Assisting Defense Conversion Technology Transfer Efforts. A Case Study Of Ohio's Miami Valley, Marissa C. Salvador

Major changes in the geopolitical environment and the social and economic needs of the United States have resulted in resources being shifted away from national defense. Although the expected decrease in defense spending should not be harmful in macroeconomic terms, it can be devastating locally. To mitigate the effects of the drawdown, individual states and local communities must search for ways to bolster their local economies. One avenue that can be pursued to enhance future economic growth is the transferring of technologies to the commercial sector. The Implementation Of Federal Government Policy In The Reuse Planning Of Military Installations: A Case Study Of Gentile Air Force Station, John L. Hoover

Local communities affected by a base closure are uncertain as to their future and look to the federal government for guidance and economic assistance in rebuilding their local economy. The local communities want to close the base with as little federal government interference as possible and convert the base to civilian use with as much federal financial assistance as possible. During 1993-1994 two Air Force Institute of Technology research teams began longitudinal case studies of the base closure and rescue process at Gentile Air Force Station, Ohio to determine the effectiveness of the federal government's current approach. Under the new agrarian policies and economic rules of Article 27, implemented in January 1992, the customary patters of political patronage and loyalty in the countryside no longer operate as before. Campesions now are challenged to think and act like entrepreneurs who assume investment risks in order to successfully participate in competitive markets. But most possess neither the economic resources nor worldviews to be the “campesino entrepreneurs” sought by the government or by the leaders of the Confederación Nacional Campesina (CNC) and the Confederación Nacional de Productores Rurales (CNPR), the two campesino confederations affiliated to the ruling PRI. Can Economic Development Programs Be Evaluated?, Timothy J. Bartik, Richard D. Bingham

The question addressed in this paper seems simple: Can economic development programs be evaluated? But the answer is not simple because of the nature of evaluation. To determine a program's effectiveness requires a sophisticated evaluation because it requires the evaluator to distinguish changes due to the program from changes due to nonprogram factors. The evaluator must focus on the outcomes caused by the program rather than the program's procedures. Evaluations can be divided into two categories--process or formative evaluations and outcome, impact, or summative evaluations. Process evaluations focus on how a program is delivered. Impact evaluations focus on the program's …

This paper provides a guide to economic development policies for local government managers. Local economic development policies today include not only tax subsidies for branch plants, but also job training to provide workers to businesses, advice and support services for potential entrepreneurs, and extension services to help businesses modernize and export. To help local government managers, this paper suggests a number of guiding principles, including: local economic development should be pursued cooperatively across the local labor market; economic development programs should consider the quality of jobs created; tax subsidies are expensive per job created; development subsidies are more effective if …

In 1990, Public Law 101-510 created the independent, five-year Defense Base Realignment and Closure Commission BRAC. This law provided for the Commission to meet in 1991, 1993, and 1995. The 1993 Commission recommended transfer of the Defense Electronic Supply Center DESC, a Defense Logistics Agency inventory control point, to Columbus, Ohio. This action resulted in an Air Force decision to close Gentile AFS, Kettering, Ohio. A case study of the closure and initial redevelopment of Gentile AFS was undertaken to construct a framework to be used by future redevelopment policy makers affected by a defense base closure. In 1988, the Department of Defense DOD began a massive series of military base closures. Communities affected by these closures must contend with regulations of numerous agencies which impact the closure process. Since 1961, DODs Office of Economic Adjustment OEA has assisted communities in their attempts to recover from effects of base closures. In the 1980s and 1990s, the governments level of involvement increased it added the Air Force Base Conversion Agency AFBCA and the Base Transition Office BTO to assist communities recovery efforts.
