Economic voting has been blamed for Bush’s loss in 1992, Carter’s loss in 1980, and attributed to Clinton’s win in 1996. I intend to dispel the myths against economic voting by showing that it does occur, and examining the four different manners in which it occurs: retrospective, prospective, pocketbook and sociotropic voting.

Using a radical political economy approach, this thesis examines how changing global economic and political pressures have forced the Ontario government to reconsider their policies toward higher education. Specifically, this thesis describes and analyses provincial government initiatives toward universities in the period 1985 and 1995, and assesses what these changes mean for understanding the functions of Ontario universities in the present era of global economic change. The thesis argues that Ontario universities historically have served three primary functions: ideological, vocational, and research. Political Involvement In Transition: Who Participated, And Electoral Dynamics, In Central And Eastern Europe?, David S. Mason, James R. Kluegel

Using surveys conducted in 1991, this paper examines the sociodemographic, experiential and ideological determinants of nonelectoral and electoral political participation in eight postcommunist states of eastern Europe, with comparisons to Germany and the United States. Comparing the postcommunist states to the capitalist ones, we find the determinants of participation in the former largely conform to the patterns in the west, with education playing an especially large role. In the postcommunist states, we found that youth, political anger and antisocialist ideology were important determinants of political protest and party sympathy, but not of the decision to vote in the initial elections. …

A study of 134 Rhode Island programs, administered during the state's budget crisis in the fiscal years 1987 to 1991, yielded a number of important lessons. The more mandated formula spending there was in a budget, the more uncontrollable was the budget. There is a spending bias ingrained in the political culture. Some nonentitlement spending can be difficult to curtail. Cutback management strategies are inadequate to address significant revenue shortfalls. This paper examines the level and sources of suppon for the market-oriented reforms in East-Central Europe and the relationship between these attitudes and political trust in the governments. The analysis is based on data collected in a common public opinion survey on social, economic and political justice implemented in the spring and summer of 1991 in eleven countries: Russia. Poland, Slovenia, Bulgaria, Hungary, Czechoslovakia, Germany (east and west), Holland, the United Kingdom, Japan and the United States.

In a world where a politician can explicitly auction off a prize to the high bidder, the standard auction literature can be used to analyse political behavior. The justice system, however, precludes politicians from explicitly selling the prize to the highest bidder. Thus politicians cannot let it become public knowledge that they are in the business of selling political favors. An institution has emerged in political markets to overcome this constraint which are termed as lobbying. Lobbyists make implicit payments to the politician through campaign contributions. This volume is a welcome attempt to combine extremely disparate regional literature on structural adjustment programs. The empirical research for the book was conducted in such a way as to generate truly economic hypotheses and conclusions. Bates and Krueger commissioned eight teams of researchers; each composed of at least one political scientist and an economist. The teams' initial agenda was to unravel the puzzle of why good economics means bad politics in relation to these structural adjustment programs. Public opinion research has changed dramatically in the last ten years in Poland, in terms of its methodology, scope, and role in political change. During the "first" Solidarity era (1980-81), the genie of public opinion was let out of the bottle, and even martial law could not entirely put it back. Public opinion polling in the 1980s became more sophisticated and more common, and began to tackle increasingly sensitive political issues. Public opinion came to play a role in the political process, and to give the Polish population a sense of its own purpose and values. It also revealed the …

In its struggle to reform, the Soviet leadership faces a major dilemma in attempting to reconcile economic efficiency with a commitment to social justice. The economic reforms of perestroika call for a greater role for market mechanisms and even private enterprise. However, these policies often run up against a public opinion that is staunchly egalitarian. Public attitudes that are, on the one hand, critical of elite privileges and distrustful of the state distributive apparatus are also, on the other hand, supponive of centralized distribution of resources, limitations on high incomes, and restrictions on private propeny.

The government of the United States offers a guaranteed minimum price per bushel to farmers in return for a reduction in acreage planted. Through this program, the government attempts to control the supply of wheat and stabilize the price of wheat. There is growing debate in the United States as to the effectiveness and prudence of the current program.

This thesis will examine the effectiveness of the guaranteed minimum price program, using the two-stage least squares procedure to examine a demand and supply model. The study will look at the relative stability of the price of wheat and how and …

Because Puerto Rico is not systematically consulted on issues central to its development and because this situation has become so obvious to all island officials during the last decade, elites across the entire Puerto Rican political spectrum felt pressured to ""come out of the colonial closet," tentatively in August 1977 and forthrightly in 1978.3 Every summer since, spokespersons from all political parties have gone before the UN Decolonization Committee to protest the status quo in Puerto Rico. In a research note on 'How Capitalism Infringes Property Rights' {PoliticalStudies, XXXI (1983), pp. 656-61), Peter Morriss attempts to demonstratethat a Nozickian version of rights theory is incompatible with that account ofcapitalism which emphasizes the importance (and value) of entrepreneurialrisk-taking and entrepreneurial failure. Because bankruptcy is an acceptedconsequence of entrepreneurial failure, capitalism, which condonesbankruptcy, in fact condones the violations of the rights of creditors. So much has been done in the name of nuclear deterrence, so much destructive power built by ourselves and the Russians that it may seem rather late in the day, not to say absurd, to wonder whether or not mutual deterrence really occurs and ask what evidence can be adduced to prove it. Yet such a question may be essential to an understanding of international nuclear politics. The problems thus posed are difficult, however, and cannot be solved by direct means.
