Michel Foucault is well-known for his theorizations of institutional power, normativity, and biopolitics. Less well-known is the fact that Foucault developed his analysis of biopolitics in and through his historical investigation of neoliberalism. Today, while critique of neoliberalism has become a commonplace of humanities discourse, and popular resistance to neoliberalization rocks the southern hemisphere, it remains unclear that the historical specificity of neoliberalism is well-understood. In particular, the relation between classical liberalism and neoliberal governance remains murky in popular debate. The defining antinomy of the post-2008 crash phase is argued to be the one between neoliberalism and populism. This essay aims to complicate the terms of this antinomy and offers a reading that problematizes the association of neoliberalism with internationalism and globalization on the one hand and populism with nationalism and anti-imperialism on the other. Not only internationalism in its historical origins is an anti-imperialist concept but also today we can easily discern how reactionary forms of populist nationalisms are made possible by globalization of finance—a hallmark of neoliberalism. The essay begins with a brief overview of the role of the neoliberal conception of the laissez-faire market in modern political economy. The essay then goes on to defend three claims: 1) the laissez-faire version of a market should not be considered the economic ideal or baseline version of a market because often the fundamental conditions required to reach a genuine equilibrium are unfulfilled under a laissez-faire environment, 2) a distribution resultant from a laissez-faire market should not be considered the ultima facie just distributive baseline because an unregulated market may allocate commodities according to morally arbitrary factors and requires …
