A Defense And Expansion Of The Theory Of Capitalist Ground Rent: Speculation, Securitization, And Struggles Over Land And Housing, Francesca Manning

Why are the rents so high? Who is responsible for homelessness, for urban and rural displacement? How can these problems be combatted?

Recent literature addressing these questions has pointed to gentrification and the financialization of land and housing, faulted financialized landlords, hedge funds, and the irredeemable logic of finance, and pointed to the importance of land and housing regulation to prevent displacement.

However, theories of displacement—in both land and housing, on both urban and rural terrain—suffer from a lack of an underlying theory of the logic, tendencies, and limits of ground rent extraction in capitalism.

This ethnography examines grassroots political responses to the economic crisis that began in 2008, foremost in the US Midwest, which arguably laid the groundwork both for the election of President Donald Trump and presidential candidacy of Senator Bernie Sanders. President Obama launched his $787 billion stimulus plan in Elkhart, Indiana, in early 2009. At the height of the crisis, unemployment skyrocketed from four to 20 percent in Elkhart, and it became central to struggles over the political direction of the US. With few safety nets, Elkhart residents struggled to meet their basic needs, creating conditions for political organizing on both …

Between 1975 and 1979, the Communist Party of Kampuchea sought to establish a non-monetary and non-market economy. In the process, however, upwards of 1.7 million men, women, and children perished. This paper provides a critical evaluation of the CPK’s decision to eliminate money in its attempt to transform Cambodia’s pre-revolutionary economy into a communist mode of production. First, I provide some general remarks on Marx, money, and markets; the purpose here is to establish a common foundation for readers, in order to properly assess Khmer Rouge monetary policies with those of orthodox reading of Marxism. A green policy tilt is ascendant in the country, manifest in a cascading array of policies and special initiatives. Utilising concepts from the multi-level perspective on socio-technical transitions, we assess Africa's first designated Green Special Economic Zone (SEZ), Atlantis SEZ (ASEZ) in the Western Cape, a niche innovation aimed at transforming the Province's industrial base. At midcentury, New York City was among the preeminent manufacturing centers in the United States. Within a generation, this manufacturing economy suffered an extraordinary collapse. Beginning in the 1950s, workers and their unions began to use the term “runaway” to describe factories that pulled up stakes in New York and set them back down in other climes. This dissertation explores the deindustrialization of New York City through case studies of “runaway” plants, or factories that left New York for the American South or abroad between the years 1945 and 1975.

Shipbreaking is a dismantling process with a primary objective of extracting large amounts of steel from ocean-going vessels, oil tankers, bulk cargo carriers, and container ships. As mobile forms of fixed capital, these devalued vessels have experienced a gradual or sudden loss of value. The removal of devalued ships from the world fleet, through an increasingly sophisticated global demolition market and expanding domestic shipbreaking markets, have played a critical role in helping the global shipping sector solve its crises of overproduction since the mid 1970s. The essays in this dissertation examine how political institutions affect economic development. In the first essay, I examine how executive control of the legislature shapes the time horizon of governing politicians and its effect on economic growth. The second essay examines how border changes over the past two centuries have provided different areas within modern countries with different institutional histories and how this affects the geographic concentration of economic activity. For the final essay, I examine whether elections have an effect on macroeconomic volatility when controlling for the democratic nature of the regime.

At this time of increasing housing insecurity, recent reforms in homeless shelter policy have attracted the attention of scholars and activists. This research sheds light on these changes by placing them in historical and political-geographic perspective, focusing on the role of homeless shelters in stabilizing social displacement by destabilizing solidarity. It demonstrates historical continuity between prisons and homeless shelters in New York City through a case study of conditions surrounding the transition of Camp LaGuardia, a prison that slowly transformed into the city’s largest, and longest lasting, homeless shelter. Louisiana has lost approximately 1,880 square miles of land over the past eighty years. Projections suggest that in a future without action, the next fifty years could result in the loss of 1,750 additional square miles of land area. As land loss continues, a large portion of the natural and man-made capital stocks of coastal Louisiana will be at greater risk of damage, either from land loss or from the associated increase in storm damage. We estimate the replacement cost of capital stock directly at risk from land loss ranges from approximately $2.1 billion to $3.5 billion with economic activity …

The contemporary neoliberal economic order plays a significant role in American social organization and policy-making. Most importantly, neoliberal ideology drives the creation and imposition of markets in public goods and services and the valorization of free market ideology in cultural life. The neoliberal ‘project of inequality’ is in turn delimited and upheld by an authoritarian system of punishment built around mass incarceration, surveillance, and an unprecedented level of social control directed at the lowest strata of American society – a group that includes both the urban underclass, and unauthorized immigrants.

This dissertation examines how confusion and lack of access to information about subsurface property rights facilitates the rapid acquisition of mineral rights by mining interests, leaving those who live 'above the surface' to contend with complicated corporate and bureaucratic apparatuses. The research focuses on the first proposed state-run large scale mining project in Ecuador, believed to contain copper ores, and on the natural gas hydrofracking industry in three counties in north central West Virginia. On May 17, 2015, over 50,000 people took to the streets of Skopje, the capital of the Republic of Macedonia, protesting against Prime Minister Gruevski and his party, the conservative neoliberal Internal Revolutionary Organization of Macedonia (VMRO). After nine years of authoritarian government, it was the first significant demonstration in which the population demanded accountability for Gruevski's despotic system of rule. This dissertation is the story of how Gruevski's system of power was built and why it lasted for so long. This study measures the impact that electrical outages have on manufacturing production in 135 less developed countries using stochastic frontier analysis and data from World Bank’s Investment Climate surveys. Outages of electricity, for firms with and without backup power sources, are the most frequently cited constraint on manufacturing growth in these surveys.

Outages are shown to reduce output below the production frontier by almost five percent in Africa and by a lower percentage in South Asia, Southeast Asia and the Middle East and North Africa. Production response to outages is quadratic in form. Outages also increase labor cost, reduce exports …

Providing a brief overview of the context of civil war in Syria and an analysis of development literature on micro- and macroeconomic consequences of conflict and displacement, it critically analyzes the role of emergency humanitarian aid in contribution to the persisting conflict in Syria. It then discusses relationships of humanitarian aid and conflict through past cases of war in Bosnia-Herzegovina and in Rwanda. Since the 1996 voter approval of medical marijuana laws in California, marijuana policy has become increasingly liberalized. Producers, however, have remained in the greyest of grey market zones. Federal anti-drug laws and supply-side tactics have intensively targeted them even as marijuana has become more licit. In this legally unstable environment, marijuana patient-cultivators and underground producers have articulated and asserted themselves politically and economically, particularly as the likelihood of full legalization has increased. This paper deciphers the formatting of farming into an asset by tracking the modalities by which financial calculation is enabled across different sites of agency.

The first focus of our analysis are commodity futures markets, which have witnessed a double spike in prices in 2008 and in 2012. In the paper, we look at these hikes as the outcome of endogenous dynamics, caused by the changing makeup of market participants after 2000, which turned futures markets into resources for hedging commodity index-linked derivative products.
