable and important fishery on a national scale, but also to the state of Maine. In the past decade, the fishery has experienced rapid fluctuation in landings and price due to anthropogenic influences of the water temperature in the GOM. This paper hopes to analyze the intersection between diversity and numbers of visitors and landscape preservation in the National Park Service. Current scholarship addresses either diversity in the Park System or carrying capacity and human population pressures. However, both are critical issues facing the National Park Service in the 21st century, and looking at the issues in isolation means missing a key interaction and potentially working to solve one problem that in turn amplifies another. Here, diversity of park-goers and preservation priorities will be addressed together, each as part of the other.

Multi-dimensional aspects play a vital role in the task of project-decision making. Environmental effects are to be considered in addition to other technical and non-technical aspects in order to avoid undue environmental damage. This current work introduces a new decision-making algorithm (Socio-Technical-Economic Project Selection or STEPS) that is demonstrated with the use of RCA (recycled concrete aggregate) as riprap for slope stabilization and erosion control which leaches chemical arsenic when in contact with water. In California, voters frequently face ballot propositions dealing directly or indirectly with environmental protection. Records of these votes provide powerful evidence of the character of voters’ demand and willingness-to-pay for environmental public goods (e.g., air quality, watershed ecosystem services, parks and recreation), and have been used in past environmental econometrics research to produce aggregated income and price effect estimates. Using neighborhood-level voting records on seven environmental-related ballot propositions in California between 2002 and 2010, this econometric study investigates the nature of voters’ demand for environmental public goods, focusing on the effect of household income on pro-environment voting. Public transportation plays an integral part in a city's development, but transportation professionals disagree about whether it is feasible to increase the capacity of public transportation systems at a reasonable cost; and if it is, how. This study develops an agent based model that aims to answer this question and provide a framework to compare the effects of improvements in different aspects of the public transportation service. In 2009, the United Nations Food and Agriculture Organization (FAO) adopted the Agreement on Port State Measures to Prevent, Deter and Eliminate Illegal, Unreported and Unregulated (IUU) fishing (PSMA). Countries that ratify the treaty commit to exert greater control at ports over foreign-flagged vessels to detect IUU catch before it is offloaded from vessels, and prevent the ill-gotten catch from entering the world’s markets. The PSMA, when effectively implemented globally, will be a major deterrent to IUU fishing. This research empirically explores the validity of the environmental Kuznets curve (EKC) for the European Union. Data for CO2 emission per capita, GDP per capita, population density, and fossil fuel consumption percentage was gathered for the 28 countries within the European Union for years 1990-2010 and regression analysis was conducted in order to see if the EKC relationship held true. However, under this analysis, that result is inconclusive. As GDP per capita increases, CO2 increases to a certain point and then, instead of having a negative relationship, it continues to increase but at a lesser rate. The coefficients …

An art educator describes how she used her knowledge and experience of artistic and educational initiatives that forefront collective activity in real world settings to transform her backyard into an urban farm with the help of friends and neighbors. She combines an autoethnographic account of her experiences, including original photographs, with research on conceptual artists, participatory culture, and creative placemaking to position her work as participatory environmental art education. Clean Line Energy Partners LLC (Clean Line) is proposing to build the Plains & Eastern Clean Line project, an approximately 700-mile, high voltage direct current transmission line and associated facilities with the capacity to deliver 4,000 megawatts (MW) of wind power from the Oklahoma Panhandle region to utilities and customers in Arkansas, Tennessee, and other markets in the Mid-South and Southeast, areas that lack access to low-cost renewable power. The project will deliver enough energy to power more than one million homes annually in the MidSouth and Southeastern United States.

This investigation analyzes the movement in opposition to the HidroAysén project in Southern Chile that is often referred to as and uses the slogan “Patagonia Sin Represas” (Patagonia Without Dams). The investigation is framed through collective action theory, the study of what incentives and other factors create the conditions for mobilization and group action. Over the past 50 years, more than 90% of dense low-altitude humid forest in the District of Vangaindrano has been lost to deforestation and the remaining fragments continue to be threatened by slash and burn agriculture and selective cutting by local populations. These activities are driven by widespread poverty, population growth, and lack of development, which have made subsistence increasingly difficult. This study investigates logging rates and the stock of five commercially valuable trees in the Ankarabolava-Agnakatrika New Protected Area. This thesis compares and explains the advantages aquaponics farming has over modern industrial intensive farming. Through a comparison natural capital usage, conservation, recycling and cost, the thesis advocates for the expansion of aquaponics usage in urban settings. The thesis also explains the history of intensive farming and aquaponics in America, the science of how aquaponics operates, the economic and environmental costs of modern intensive farming versus aquaponics farming, and the social implications of aquaponics. Corporate Average Fuel Economy (CAFE) standards have historically been set equal across all manufacturer fleets of the same type. Concerns about varying costs across firms and safety implications of standards that are set homogeneously across firms and models resulted in a policy shift towards footprint-based standards. Under this type of standard, individual car models face targets based on the size of the area between the wheelbase and wheel track, so that larger models face less stringent standards, and manufacturers who make, on average, larger cars will face a lighter fleet standard.
