As the state’s flagship institution of higher education, the University of Arkansas delivers a significant economic impact to Arkansas. In 2014, an impact in excess of $1.2 billion came from the University via operations, construction, technology transfer, student expenditures, and visitor spending. The University of Arkansas has a substantial influence on the direction of the state’s economy by fulfilling its mission of developing human capital, growing ideas, and transmitting knowledge to the public.

Historically, a survival method for the most impoverished populations of developing countries has been the collection, accumulation, and sale of recycled materials accessible in the urban waste generated by large metropolitan areas. After Argentina’s economic crisis of 2001, the number of people who participate in this informal sector of work in Greater Buenos Aires boomed due to the financial recession that devastated the country. In the last fourteen years, the population of urban recyclers, colloquially called cartoneros or cirujas, has not diminished. Construction of the Arkansas Research and Technology Park (ARTP) began in 2003 and operations commenced in 2004. For ten years, the ARTP has been impacting the economy of the state of Arkansas in two primary ways. First, the operation of the ARTP enabled the business expenditures of its tenants. Second, there were direct expenditures on one-time construction activities in building the infrastructure of the ARTP. This report considers the overall impact of the ARTP from the beginning of construction to 2014. Over that period, the ARTP impact has been more than a half billion dollars in the Arkansas economy.

Risk preferences drive much of human decision making including investment, career and health choices and many more. Thus, understanding the determinants of risk preferences refines our understanding of choice in a broad array of environments. We assess the relationship between risk preferences, prenatal exposure to sex hormones and gender for a sample of Ladinos, which is an ethnic group comprising 62.86% of the population of Guatemala. Prenatal exposure to sex hormones has organizational effects on brain development, and has been shown to partially explain risk preferences for Caucasians. In the State of South Carolina (SC), African American male adolescents disproportionately face disciplinary action in public schools and other institutions. In 2013, South Carolina’s Department of Juvenile Justice (SCDJJ) released data that listed Black male children comprising 57% of all juvenile referrals in the state. This disproportionate trend is also present in South Carolina’s correctional system. In 2013, South Carolina’s Department of Corrections (SCDOC) reported that out of 20,777 male prisoners, 13,631 were Black. Converting from dry county to wet county status would have a number of tangible and intangible economic benefits for Craighead, Faulkner, and Saline counties. Legal retail alcohol sales are a signal of a contemporary economic development environment. Quantifying the value of that perception is quite difficult, but it is entirely possible to estimate sales effects, tax collections, and other economic impacts of becoming a wet county. This study was conducted by the Center for Business and Economic Research to assess the magnitude of those economic effects.

• 59.9 percent of the 2013 Bikes, Blues & BBQ rally attendees came from outside the Northwest Arkansas region. 57.6 percent of all attendees were from outside Northwest Arkansas and primarily visiting to attend the motorcycle rally.
• The average spending of each motorcycle rally visitor from outside Northwest Arkansas was $401.86.
• Visitor spending generated at least $36.17 in state and local sales taxes per person.
• The average out-of-town visitor stayed in the Northwest Arkansas region for 3.8 days and occupied 0.7 room nights.

Non-market valuation assesses the contributions of ecosystem services to human well-being by determining the preference of users. That is how much money users are willing to pay for ecosystem improvements or how much they are willing to accept for ecosystem losses. Through exploring these preferences, the natural capital can be accounted for economically and quantitatively. It can not only lead to better understanding of ecosystem benefits, but also make it possible to compare ecosystem services with other conventional goods and services (e.g. real estate) in monetary terms.

In 2008, the Center for Business and Economic Research released a study that estimated the economic impact of projected Fayetteville Shale activities from 2008 to 2012. This updated report revisits the assumptions of the initial study, reviews the impact of actual activities in the Fayetteville Shale from 2008 to 2011, and delivers some insights into projected impacts for 2012.

Environmental Justice: Where Are The Fracking Sites?, Elizabeth Adams

This paper looks at the variables that determine the location of hydraulic fracturing wells. Using cross-sectional data on Texas counties, we test whether county income level and the percentage of the population that is minority are significant indicators of well location. This study mirrors other studies that focus on the location of undesirable land uses such as landfills. Our study finds that income level and the size of the minority population are not statistically significant indicators of hydraulic fracturing well location.

Arkansas Medicaid is a joint federal and state program that provides necessary medical services to needy and low-income persons that is administered through the Arkansas Division of Medical Services at the Arkansas Department of Human Services. The Medicaid program is designed to provide the baseline health outcomes that are necessary for the state’s economy to function. The expenditures that are made through the Arkansas Medicaid program significantly affect the Arkansas economy. Frank Broyles retired from the University of Arkansas on December 31, 2007, after a career in the athletic department of the school that lasted 50 years. This report is the third in a series of studies examining the impact of the implementation of the smoke-free ordinance in Fayetteville, Arkansas in March of 2004. The ban on smoking in public places in Fayetteville provides an opportunity to scientifically investigate the economic impact of this change in public policy. By comparing pre-ban historical economic growth rates to post-ban growth rates both within the city of Fayetteville and in comparable communities, some measure of the impact can be developed.
