West Virginia's overall competitive position in the area of technology-based economic development is characterized as mixed. While the state does have significant technology assets including federal research laboratories, universities and selected firms, these assets fail to produce substantial spillover benefits to the local population and state as a whole. While West Virginia has a relatively strong technological base, a number of factors serve to inhibit economic growth and technology transference.

Organizing and development of low-income communities must take account of microenterprise as the locus of substantial economic activity.

The recent decline in American manufacturing probably reflects long-run problems. A sensible approach to revitalizing American manufacturing would focus on overcoming inefficiencies in the development of manufacturing, such as problems in small- and medium-sized manufacturers getting information about deploying new technologies. This approach to revitalizing manufacturing can best be implemented through federal efforts to encourage and support state and local economic development policies that help enhance manufacturing productivity. A decentralized approach to the revitalization of manufacturing encourages a variety of creative policies, is adaptable to local conditions, and is consistent with American political traditions.

When there is an economic downturn, cities are forced to develop a strategy to revitalize. Increasing the transfer of high technology into the marketplace stimulates the economy. Peters and Fisher evaluate 75 EZs located in 13 states to gain an understanding of the overall effectiveness of state enterprise zones. Faced with a paucity of data on EZs that could be used in standard economic analysis, the authors employ a hypothetical firm model in which they apply various EZ and non-EZ incentives to financial statements created for a set of "typical" firms. Observing the impacts of both types of incentives on firms' financial statements allow Peters and Fisher to predict the firms' resulting behavior. Theses and Dissertations in Urban Services - Urban Management

This study analyzes the effectiveness of a network of five regional organizations to promote economic development in Hampton Roads, Virginia. Using a case study methodology, data collected from organizational documents, media reports, and personal interviews was categorized and triangulated to determine how many regional economic proposals were implemented from 1990 to 2000. This analysis created a regional timeline from which was produced a regional inventory of economic proposals. This study concluded that the regional economic development organizations in Hampton Roads have a fragmented network and their output has been influenced by regional factors.

Anderson and Wassmer examine the use and effectiveness of local economic development incentives within a specific region, the Detroit metropolitan area. The Detroit area serves as a good example, they say, because of the area's 20-plus year track record of its communities offering the gamut of economic incentives aimed at redirecting economic activity and jobs. The evidence they uncover reveals factors that drive cities not just in this Southeast Michigan area, but nationwide to offer particular types of incentives that are more or less generous than those offered by their neighbors.

The authors' extensive research focuses on tax and incentive policies across the 24 most industrialized states in the United States and a sample of 112 cities from within those states.

The Economic And Social Impacts Of Nimbys, Terance J. Rephann

This paper examines some of the issues and controversies that arise when facilities with perceived noxious environmental, social, and economic effects (NIMBYs) locate in communites. Five specific categories of NIMBYs are examined, including: (1) interstate highways, (2) large dams, (3) medium and maximum security prisons, (4) commercial nuclear power plants, and (5) gambling casinos. The paper uses quasi-experimental control group methods to assess the economic impacts of these facilities on U.S. counties during the period 1972-94. The paper shows that few actual negative effects can be attributed to NIMBYs. However, only interstate highways result in broad based effects that measurably …
