Defense spending continues to rise in importance and now is responsible for more than 40 percent of our regional income generation.

Only one of every six television evening news stories relates to crime or violence, but almost 33 percent of the stories that lead broadcasts focus on crime and violence, while 45 percent focus on some type of crime. African Americans are frequently featured as alleged perpetrators, while Caucasians usually are the reported victims.

As is true nationally, women in Hampton Roads earn less than men. Gender earnings differentials are particularly large in occupations characterized by “crowding” – where women constitute a sizable proportion of those employed. Economically speaking, women may be better off in the Richmond metro area than in Hampton Roads.

Our region is home to 31 companies hailing from the Federal Republic of Germany and they represent the largest contingent (19 percent) of the area’s international firms. These firms “insource” rather than “outsource” jobs and pay above-average compensation to their workers.

According to the U.S. Center for Mental Health Services, an estimated 64,972 people (5.4 percent) suffer from serious mental illness in Hampton Roads. Beginning in the 1970s, these individuals largely have been deinstitutionalized and now live within our communities, where they are served primarily by nine community services boards.

The two most respected rankings of the livability of metropolitan areas are David Savigeau’s Places Rated Almanac (PRA) and Bert Sperling’s and Peter Sander’s Cities Ranked and Rated (CRR). In their most recent editions, PRA ranked Hampton Roads 20th in the nation among 370-plus metro areas, while CRR ranked our region 137th. We analyze where these ratings come from and how we compare to other areas.

The U.S. Intra-Industry Trade With Caribbean Countries, E. M. Ekanayake, John R. Ledgerwood

This paper aims to measure the level of intra-industry trade with special focus on vertical and horizontal intra-industry trade (IIT) in United State's foreign trade with Caribbean countries. One of the main findings is that the observed increase in intra-industry trade between the United States and Caribbean is almost entirely due to two-way trade in vertical differentiation. The second important finding is that the level of per capita income, trade intensity, product differentiation, industry size, and product quality differences are found to affect the shares of all three types of IIT positively.

Lung Cancer Mortality Is Elevated In Coal Mining Areas Of Appalachia, Michael Hendryx, Kathryn O'Donnell, Kimberly Horn

Previous research has documented increased lung cancer incidence and mortality in Appalachia. The current study tests whether residence in coal mining areas of Appalachia is a contributing factor. We conducted a national county-level analysis to identify contributions of smoking rates, socioeconomic variables, coal mining intensity and other variables to age-adjusted lung cancer mortality. Results demonstrate that lung cancer mortality for the years 2000-2004 is higher in areas of heavy Appalachian coal mining after adjustments for smoking, poverty, education, age, sex, race and other covariates. The study used Data Envelopment Analysis (DEA) to examine community attributes of rural counties in West Virginia using variables determining quality of life. This analysis was done to understand the value of the social and economic characteristics associated with different communities as migration patterns in the US are mostly attributed to community characteristics determining the residents’ valuation of the quality of life in an area. County level data was used to identify counties that are inefficient, measured in terms of socioeconomic factors. The data is composed of output variables representing desirable community attributes and input variables representing the undesirable characteristics. …

This paper reports progress in modeling recycling and remanufacturing processes within metropolitan regional economies at the micro and macro levels. The paper presents interim results from a multi-year, inter-institutional research project funded by the National Science Foundation. We identify a number of issues that have arisen from an in-depth industry level analysis of obsolete and waste products generated in the Seattle, WA and Atlanta, GA metro regions from waste electronics (e-waste) and carpet production and consumption. Recycling and remanufacturing activities are gaining in importance, as a growing population and economy use up and wear out modern products, exhaust landfill capacity, threaten the environment, and discard potentially valuable and increasingly scarce resources. As an example, an estimated five billion pounds of carpet were sent to landfills in 2003 (CARE, 2003). Likewise, Americans discard computers, cell phones, LCDs and other electronic devices at an alarming rate. Estimates range from 100 to 250 million such items each year. Leigh and Gill focus on two major, policy relevant sources of change at the local level. First, on the supply side, they examine how responsive community colleges’ are at meeting the needs of the growing immigrant population for education and training. Then, on the demand side, they look into whether the need of local employers for skilled workers is being met, an issue impacted by dynamic technological change and increased global competition.

In 2000, a group of state business recruiters from New England joined to promote New England to corporate real estate and site selection consultants at IDRC’s1 World Congress in New York City. At roughly the same time, the two metropolitan areas of Hartford, Conn., and Springfield, Mass., formed the Hartford-Springfield Economic Partnership (HSEP). These informal ventures that cross state borders represent coalitions of business, academic, political and policy leaders working together to foster the combined regions’ economic well-being.
