The recent decline in American manufacturing probably reflects long-run problems. A sensible approach to revitalizing American manufacturing would focus on overcoming inefficiencies in the development of manufacturing, such as problems in small- and medium-sized manufacturers getting information about deploying new technologies. This approach to revitalizing manufacturing can best be implemented through federal efforts to encourage and support state and local economic development policies that help enhance manufacturing productivity. A decentralized approach to the revitalization of manufacturing encourages a variety of creative policies, is adaptable to local conditions, and is consistent with American political traditions.

High tech industries are industries that include relatively high percentages of scientific and technical workers, or industries that make relatively large expenditures in research and development. The paper examines the question "Does specialization in higher education result in improved economic outcomes for a state as measured by increased research and development (R&D) in the state?" A fixed effects model is employed to estimate how the variation in state funding per pupil across institutions of higher education (a measure of specialization) impacts R&D funding in the state. Expenditure per pupil data from the Integrated Postsecondary Education Data System (IPEDS) from 1992-2000 for the approximately 600 public, 4- year institutions in the U.S., is used to capture the variation in state funding in institutions of higher education. Economically speaking, the 21st century has been a good one for Hampton Roads. By many measures – especially growth in employment and income – Hampton Roads now leads the Commonwealth of Virginia. The war in Iraq had a remarkably small negative impact on the region’s economy. Reversing the trend of the 1990s, defense expenditures have become a more important part of the region’s economy.
