Eighteenth-century Enlightenment thought has recently been reclaimed as arobust, albeit short-lived, cosmopolitan critique of European imperialism. Thisessay complicates this interpretation through a study of David Hume’s reflectionson commerce, empire, and slavery. I argue that while Hume condemned thecolonial system of monopoly, war, and conquest, his strictures against empiredid not extend to colonial slavery in the Atlantic. This was because colonialslavery represented a manifestly uncivilinstitution when judged by enlightened metropolitan sensibilities, yet also adecisively commercial institutionpivotal to the eighteenth-century global economy. This report provides an analysis and evaluation of the proposed city-county consolidation in St. Louis. The report draws upon theoretical research considering the impact of local government consolidations on efficiency, equity, spillovers, and development. Where possible, we connect the ideas from the academic literature to arguments made regarding the situation in St. Louis. After exploring both the theoretical reasons for and against consolidation, we consider the real-world empirical evidence. Although city-county consolidations sometimes lead to positive outcomes, often they do not. Importantly, the context of consolidation matters. In 2013, a non-profit, Re:Vision, established the Ubuntu Farm to work with the local Somali Bantu refugee population. It was supposed to improve access to fresh produce, offer educational opportunities, skill training and more. Early on in 2014, it became clear Re:Vision was not delivering on its promises, and by 2015 the farm had ceased to exist. Using participant observation, interviews with farm participants and staff and a review of publicly accessible financial documents, I argue that Re:Vision maintained a conflict of mission, which contributed to their farms' failings, despite their ability to grow plenty of vegetables. This paper explores the discursive development of taxation within budget speeches in two countries, the Republic of Ireland and the United Kingdom, from 1970 to 2015 by means of a corpus-assisted discourse analysis. We ask the following questions; how have discourses of taxation developed diachronically in both countries, what are the similarities and differences in the observable discourses across both countries, and for whom and how are these discourses legitimised? Food insecurity is a major challenge among the urban poor who reside mainly in slums. The prevalence and determinants of food insecurity among households living in urban slums of Ibadan, Nigeria were therefore assessed. Data were analyzed using descriptive statistics and ordered probit model. Food insecurity was found to be prevalent among the slum residents, with about 81% being food insecure. Nine out of every 10 (89.1%) households were male-headed. The random characteristics of the variables were tested using the Augmented Dickey Fuller (ADF) technique. The private transfers sent by immigrant workers back to their home countries, or remittances, can improve the development of recipient countries through poverty reduction, higher education, and new business formation. However, the effect of remittances on income inequality is still debatable. While some studies suggest that these transfers are sent to the poor, other investigations find that remittances are directed toward higher-income cohorts, widening the gap between rich and poor. The political economy of communication (PEC) situates media systems and practices in their structural and historical contexts; however, PEC scholars rarely articulate or justify their research methods. To address this oversight, this article explains how PEC scholars use trade publications to study media industries, practices, policy making, and discourses thereof. Following a critical realist approach, PEC researchers “burrow down” in trade press advertisements and reports and “listen in” to the frank, insider discussions therein. This article evaluates the trade press against Scott’s four “quality control criteria” for documentary sources—authenticity, credibility, representativeness, and meaning. The United States increasingly relies on import to meet its demand for critical minerals. Using the case of rare earth elements (REEs), this paper analyzes the conditions and the strategies for the U.S. government to address import dependence. The paper finds that market factors, including the lack of comparable and sufficient substitutes and recycling, the high ratio of import relative to consumption, the high concentration of import supply by country, and regulations from the major supplier country, were insufficient to prompt intervention. It is the argument of this dissertation that states become tax havens as a conscious economic development strategy. These states – more properly referred to as "jurisdictions" because some lack the sovereignty of the traditional Westphalian state – do not have the natural resources or the population to pursue more traditional economic development strategies, but they do have the ability to write or implement laws that create a virtual resource: banking secrecy.
