Increasing The Economic Development Benefits Of Higher Education In Michigan, Timothy J. Bartik

Upjohn Institute Working Papers

This paper considers how a state such as Michigan can increase the economic development benefits of higher education. Research evidence suggests that higher education increases local economic development principally by increasing the quality of the local workforce, and secondarily by increasing local innovative ideas. These economic development benefits of higher education can be increased by: 1) competent management of conventional economic development programs that focus on business attraction and retention; 2) policies that focus on increasing local job skills by educating the state's residents, as opposed to attracting in-migrants; 3) policies that address specific "market failures" in how higher education …

The Impact Of Intrastate Variations In Higher Education Funding On Intrastate Research And Development Expenditures, Stephanie Nicole Gosnell

Inquiry: The University of Arkansas Undergraduate Research Journal

The paper examines the question "Does specialization in higher education result in improved economic outcomes for a state as measured by increased research and development (R&D) in the state?" A fixed effects model is employed to estimate how the variation in state funding per pupil across institutions of higher education (a measure of specialization) impacts R&D funding in the state. Expenditure per pupil data from the Integrated Postsecondary Education Data System (IPEDS) from 1992-2000 for the approximately 600 public, 4- year institutions in the U.S., is used to capture the variation in state funding in institutions of higher education. This analysis is designed to answer several important questions regarding the impact of research dollars invested in the state of Arkansas. We begin by discussing the state of the state in terms of income measures and measures of educational attainment levels. Throughout this analysis, the state of Arkansas is compared to the U.S., to a group of peer states , and, initially, to the state of Mississippi.

Masters Theses & Specialist Projects

Data on the handweaving program at the Quicksand Craft Center in the Appalachian Mountains of Eastern Kentucky were compiled and analyzed. Four areas--history of the craft program, business organization and financial structure, weave patterns of goods woven and sold by the craft center, and weavers employed in the program --were examined to assess the success of the program in the local community. Factors in the four areas examined contributed to the success of the program. The benevolence, perseverance, and co-operation of the founders, directors and community members involved with the craft center have been largely responsible for the continued success …
